Carson City deputies arrest man for suspected kidnapping, drug possession

A 31-year-old man was arrested Tuesday for suspicion of second degree kidnapping, possession of drugs and other offenses, according to a Carson City Sheriff's Office report.

Michael Brandon Spillers, listed from Susanville, Calif., was taken into custody in the 3700 block of North Carson Street at 10:44 a.m. He was also booked for alleged offenses of misdemeanor domestic battery, and possession of drug paraphernalia.

According to the arrest report, Carson City Sheriff's Office deputies were dispatched to a convenience store on North Carson Street for a report of a bald white male adult pushing a female onto the ground.

The man was later identified as Spillers. When deputies arrived on scene, they observed the man yelling in the direction of the woman, who was seated under a tree on the opposite side of the parking lot. The suspect advised he was in a verbal confrontation with the woman he said was his wife. He denied anything physical happening.

The officer then spoke with the victim who advised she was arguing with Spillers over a lost EBT card and that she did not want to leave the location with him. The victim told deputies she told Spillers, several times, that he could have her car and that she was not leaving with him.

At one point during the argument, the suspect picked the victim up off the ground and began carrying her toward the vehicle. The victim told the man to stop, saying she did not want to go with him, according to the report. The suspect allegedly continued to carry her anyway until she was able to break free from the man and fell onto the concrete.

Deputies observed redness and what appeared to be dirt and asphalt on her shoulder where she landed, the report states. Video surveillance was observed that showed the man was willfully seizing the woman's movement by carrying her away with the intent to detain her against her will, the arrest report states. Deputies gathered statements. A K-9 did an exterior sniff of the vehicle and alerted positive for the presence of narcotics.

The vehicle was subsequently searched, where officers located numerous 1-inch by 1-inch baggies and a black tarry substance inside, presumed to be black tar heroin, the arrest report states. He was booked for the above offenses. Bail: $40,000.

In other arrests:
— A 27-year old Los Angeles man, Daniel Wolfgang Folger, was arrested at Lake Tahoe's Chimney Beach area for suspicion of felony preventing a victim from reporting a crime and misdemeanor domestic battery.

According to the arrest report, deputies were dispatched to the area, which is in the Carson City jurisdiction, regarding a domestic battery. Washoe County deputies advised a couple had been involved in a domestic argument.

Officers interviewed the victim, suspect and witnesses. During the investigation, officers learned four people, including the suspect and victim where at the beach all day, drinking alcohol. The suspect had been doing cocaine. The victim stated the man, whom she had beed dating for 2 years and that they live together, had drank too much alcohol and did too much cocaine.

The victim told officers she had called the hotel they were staying at. She said the suspect heard the phone call, then tackled her, punching her in the right shoulder with his fist, the report states. She said she had gone to the ground after being punched and stated she got back up and began to walk back up the hill to get a ride share ride. She advised the man stomped and kicked her in the chest before a witness intervened to stop the altercation, according to the report.

The woman said she called 911 because she was afraid of the man. She stated the suspect attempted to take the phone from her because he learned she was calling 911. While attempting to take the phone from her, the man allegedly tackled her to the ground. The victim stated she did not let go of the phone and stated she was able to get back up, and run away from the man.

Deputies then interviewed the witnesses and then the suspect, who was given his Miranda warning. He agreed to speak. He stated the two had argued, that it was never physical, and that he did attempt to take the phone out of the victim's hands after learning that she was calling the police, the report states.

He said when he tried to grab the phone, he tumbled 3 to 4 feet down a hill. Officers observed scratches on his leg. After all statements were made, he was taken into custody for the above offenses. Bail: $8,137.

— A 36-year-old man was arrested Tuesday, 6:55 p.m. for a misdemeanor Douglas County warrant issued April 9, 2020.

— A 41-year-old Carson City man was arrested Tuesday, 11:41 p.m. for suspicion of misdemeanor DUI.
According to the arrest report, a deputy was sent to a gas station at College Parkway and Highway 50 East in reference to a possible DUI driver.

Dispatch advised a reporting party stated a vehicle nearly hit several cars, then the driver went to the convenience store and gas station, where they witnessed him get out of the vehicle wearing a black shirt and pajama pants, and then go into the store.

The reporting party stated the driver was unable to walk a straight line and that he got back into the vehicle and began doing donuts in the dirt lot next the the gas station store.

Deputies located the vehicle and the suspect in the 4000 block of Montez Drive. The suspect was passed out in a camp chair in the garage, which was open. The vehicle he was seen driving was in the driveway and the engine was warm to the touch.

The officer woke the man up and asked him if he had been driving, which he denied twice. He was asked if he'd be willing to do standardized field sobriety test, in which he said he wouldn't and refused a preliminary breath test. He was arrested for suspicion of DUI. He was taken to the hospital to complete a medical clearance, and was read the Nevada Informed Consent. He was asked if he would complete a blood test, which he agreed. Bail: $1,137.
