Carson City sheriff's deputies make DUI, warrant arrests

A 20-year-old Carson City man was arrested in the area of Siskiyou and Selby for suspicion of DUI, parking in a prohibited place, “driving on right half of highway,” and underage consumption of alcohol, a sheriff's office report states.

According to the report, deputies were traveling eastbound on Woodside when they observed a truck on Siskiyou stopped on the wrong way of traffic, facing southbound on Siskiyou.

Deputies conducted a traffic stop and made contact with the driver, who appeared slumped down and disoriented. The man was clearly intoxicated, and had a difficult time retrieving his driver’s license. He had bloodshot watery eyes, slow and slurred speech, and had the smell of an alcoholic beverage emitting from his person, the report states.

He told deputies he and his passenger had left the passenger’s house to jump start his passenger’s car down the street. He told deputies he’d had two beers earlier in the evening. He submitted to a preliminary breath test which resulted in a .245.

He was taken into custody without incident. Bail: $1,523.

— A 37-year-old transient man was arrested at a local Carson Street casino Friday night for possession of a controlled substance, possession of drug paraphernalia, and a contempt of court warrant.

Thomas Benjamin Lovelace was arrested by Carson City Special Enforcement Team deputies after conducting a business check. Deputies were speaking with another person regarding a pedestrian violation when they saw Lovelace walking in through the northeast door of the building.

According to the report, Lovelace has a history of obstructing and fleeing from police, and deputies knew he had a warrant out for his arrest. Deputies went to Lovelace and told him to sit to down. Lovelace had “a shocked look on his face” and deputies placed him into handcuffs.

Dispatch confirmed the warrant for his arrest. On his person, deputies found 0.4 grams of methamphetamine. He was taken into custody without incident. Bail: $6,137; $2,500 cash only

— A 60-year-old Carson City man was arrested near Quail Run and Teal Drive for DUI second, failure to maintain lane, and failure to obey a traffic control device.

According to the report, deputies arrested the man after a citizen flagged them down and advised a truck had just left south on Stewart Street and the driver of the vehicle was stumbling and drunk.

Sheriff Furlong advised he had located the vehicle east on Little Lane. Deputies got behind the vehicle near Little and Parkland and followed, observing the vehicle swerve across the center line before rolling through a stop sign.

Deputies attempted to stop the vehicle at Saliman Road and Cardinal Street. However, the vehicle continued driving and turned onto Quail Run Drive. The vehicle waited for the gate to open and pulled into the gated community, the report states.

The man parked in a parking lot and exited the vehicle. Deputies ordered the man back into the truck, and he stumbled as he climbed back in. He told deputies he had a couple of beers. He had red watery eyes, thick slurred speech, and a strong odor of an alcoholic beverage coming from his person, the report states.

When asked if he would participate in field sobriety tests, he said he would, but he probably wouldn’t pass. He was arrested and transported to the jail without incident. Bail: $2,739.

— A 59-year-old Carson City man was arrested at a local Carson Street casino for violation of a suspended sentence. The man was arrested after deputies observed him exiting the passenger side of a vehicle while drinking a beer. When the man saw deputies, he quickly turned back toward the truck and placed the beer bottle in the bed of the truck.

Deputies knew the man, and a records check revealed he was a convicted felon for driving under the influence and had a "no alcohol" and "obey all laws" clause for his suspended sentence.

He provided a preliminary breath test which resulted in a 0.018 percent BAC. He was taken into custody without incident. Bail: $3,000 cash only

— A 57-year-old Carson City man was arrested in Mills Park on a warrant for violating a suspended sentence issued out of Carson City Justice Court Aug. of 2018. Bail: $1,000 cash only.

— A 24-year-old transient man was arrested in the 1500 block of N. Carson Street for obstructing. According to the arrest report, deputies observed a man seated on a wall, looking through a handbag. Deputies watched the man and then observed his hands stopped moving and that he was staring into the bag, without any motion, for four minutes.

Later, the man moved down to the area near a liquor store which, according to the report, was closed and had been burglarized on at least one previous occasion. The man was wearing all-black clothing and had “some type of green cloth” covering his head and face.

Deputies drove past the man and into the parking lot of the business. They parked and exited their patrol vehicle out of the man’s view. As soon as the man saw the deputy, he turned around and started walking briskly away.

Deputies stated that, at this time, they didn’t know if the man was having a mental health issue, was under the influence, or preparing to burglarize a business, or a combination of all three. They decided to stop the man to determine what was going on.

Deputies told the man to stop. The man moved behind a traffic signal pole and postured his body, appearing to hide behind it, and he put his bag down. He began placing his hands in his pockets and bag, after being directed to stop.

The man put his bag on a nearby seat wall and began to dig inside of it again. Deputies again directed him to place it on the ground and sit on the curb, but the man refused and sat instead on a high-wall.

The man told deputies he “didn’t need their bulls**t.” Deputies attempted to take him into custody due to his behavior and not following instructions. He resisted arrested and was escorted to a patrol vehicle. He was compliant at first until asked to spread his feet to search him, at which point he began to pull away and move his upper body wildly.

Deputies determined he was either under the influence of drugs or having a mental health episode. He was taken into custody. At the jail, he was placed into a safety cell where he used a metal buckle and smashed a window. He was moved to a different cell and the window was secured with tape. He was booked for obstructing a peace officer. $412
