Carson City man sprayed in face with pepper by unknown assailant, jailed on warrant

A man was arrested Monday for a misdemeanor warrant after Carson City sheriff's deputies investigated an incident in which he had been pepper sprayed in the face by a person he had an altercation with near the Carson Aquatic Facility.

According to the arrest report, deputies responded to the area just after the noon hour for a report of a fight in progress. Staff members at the aquatic facility stated that a male was yelling for help, shouting for someone to call 911.

Deputies arrived and located the 55-year-old Carson City man on the south side of the center near the tennis court. He was on his hands and knees and the deputy could smell an overwhelming odor of pepper spray, the report states.

The deputy observed the man was dressed in a white tank top, jeans and was barefoot and had a soft cast on his right arm. There was no one else near the man. The officer obtained his identification and the man was asked what had happened.

He told the deputy he was sleeping in the park when a male subject woke him by kicking him in his casted arm. The man told the officer he attempted to get away from the subject, and was then sprayed in the face with pepper spray. The man told the deputy that he couldn't see and he began to yell for help.

Carson City Fire Department personnel was dispatched to treat the man. Officers were unable to locate any witnesses that observed the altercation and the aquatic center didn't have a security camera on that exterior side of the building, the report states.

The deputy conducted a wants and warrant check on the man, where dispatch advised he had a warrant issued in April for his arrest out of Carson City Township Court. Bail: $3,000.

In other arrests:
— A 37-year-old Mound House woman was arrested early Tuesday for suspicion of DUI, reckless driving and other misdemeanor offenses, a Carson City sheriff's booking report states.

According to the arrest report, at around 1:36 a.m. Carson City deputies were dispatched to the area of North Edmonds and Fairview in reference to an injury accident. Upon arrival a deputy noticed debris across the roadway on Fairview. The officer also saw a vehicle with its hazard lights on through a gaping hole in a fence.

The deputy observed a Kia sedan that had crashed into the northwest corner of the residence. The vehicle was still running and the driver's side door was open. The officer noticed a female subject stumbling in the yard in proximity to the vehicle.

The woman identified herself and stated she was the sole occupant of the vehicle. She told the officer that her head, neck and chest hurt. She stated she attempted to make a u-turn and lost control of her vehicle, crashing into the house, the report states.

The deputy did not see any redness or watering in the woman's eyes and he could not smell any odor of alcohol coming from her at the time. The woman told the officer the last alcoholic beverage she had was approximately 24 hours prior to the incident. She further told the officer the last time she smoked marijuana was approximately 2 days prior to the incident. She stated that her accident was caused out of anger and frustration as she was fighting with her boyfriend who she had just left at a nearby casino.

The woman had a large golf ball sized bump on her forehead as well as swelling and redness to her lips and nose. She also had scrapes and scratches along her right arm. Carson City Fire Department arrived on scene and treated the woman for her injuries. The woman denied being taken to the hospital by the fire department.

Due to the nature of the accident, and it being a single vehicle incident, the officer asked the woman to voluntarily submit to a preliminary breath test. The woman first refused the breath test. She told the officer that he should take her word, and that she had not been drinking and that was enough.

The officer explained the Nevada implied consent law to the woman. As the officer was in closer proximity to her, he could smell an odor of alcohol that was masked by an extremely strong odor of perfume. The officer advised that she provide a PBT sample. The woman stated: "I'll prove you wrong" and submitted to a PBT with a result of .15, the arrest report states.

She was taken into custody for suspicion of DUI. The woman was taken to the hospital for a medical clearance. She was read the request for voluntary evidence, which she shouted over the officer the entire time he read the card. The officer attempted several times to explain her options with evidentiary testing. She stated she understood evidentiary testing was said she would voluntarily refuse.

A telephonic search warrant was requested and approved by a Carson City judge for a blood draw from the woman. After declining medical attention at the hospital, she was taken to jail for suspicion of misdemeanor DUI, destruction of private property, reckless driving (wanton disregard) and failure to maintain a lane. Bail: $2,498.

— A 20-year-old Carson City man was arrested for suspicion of domestic battery and other offenses and put on a mental health hold. The man allegedly charged at the victim, grabbed her and held her down against a corner wall before security was able to free the victim from the man's grip. The suspect was also booked for suspicion of disturbing the peace. He was placed on a mental health hold.

— A 52-year-old Carson City woman, Jacqueline Lopez-Castillo, was arrested for suspicion of possession of a controlled substance, (methamphetamine) and possession of drug paraphernalia. $3,774.

UPDATE THURSDAY: The Washoe County Regional Medical Examiner’s Office has identified the two people who died Wednesday morning following the two vehicle crash on I-580 in Carson City. They are Alejandra Hernandez Valtierra, 36, and Viola Santoyo Huizar, 48, both of Carson City.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.

Dayton Elementary School in Lyon County was honored Wednesday along 13 other schools including Carson High in Carson City as a Nevada Purple Star School.

Schools receiving the designation have committed to supporting the educational and social-emotional needs of military-connected children and their families.
