Carson City Sheriff's arrest log: Convicted felons arrested on weapons, drug offenses

A pair of convicted felons were arrested late Thursday night at 11:40 p.m. for multiple felony offenses, a Carson City Sheriff's deputy reported, including firearm and drug possession.

Duane DeCastro, 59, and 49 year-old Kimberly Ann Singleton, both of Carson City, were add-booked at the Carson City Jail for possession of a firearm by prohibited persons, possession of a firearm with an altered serial number, as well as possession of methamphetamine.

According to the arrest report, the Special Enforcement Team served a search warrant on a unit at storage facility in the 3000 block of U.S. Highway 50 East earlier Thursday afternoon.

DeCastro was verified as the leaser on the unit and Singleton was confirmed by the facility manager to have moved contents of her own unit into DeCastro's. Singleton was last seen at the unit on March 28, the facility manager stated in the arrest report.

During the search of the storage unit, a black Colt .357 Trooper handgun was recovered with its serial number obliterated, the report said. There were six rounds of live ammunition loaded into the handgun's cylinder.

Also found in the storage unit was a scale with drug residue on it, as well as several suspected methamphetamine pipes, baggies and hypodermic devices. A baggie containing about a half-gram of methamphetamine was recovered, too, along with two additional baggies with possible unknown drug substances in them.

DeCastro was convicted of felony theft in Washoe County in March 2008, while Singleton had pled guilty to possession of stolen property out of Sparks in April 1995.

The pair was incarcerated at the Carson City Jail on other charges at the time of the storage unit search Thursday. They were both served with a copy of the search warrant, and later add-booked on the above felony charges. Bail: $20,000 each.

In other arrests:

— A 36 year-old Carson City man was arrested Thursday night at 7:46 p.m. in the 600 block of Old Hot Springs Road on multiple misdemeanor offenses, a Carson City Sheriff's deputy reported, including malicious destruction of property, destruction of property and violation of bail conditions.

According to the arrest report, Sheriff's deputies were called to the scene of a subject reportedly smashing out windows of a residence. The reporting party/victim stated the suspect had ripped the stove away from the wall and turned it upside down in the kitchen. He was also throwing rocks and breaking all of the windows of the residence, the victim reported.

Law enforcement detained the suspect after he began to flee when he saw authorities arrive. He was cooperative upon contact.

Three separate witnesses came forward to report the suspect had kicked a large dent into a parked vehicle, the report said. Examination of the residence showed four front windows had been smashed and shattered glass found both inside and outside of the residence. The kitchen stove was also found to have been turned upside down and located in the middle of the residence.

Upon making the arrest, deputies learned that the suspect was out on bail with conditions set forth by the Carson City Department of Alternative Sentencing (DAS), which advised of the additional charge of violating bail conditions. He was then transported to the Carson City Jail for booking. Bail: $3,000.

— A 29 year-old transient man was arrested at the Carson City Jail Thursday morning at 11:30 a.m. on felony escape from prison and gross misdemeanor conspiracy to escape bench warrants issued out of the Carson City Justice Court, a Carson City Sheriff's deputy reported.

Montana Joe Munday completed his time on current charges through the Nevada Department of Corrections March 29. He was transported by NDOC to the Carson City Jail on the outstanding arrest warrants and booked on a no bail hold.

— A 26 year-old Carson City woman was arrested Thursday morning at 11:42 a.m. in the 3800 block of South Carson Street on an active bench issued out of the Carson City Justice Court for felony trafficking of a schedule 1 substance, a Carson City Sheriff's deputy reported.

Elise Delane Hinsen was taken into custody after a Sheriff's deputy arrived at a business reference a subject with a warrant, the arrest report said.

Hinsen's outstanding bench warrant for trafficking 4-14 grams of a schedule 1 substance was confirmed by Carson City Dispatch. She was handcuffed and transported to the Carson City Jail for booking. Bail: $20,000.

— A 56 year-old Carson City man was arrested Thursday afternoon at 12:50 p.m. in the 1100 block of East William Street on misdemeanor first offense domestic battery and disorderly conduct, a Carson City Sheriff's deputy reported.

According to the arrest report, Sheriff's deputies were dispatched to Mills Park reference to a report of a male hitting a female during an argument. Contact was made with both the female victim and the male suspect.

The victim reported an argument ensued between her and the male suspect over their current homeless situation. She said the argument was her fault because she began yelling at the suspect, the report said.

She initially denied that the argument became physical when questioned, answering "no" twice with the repeated question and not making eye contact with the officer, the report said. She also refused to provide a witness statement.

No visible signs of injuries were observed on the victim.

The suspect was then questioned. He appeared intoxicated, a Sheriff's deputy reported, with a strong odor of alcohol emitting from him.

Upon being questioned about the argument, the suspect denied hitting or touching the victim. He then began yelling and screaming profanities at the deputies, saying "f--- you," and "this is bulls---."

He was asked by deputies to stop, because he was making a scene and disturbing others at the park. The suspect refused, though, and continued using profanities toward the officers.

He did consent, however, to a preliminary breath test, which showed breath-alcohol content of .161 percent.

Carson City Dispatch made contact with the reporting party who had called in the complaint, the report said. This witness reported while at the park, she heard the male suspect yelling and cussing at the female victim. She said during their argument, the male suspect pushed the victim in the chest and then grabbed her arm aggressively, pulling her with him as he walked away.

Deputies handcuffed the suspect and transported him to the Carson City Jail for booking. Bail: $3,000.

— A 36 year-old Carson City man was arrested Thursday at 4:42 p.m. in the 3300 block of U.S. Highway 50 East on a felony probation violation with no bail hold, as well as misdemeanor excessive window tinting and operating a cell phone while driving, a Carson City Sheriff's deputy reported.

Law enforcement made contact with Joseph Montez after a traffic stop was made on the vehicle he was driving. The Sheriff's deputy who stopped Montez had observed him using a cellular telephone while operating his vehicle, the arrest report said.

A K9 unit was called in to assist in a search of the vehicle. Montez is a documented gang member and currently on active supervision under the Nevada Department of Parole and Probation for a convicted person in possession of a firearm, the report said. He is on probation with a "no drugs" clause, too.

During pat down, Montez insisted he had no weapons on him, saying "I already told you I got nothing on me." He then began to turn toward the officer and pull his hands away. At that moment, he was placed in handcuffs and detained.

Exterior sniff by the K9 officer resulted in a positive alert of drug odor coming from the passenger side of the vehicle, the report said.

The vehicle was then searched and three marijuana dispensary bags were located inside. Montez admitted to recent use of marijuana.

His Nevada Parole and Probation Officer arrived on scene and after speaking with Montez, she requested he be arrested for violating his terms.

Montez was handcuffed and transported to the Carson City Jail for booking on a no bail hold.

— A 31 year-old transient man was arrested Thursday evening at 6:44 p.m. in the 3500 block of North Carson Street for misdemeanor possession of drug paraphernalia as well as a misdemeanor probation violation, a Carson City Sheriff's deputy reported.

According to the arrest report, a Sheriff's deputy responded to the area on report of a domestic dispute involving a male and a female. Both were located and well known to local authorities for being frequently involved in domestic disputes around Carson City.

A records check of wants and warrants showed the male was currently under active supervision by Carson City DAS, which contained a search-and-seizure clause as part of probation conditions, the report said.

The male suspect consented to a search by deputies, who found a glass smoking pipe in his backpack. The bulb of the pipe featured burnt white and black markings. It was identified by law enforcement as commonly used to smoke methamphetamine, the report said.

The male was detained and DAS notified of the drug paraphernalia in his possession. DAS advised a hold be placed on the suspect for violating probation. He was then handcuffed and transported to the Carson City Jail for booking. Bail: $3,000.

— A 43 year-old transient woman was arrested late Thursday night at 11:47 p.m. in the area of Carson and Bath streets for misdemeanor violation of a suspended sentence, a Carson City Sheriff's deputy reported.

According to the arrest report, a Sheriff's deputy conducted a traffic stop on a vehicle for not using a turn signal and failing to maintain a lane.

The driver of the vehicle was ultimately released, the report said, but the passenger had an active bench warrant issued out of the Carson City Justice Court for violating her suspended sentence. This was confirmed through a Carson City Dispatch records check.

The suspect was handcuffed and transported to the Carson City Jail for booking. Bail: $1,000.

— A 28 year-old Carson City man was arrested Thursday at 11:50 a.m. in the 600 block of Anderson Street on an active misdemeanor contempt warrant issued out of the Carson City Justice Court, a Carson City Sheriff's deputy said.

According to the arrest report, a Sheriff's deputy was dispatched to the area reference to a subject with an outstanding warrant. Contact was made with the suspect and his warrant confirmed. He was handcuffed and transporrted to the Carson City Jail for booking. Bail: $3,000.

— A 46 year-old Carson City man was arrested Thursday afternoon at 4:06 p.m. in the area of U.S. Highway 50 East and Airport Road on an active failure to appear traffic warrant issued out of the Carson City Justice Court, a Carson City Sheriff's deputy reported.

According to the arrest report, a Sheriff's deputy ran the license plate of a green Subaru and Carson City Dispatch advised the records check showed an outstanding warrant on the vehicle's registered owner.

A traffic stop was made on the vehicle and contact made with the driver, who was identified as the suspect on warrant, which dispatch also confirmed.

The suspect was then handcuffed and transported to the Carson City Jail for booking. Bail: $215.

— A 35 year-old Carson City woman was arrested late Thursday night at 11:40 p.m. in the area of U.S. Highway 50 West and South Carson Street for an outstanding misdemeanor failure to appear traffic warrant issued out of the Lake Township Justice Court in Pershing County, a Carson City Sheriff's deputy reported.

According to the report, a Sheriff's deputy conducted a traffic stop on a vehicle driving 16 miles per hour over the post speed limit. Contact was made with the driver, who was identified and ran through Carson City Dispatch on a records check.

Dispatch confirmed the Pershing County warrant, and the suspect was handcuffed and transported to the Carson City Jail for booking. Bail: $240.

UPDATE 6 p.m.: Courtesy of the Lyon County Sheriff’s Office: On May 3, 2024 at approximately 1430 hours, Lyon County Sheriff’s Deputies responded along with Central Lyon County, Carson City and Storey County Fire personnel to the area of 34 Newman Ln. for a report of motorhome on fire. Upon arrival, it was discovered that the fire had spread and multiple other abandoned vehicles caught fire as well. No one was hurt or injured during the incident. The incident is currently under investigation, which is being conducted by the Nevada State Fire Marshall’s Division.

UPDATE 2:38 p.m.: Firefighters from Storey are also now responding.

UPDATE 2:33 p.m.: Multiple vehicles on the property are engulfed in flame.

Around 2:15 p.m. a fire was reported at 34 Newman Lane in Mound House.

Firefighters from Carson City and Lyon County are enroute to the scene.

UPDATE 1:20 p.m.: According to Sheriff Ken Furlong, a student reported they saw a weapon. The incident was investigated and there was no weapon found. The lockdown has now been lifted and students are leaving the school.

UPDATE 1:15 p.m.: Update 05-03-24 at 1:15 p.m.
One student has reported an alleged weapon sighting. It has not been corroborated, but school officials and the sheriff’s office are investigating out an abundance of caution.

UPDATE 12:50 p.m.: The following update was provided by the district:

Carson High School was put on lockdown this afternoon around 12:15 p.m. No person was injured. There is an active situation being investigated in cooperation with the Carson City Sheriff’s Office. We will provide more information as it becomes known. The school is secure. Do not go to the school. No entrances will be permitted at time. The district will provide updates every 30 minutes. Expect the next update at 1:15 p.m.

Carson High School is currently on a lockdown as of 12:40 p.m. Friday, but there has been no incident reported according to Sheriff Ken Furlong.
