Carson City weekend arrests: Man seen dancing in the rain jailed on drug charges

A 26-year-old Carson City man was arrested Saturday for suspicion of possessing drugs, giving officers a wrong name to avoid arrest and other charges after dispatch received reports of a man dancing in the rain with his shirt off, a Carson City sheriff’s deputy said.

Ian Mychal Brower was taken into custody at 11:52 a.m. He was also arrested for a felony warrant, violation of bail conditions warrant and possession of drug paraphernalia.

According to the arrest report, deputies were called to the area of Clearview Drive at 11:27 a.m. for a man said to be dancing in the rain without a shirt, wearing tan pants and a hat. Deputies arrived and observed two men inside a vacant business, with one of the men matching the description of the dispatch call.

One of the subjects provided identification, while Brower gave the deputy a name that wasn’t his. The officer knew he was lying because he recognized him and knew he had a Carson City Justice Court warrant for his arrest. The officer asked him if his real name was Ian Brower and the man replied it was. A records check showed he had two confirmed warrants out of Carson City Justice Court. He was placed into custody.

Officers then began to investigate as to the reason Brower was inside the vacant business. A deputy entered the business to check for property damage and additional subjects. While inside the officer found a box on a table located in the center west part of the business. Inside the box and in plain view, the deputy found the following: Hypodermic needles, used cotton balls, saline solution, three aluminum type cups containing a burnt black residue. Also located on a rug in plain view was a hypodermic needle containing a clear substance.

Brower was held without bail due to the two warrants for his arrest. Bail for the other charges, $8,637.

In other arrests:
— A 19-year-old Carson City man was arrested Saturday, 7:30 p.m. in the 3600 block of Desatoya Drive for misdemeanor suspicion of battery. According to the arrest report, the man allegedly licked his hand and wiped it on the victim and then pushed him. The victim stated he wanted to press charges. Bail: $1,137.

— A 28-year-old Carson City man was arrested Saturday, 4:43 p.m. in the 1600 block of East William Street for a misdemeanor failure to appear warrant issued Dec. 1 out of Carson City Justice Court. Bail: $215.

— A 59-year-old Carson City woman was arrested Saturday, 5:23 p.m. in the 3300 block of Harrison Lane for suspicion of a second DUI, a Carson City sheriff’s deputy said.
According to the arrest report, dispatch received a report of a possible DUI driver in the area. The witness provided dispatch information about the vehicle and was following it, providing updates.

A deputy located the suspect vehicle and made a traffic stop. The woman attempted to get out of the vehicle, with the deputy instructing her to get back into the car and close the door. The officer asked the woman for license, registration and insurance. The officer could smell a strong odor of alcohol. He asked the woman if she had been drinking. The woman said she had not, the arrest report states.

The officer spoke with the witness who described the woman’s erratic driving behavior. The officer then spoke with the suspect, and asked if she would submit to field sobriety tests. The woman said she did not want to participate. The officer explained she could lose her driver’s license for a year. The woman replied no. The officer asked her to step out of the vehicle, where she was arrested and taken to jail.

While in pre-booking she was asked again if she would submit to field sobriety tests. She changed her mind and agreed and during the tests showed signs of intoxication. She admitted to officers she had consumed two vodka tonics drinks earlier. For the evidentiary part of the test, the woman blew a .306 and .313. She was taken to the hospital due to the high amount of alcohol in her system and then medically cleared. During the investigation it was learned she had a prior DUI in 2009. Bail: $2,500.

— A 20-year-old Carson City man was arrested Sunday, 1:33 p.m. in the area of Carson and Adeline streets for suspicion of DUI, open container, minor consuming alcohol and failure to maintain a lane of traffic.

According to the arrest report, the driver was stopped after an officer observed the vehicle failing to maintain its lane, crossing over a lane line and nearly striking another deputy patrol vehicle. The deputy had to swerve to the right to avoid being hit.

A deputy made contact with the driver and a passenger who was asleep in the front passenger seat. The officer asked the driver for his license, registration and proof of insurance. While speaking, the officer could smell a strong odor of alcohol and observed an open beer can behind the driver’s seat. The man admitted to drinking alcohol. He was asked if he would voluntarily perform standardize field sobriety tests. The man agreed and showed signs of impairment. He provided a preliminary breath test of .093. At jail he provided evidentiary breath samples of .117 and .118. Bail: $1,658.

— A 25-year-old Reno man was arrested Sunday, 8:17 a.m. in the 1100 block of Fairview Drive for misdemeanor driving on a suspended registration and a failure to appear warrant for his arrest out of Washoe County. Bail: $490.

— A 26-year-old Carson City woman, Heather Lynn Givant, was arrested Sunday, 11:06 a.m. in the 200 block of West Caroline for suspicion of parole and probation violation. According to the arrest report, a deputy responded to a Carson City motel for a report of an unwanted person on the property. Before the deputy arrived management advised they wanted the woman removed from the property. It was also learned that Parole and Probation was looking for her. The officer found the woman inside a room and she was arrested. She’s being held without bail in lieu of a hearing.

— A 53-year-old Carson City man was arrested Sunday, 12:31 p.m. in the 500 block of N Street for misdemeanor suspicion of DUI. According to the arrest report, deputies were advised to be on the lookout for a Corvette that was revving its engine and spinning its tires at a parking lot of a local hotel.

Deputies located the vehicle and a man stumbling out of the vehicle’s driver seat. The officer made contact with the man and could smell a strong odor of alcohol. His eyes were watery and had a complete lack of balance, the arrest report states.
The man participated in a series of field sobriety tests and showed impairment. He gave a preliminary breath sample of .170 and was taken to jail for suspected DUI. At jail he drew blood for evidentiary testing. Bail: $1,137.

— A 58-year-old Carson City man was arrested Sunday, 9:59 a.m. in the 800 block of Chernus Drive for a misdemeanor domestic battery warrant issued Dec. 8, 2016 out of Carson City Justice Court. Bail: $3,000.

— A 48-year-old Carson City man was arrested Sunday, 9:40 a.m. in the 300 block of Rhodes Street for a misdemeanor contempt of court warrant issued Dec. 6, 2016 out of Carson City Justice Court. Bail: $500.

— A 36-year-old Carson City woman was booked into Carson City Jail on Sunday, 10:35 a.m. for a misdemeanor failure to appear warrant issued Nov. 29, 2016 out of Carson City Justice Court. Bail: $295.

— A 26-year-old Carson City man was arrested Sunday, 7:01 p.m. in the 1600 block of Brown Street for a misdemeanor warrant alleging domestic battery, issued Nov. 28, 2016 out of Carson City Justice Court and a failure to appear traffic warrant issued Nov. 7, 2016. Bail: $3,175.

On May 18, 2024, at about 0050 hours, Carson City Deputies conducted a traffic stop on a vehicle
driven by Christopher Gorham. A drug-detection canine was used to conduct a sniff of the vehicle. Deputies searched the vehicle and located drug paraphernalia along with an explosive device.

A 32-year-old Carson City man was arrested Thursday afternoon for felony domestic battery.

Steven Michael was arrested after deputies responded to a report of a domestic assault.

A 63-year-old housekeeper was arrested Thursday for 14 counts of credit card fraud and other offenses after allegedly stealing a credit card belonging to an 86-year-old patient who family members said was being treated for a stroke at a local care facility, according to a Carson City Sheriff's Office detective.

On May 15th, 2024, shortly after midnight, deputies with the Lyon County Sheriff’s Office responded to a residence located on the 600 block of Angela Street in Fernley, Nev., reference a caller who reported that he had murdered his mother. The caller additionally provided that he barricaded himself inside the house, was armed with a rifle, and had planted pipe bombs at the residence.

May is Mental Health Awareness Month and as part of that, Partnership Carson City (PCC) and OSP Northern Nevada are holding a workshop focused on suicide prevention training.
