Five jailed for drugs in separate Carson City Sheriff's Office Special Enforcement Team stops

The Carson City Sheriff’s Office Special Enforcement Team arrested five people Thursday in two separate traffic stops that led to the recovery of drugs.

At 7:11 p.m. two men and a woman were taken into custody for suspicion of felony drug possession and other charges. The arrests resulted from a traffic stop in the area of Washington and Carson streets in which narcotics were discovered in a search.

In custody are Ryan Jay Pabor, 38, listed as a transient, for suspicion of felony possession of a controlled substance, gross misdemeanor possession of burglary tools, and four misdemeanors: possession of drug paraphernalia, driving on a suspended driver’s license, registration and not using a turn signal.

Also arrested was Melissa Luana Carter, 36, who is listed as a transient. She faces a felony charge of possession of a controlled substance, gross misdemeanor possession of burglary tools, misdemeanor possession of drug paraphernalia and not wearing a seat belt.

SET deputies also arrested Robert Warren Paul, 50, of Carson City for suspicion of felony possession of a controlled substance, misdemeanor possession of drug paraphernalia and not wearing a seat belt.

According to the arrest report, a SET deputy made a traffic stop on a Dodge pickup that did not have a front license plate, observing the vehicle’s occupants were not wearing seat belts and seeing the driver make a turn southbound on Carson Street without signaling.

The deputy recognized the driver from a previous SET arrest where he was booked for methamphetamine possession, the arrest report states. Carter was seated in the center and not wearing a seat belt and Paul was seated in the passenger seat, also not wearing a seat belt.

Pabor explained he did not have a valid driver’s license and that his registration was suspended, which was confirmed through dispatch.

The deputy asked the three to exit the vehicle. A pat-down search on Paul led to the discovery of a rolled up dollar bill with white residue and a small baggie of suspected cocaine or methamphetamine. A drug detection canine, Ivo, did an exterior free sniff around the vehicle and alerted positive to drugs.

A deputy located a purse under the front seat that contained several items of drug paraphernalia with trace amounts of methamphetamine. A black backpack, secured with a padlock, was located in the bed of the truck. Both Pabor and Carter possessed keys that opened the lock as well as other padlocks on a hard case in the bed area.

The backpack contained clothing and a lock pick set. The deputy asked Pabor and Carter if either were locksmiths. They both stated they were not. Lock pick sets are common items used in burglaries to facilitate surreptitious entry to secure areas, according to the arrest report.

All contraband items were seized, and Carter and Pabor were detained. Each were Mirandized and interviewed separately. Both said they understood and agreed to speak. Carter admitted that several of the clothing items in the backpack belonged to her.

She also admitted that a pair of black glasses and an inhaler from her purse belonged to her. She denied the purse belonged to her. A deputy asked Carter if she used drug recently. She admitted to smoking marijuana and said she was “way stoned.” She later admitted that she used methamphetamine in the last 36 hours, the arrest report states.

Pabor admitted to using methamphetamine recently, about three hours prior to the stop. According to the arrest report, he denied possession of the backpack or purse entirely and stated they did not belong to Carter, either.

Bail for Pabor: $6,923; bail for Carter, $6,324; bail for Paul: $3,844.

In the second Carson City Sheriff’s Office SET stop, two men were arrested at 1:07 p.m. for suspicion of felony drug possession and other charges.

Craig Allen Davis, 34, of Dayton faces charges of felony possession of methamphetamine and prescription pills without a prescription, a gross misdemeanor charge of possession of prescription pills without a prescription, littering and possession of drug paraphernalia.

Also arrested was Micah Lee Peek, 38, of Reno for suspicion of felony possession of a controlled substance, misdemeanor possession of drug paraphernalia and littering.

According to the arrest report, deputies were called to the 3200 block of North Carson Street for a controlled substance report involving two men possibly injecting drugs and being under the influence of drugs in a parking lot.

A SET deputy located the vehicle and two men, Davis and Peek, digging through several trash cans, dumping and rummaging through trash with some of it blowing away.

The deputy watched as Peek handed Davis a black plastic bag and Davis threw it away in the trash can on the north end of a coffee shop front patio. Davis then went inside the coffee shop and exited with two bags of trash, according to the arrest report.

A SET deputy located a black plastic bag on top of the trash can that contained alcohol wipes, sterile water droppers and many hypodermic devices, one which was loaded with about 45cc of a clear, liquid substance.

A deputy then went to the vehicle the men occupied and asked both to walk over to him. Davis complied, Peek did not. The deputy made several more demands, and Peek then complied, the arrest report states.

The deputy then searched Davis and located a small yellow container in his wallet that had a whole alprazolam table and a crushed one, the report states. There was no prescription present. On the driver’s seat was a tourniquet, several hypodermic devices, cotton balls and tin cups.

A drug detection canine, Ivo, conducted a free air sniff around the vehicle and alerted positive to the presence of a drug odor. Deputies did a search and located more hypodermic devices, and drug paraphernalia in the seat Davis occupied and his duffle bag in the back seat.

A SET deputy informed Davis of his Miranda rights. Davis initially stated he lost a key chain by throwing it in the trash and that is why they were digging through the trash. He later admitted that he was looking for discarded drugs. He also appeared to be under the influence of drugs, as his speech pattern was random and slow, with picking marks on his face and arms, the report states.

Bail for Davis: $9,274. Bail for Peek: $4,274.

In other arrests:
— A 19-year-old Minden man was arrested Thursday for felony suspicion of burglary and a misdemeanor contempt of court warrant, a Carson City sheriff’s deputy said.

Casey Scout Nikolos Bartevian was taken into custody in the 3900 block of South Carson Street. According to the arrest report, a deputy was sent to a department store in the 3900 block of South Carson Street for a report of a petit larceny.

The deputy met with a loss prevention officer who had the 19-year-old suspect in the security office for shoplifting. The loss prevention officer said he observed Bartevian walk through the store, select three pairs of Levi’s, three Nike t-shirts, an Adidas shirt and track pants.

The security officer told the CCSO deputy he saw the man go to the corner of the store where he observed him concealing all the items in his black backpack. The suspect then walked passed all final points of payment and exited the store. The loss prevention officer approached the suspect and asked him to return so the merchandise could be recovered. The suspect complied.

A deputy ran a warrant check through dispatch and learned the suspect had a confirmed warrant for his arrest out of Sparks Justice Court related to a petit larceny. A receipt for the value of the stolen property recovered was $406.50. Loss prevention requested to pursue criminal charges. Bail: $21,500.

— A 30-year-old Carson City man was arrested Thursday, 6:41 p.m. in the area of Stewart and Musser streets for gross misdemeanor possession of a dangerous weapon, and the following misdemeanors: Driving without a valid license, no registration and two misdemeanor criminal contempt warrants, one out of Carson City Justice Court and the other out of Sparks Justice Court.

According to the arrest report, a Carson City sheriff’s deputy made a traffic stop after observing an unlicensed silver Jeep driving south on Stewart Street.

The deputy made contact with the driver who advised he had a warrant out of Sparks, which was confirmed on the deputy’s computer as well as a second warrant.

He was asked if he had any drugs or weapons in his vehicle. The man replied no. He was asked by the deputy if he could search the vehicle. The man said, “yes, that’s fine,” according to the arrest report.

While searching the officer found a billy club in the back seat area of the vehicle. The club had a hand grip that was made out of duct tape. It had knives taped onto the opposite end with a metal pipe cap. The total length of the billy club was approximately three feet long. He was arrested for the warrants, traffic violations and possession of a dangerous weapon. Bail: $3,934.

— A 57-year-old Carson City man was booked into jail Thursday, 8:15 a.m. for a gross misdemeanor warrant alleging battery upon an officer, misdemeanor trespassing, and misdemeanor obstructing a police officer. The warrants were issued April 23, 2018 out of Carson City Justice Court. The man turned himself into authorities. Bail: $2,000.

— A 37-year-old Carson City woman was arrested early Friday in the 600 block of College Parkway for misdemeanor suspicion of domestic battery.
According to the arrest report, the victim called police stating that her mother had punched her in the face during a verbal argument.

The deputy observed a cut to the left side of the victim’s face and a cut on her right heel and had loose hair clumped up and stuck up to her right hip. The victim, who appeared intoxicated, denied hitting, punching or striking the suspect.

Deputies made contact with the suspect who said there was a verbal argument between she and her daughter. She stated she demanded her daughter to leave the home but that she refused and made her leave by “herding” her out of the front door and locking her out.

The suspect denied hitting her daughter. She had a laceration to her right ring finger and red marks on her right hand consistent with a closed fist strike. She was arrested for suspicion of domestic battery. Bail: $3,137.

— A 22-year-old Texas woman was arrested early Friday in the area of I-580 and College Parkway for misdemeanor suspicion of DUI, driving with expired temporary plate and lamps required.

According to the arrest report, a deputy made a traffic stop at 2:58 a.m. on a vehicle that was turning eastbound onto College Parkway from Market Street without any lamps on as required.

The deputy made a traffic stop and made contact with the driver. While speaking the deputy observed her eyes to be bloodshot and water. He asked if the woman had consumed an alcoholic beverage and she stated she had two glasses of wine approximately one hour prior.

She agreed to standardized field sobriety tests and completed the tests satisfactorily. She provided a preliminary breath sample of .096 She was placed under arrest for suspicion of DUI. At jail she submitted to evidentiary breath tests with results of .072 and .071. Bail: $1,281.

When we first bought our home in 1988 with its 2.5 acres, there were some poplars, pines, blue spruce, willows, and grass, but little else. The Lyon County Sheriff's Office arrested a Dayton man Saturday for possession of child pornography. During the investigation, officers also learned the man was a local little league coach.

An 18-year-old Carson City man was arrested at a local diner after allegedly stealing a car from a used car lot two days prior to test drive it.

UPDATE 6 p.m.: Courtesy of the Lyon County Sheriff’s Office: On May 3, 2024 at approximately 1430 hours, Lyon County Sheriff’s Deputies responded along with Central Lyon County, Carson City and Storey County Fire personnel to the area of 34 Newman Ln. for a report of motorhome on fire. Upon arrival, it was discovered that the fire had spread and multiple other abandoned vehicles caught fire as well. No one was hurt or injured during the incident. The incident is currently under investigation, which is being conducted by the Nevada State Fire Marshall’s Division.

UPDATE 2:38 p.m.: Firefighters from Storey are also now responding.

UPDATE 2:33 p.m.: Multiple vehicles on the property are engulfed in flame.

Around 2:15 p.m. a fire was reported at 34 Newman Lane in Mound House.

Firefighters from Carson City and Lyon County are enroute to the scene.

UPDATE 1:20 p.m.: According to Sheriff Ken Furlong, a student reported they saw a weapon. The incident was investigated and there was no weapon found. The lockdown has now been lifted and students are leaving the school.

UPDATE 1:15 p.m.: Update 05-03-24 at 1:15 p.m.
One student has reported an alleged weapon sighting. It has not been corroborated, but school officials and the sheriff’s office are investigating out an abundance of caution.

UPDATE 12:50 p.m.: The following update was provided by the district:

Carson High School was put on lockdown this afternoon around 12:15 p.m. No person was injured. There is an active situation being investigated in cooperation with the Carson City Sheriff’s Office. We will provide more information as it becomes known. The school is secure. Do not go to the school. No entrances will be permitted at time. The district will provide updates every 30 minutes. Expect the next update at 1:15 p.m.

Carson High School is currently on a lockdown as of 12:40 p.m. Friday, but there has been no incident reported according to Sheriff Ken Furlong.

Two School Resource Officers are on scene investigating why the alarm went off.

Carson High School Culinary Arts and Early Childhood Education students competed at the three-day state conference last month for Nevada Family, Career and Community Leaders of America. This was the first time the school’s programs participated in the conference. A total of 25 students competed in eight events.

Carson City’s former Board of Supervisor and business owner Stan Jones was posthumously awarded Thursday the Historic Preservation Award for his long time work for downtown Carson City.

Each year, a Historic Preservation Award is awarded by the Historic Resources Commission to Carson City residents or organizations who have gone above and beyond in their dedication to historic preservation.
