Carson City arrests: Pair accused of neglect, heroin use in presence of child

Two were arrested Tuesday and face multiple felony charges including child neglect and the use of heroin in the presence of child, a Carson City sheriff’s deputy said.

Joseph Larson, 29, and Allyson Ann Richards, 24, both of Dayton, were taken into custody at 3:54 p.m. in the 1500 block of Old Hot Springs Road. Each were arrested for suspicion of possession of a controlled substance, use of a controlled substance in front of a child, child neglect and misdemeanor possession of drug paraphernalia. Richards also faces a parole and probation violation warrant charge.

According to the arrest report, deputies were called to the area in reference to a suspicious vehicle in a parking lot. The reporting party observed a woman passed out in the passenger seat and a male hitting the steering wheel, scratching his arms and acting erratically.

Deputies arrived and observed the windows were rolled up except the passenger window that was open approximately 2 inches. The weather was warm and the vehicle was not running, the arrest report states.

The female suspect opened the door and was sweating profusely. Her son was also in the car and was crying, sitting on her lap and sweating profusely. Deputies observed the child’s head was covered in sweat and clothes were saturated with sweat, according to the report.

The woman showed signs of being under the influence of drugs. Her eyes were constricted and she had a difficult time focusing on questions. She was checked for warrants. Dispatch alerted she had a priority 5 warrant out of the department of parole and probation.

She stated the license plate on the vehicle belonged to a friend of hers that came off of his trailer. The plate was checked and came back registered to a trailer. A deputy asked her if there was any water in the vehicle for her son. She was unable to find any, the arrest report states.

A deputy then spoke with the man in the driver’s seat, Larson, who also appeared to be under the influence of drugs. He had a difficult time focusing, had constricted pupils and was unable to stand still. At one point the man appeared to be falling asleep on his feet, the report states. Larson told deputies he had a heroin kit in the center console of his vehicle. Another deputy arrived on scene with his K9, which alerted positive to drugs inside the vehicle.

During a search of the vehicle, deputies found the following: Two aluminum can ends with heroin residue, two pieces of tin foil with heroin residue, one straw and a large quantity of used and uncapped syringes.

One of the pieces of tin foil tested positive for heroin via a NIK testing kit. Several syringes were also found in the driver side door. Uncapped and used needles were found throughout the vehicle, which was in disarray, cluttered with clothes and food. The arresting deputy stated in the report that it was difficult to sift through the vehicle due to the large amount of clothes and clutter.

Larson and Richards were arrested. The boy’s grandmother arrived on scene to take custody of the child. Bail for Larson: $53,500. Bail for Richards was also $53,500. However she was placed on a no bail hold due to the outstanding warrant.

In other arrests:
— A 44-year-old Carson City woman was arrested early Wednesday morning in the area of Fairview and Lepire Drive for misdemeanor suspicion of DUI and failure to maintain a traffic lane.

According to the arrest report, a Carson City sheriff’s deputy observed a vehicle traveling north on Fairview cross over the solid double yellow line into opposition traffic and veered into the number one turn lane at the intersection of Fairview and Butti Way.

The officer made a traffic stop and contacted the driver. The officer could smell an odor of alcohol coming from inside the vehicle. The driver agreed to field sobriety tests and showed signs of impairment. The driver provided a preliminary breath test of .165 and was arrested at 12:59 a.m. Bail: $1,224.

— A 30-year-old female transient was booked into Carson City Jail on Tuesday, 1 p.m. for a misdemeanor contempt of court warrant issued Nov. 6, 2017 out of Carson City Justice Court. Bail: $3,000.

— A-28-year-old Mound House man was booked Tuesday into Carson City jail for a misdemeanor violation of a suspended sentence warrant issued March 6, 2018 out of Carson City Justice Court. Bail: $3,000.
