Carson City couple jailed for suspicion of felony domestic battery after choking each other

A Carson City couple face felony domestic battery charges after each allegedly choked each other during a physical altercation, a sheriff's deputy report said.

Yubrini Chicas, 25, and Severina Chicas, 24, were separately booked into custody. The female was book at 5:02 p.m. in the 2100 block of Dori Way and the male at 4:45 p.m. in the 600 block of Hot Springs Road. Each face a felony charge of domestic battery with strangulation.

According to the arrest report, deputies were called to a Dori Way residence. Deputies interviewed the female who stated her husband left after a physical confrontation. She told deputies he placed her into a choke hold, punched and head butted her. Deputies observed a lump on the woman's forehead and marks on her neck consistent with a choke hold, the arrest report states.

The woman told deputies the man was known to have a gun under the driver's seat of his car and that if they found him, he would have several marks on him because she "beat the s**t out of him," the arrest report states.

Deputies located the man in the 600 block of Hot Springs Road and he was detained after acting passive aggressive and semi compliant with officers. He was read his Miranda warning and agreed to speak. He stated the woman attacked him, bit him, and that he put a bear hug on her to get her to calm down, the report states. He denied choking the woman.

Deputies observed the man's injuries were consistent with the woman's story. He had bite marks on his arms, bruising on his chest and legs. He also had a red mark on his neck. He stated the woman got behind him, and put a sock around his neck and tried to choke him. His story of him being choked were consistent with the markings on his neck, the report states.

The neck injury "appeared to be caused from extreme force and pressure based on the red markings," the report states. Both were arrested for suspicion felony domestic battery with strangulation. Bail: $15,000 each.

In other arrests:
— Two were arrested Sunday for felony suspicion of drug trafficking and other charges, a Carson City sheriff's deputy said. Jacorey Lamont Mays, 39, and Autumn Rulapaugh, 19, were arrested at 2:03 a.m. in the area of East Musser and North Plaza streets.

Mays faces a felony charges of drug trafficking, and a fugitive from justice warrant out of California, and misdemeanor possession of drug paraphernalia and obstructing and delaying a peace officer.

Rulapaugh faces a charge of felony suspicion of drug trafficking, misdemeanor possession of drug paraphernalia and driving without a valid license.

According to the arrest report a deputy made a traffic stop on a silver GMC SUV that didn't have license plates. The deputy made contact with the driver who identified herself. She said she did not have a license and would take a ticket. She stated the vehicle belonged to a friend. A front passenger in the vehicle was later identified as Mays.

Once outside the vehicle, the officer asked the woman who the male passenger was. She identified him as "Dallas." A deputy interviewing the passenger, Mays, provided a different name, the arrest report states. The man was detained.

Deputies began the citation process and a vehicle inventory prior to being towed. Inside the vehicle, a deputy located items of drug paraphernalia, and 5.9 grams of suspected methamphetamine.

Deputies continued to attempt to get the identity of the male passenger but he refused to comply. It was later learned he had a felony warrant issued for his arrest from the California Department of Parole. Both were taken into custody. Total bail amount listed for Rulapaugh, $21,329. Total bail amount listed for Mays: No bail hold for the fugitive from justice warrant. Local bail for the other charges: $21,549.

— A 48-year-old Wellington man, Jason Dennis MeGee, was arrested Monday, 8:50 p.m. in the area of Spooner Junction for alleged possession of a controlled substance. According to the arrest report, deputies were called to the area after a man reported his license plate had been stolen near the runaway truck ramp.

As the man showed deputies where the plates had been removed a small plastic ziplock baggie fell from his front right pocket and onto the ground. The officer recovered the baggie and observed it to be a methamphetamine. The man denied any knowledge of the bag. He admitted later the baggie and meth was his and stated it wasn't a big deal. Bail: $2,500.

— A 37-year-old woman was arrested Sunday, 3:39 a.m. in the 2200 block of Poole Way for two counts misdemeanor suspicion of domestic battery. According to the arrest report, the woman allegedly punched her husband and son. She provided a preliminary breath test of .205. Bail: $6,274.

— A 25-year-old Carson City man, Dalton Charles Downen, was arrested Sunday, 5:14 p.m. in the area of Proctor and Nevada streets for suspicion of possession of a controlled substance, four counts possession of a dangerous drug without a prescription and four misdemeanors. A second man, Cory Robert Campau, 24, was also arrested for suspicion of felony possession of a controlled substance, and two counts possession of drug paraphernalia.

According to the arrest report, a deputy made a traffic stop on a vehicle in which registration showed the owner as having warrant for his arrest.

Deputies made contact with the driver, Downen, who said he didn't have a license on him nor did he have a valid license as it had been revoked recently. The passenger handed the deputy an identification card. The driver was asked if the vehicle could be searched. The man said no. Dispatch alerted the driver had a suspended license and that he is currently on Alternative Sentencing for two different cases, the arrest report states.

The men were asked to step out of the vehicle. During the investigation, officers located a bag of pills and loose pills, all without prescriptions, a small plastic baggie with meth behind the driver's seat and center console, an additional baggie with a pill bottle and pills without prescription, a clear vial with methamphetamine residue, a meth pipe with methamphetamine residue under the passenger seat, and prescription bottles.

Total amount of pills located: 1 Tramadol, 12 Promethazine, 26 Amitriptyline Hydrochloride, 3 Sertraline Hydrochloride, and 29 Sertraline Hydrocloride. All the pills are prescribed by a doctor and need a prescription. Bail for Downen: $8,137. Bail for Campau, $4,774.

— An 18-year old Carson City man was arrested Saturday, 7:13 p.m. in the 2500 block of Poole Way for misdemeanor suspicion of domestic battery. According to the arrest report, the man allegedly punched his sister during a physical altercation. Carson City Fire Department arrived and treated the female who had blood on her shirt, cuts, and was bleeding from her eye. Bail: $3,137.

— A 35-year-old Carson City man, Richard Ruiz III, an inmate at Carson City Jail, was booked Saturday, 10:45 p.m. for possession of heroin, which was discovered in his inmate property storage bag, according to the arrest report. Bail: $2,500.

— A 48-year-old Carson City woman, Karyn Tomlinson, was arrested early Monday in the area of North Curry and Park streets for suspicion, possession of a controlled substance.

She faces five misdemeanor charges: possession for drug paraphernalia, driving with a suspended registration, driving without a valid license, driving without vehicle insurance end da failure to appear traffic warrant issued March 11, 2019 out of Carson City Justice Court.

According to the arrest report, a deputy made a traffic stop on a vehicle with a license plate that showed it was suspended.

Deputies made contact with the woman and learned she had a confirmed warrant for her arrest. While conducting inventory of the vehicle prior to being towed deputies located a glass meth pipe In the woman's purse and two small baggies containing methamphetamine. Total bail amount listed: $5,405.

Around 2:15 p.m. a fire was reported at 34 Newman Lane in Mound House.

Firefighters from Carson City and Lyon County are enroute to the scene.

UPDATE 1:20 p.m.: According to Sheriff Ken Furlong, a student reported they saw a weapon. The incident was investigated and there was no weapon found. The lockdown has now been lifted and students are leaving the school.

UPDATE 1:15 p.m.: Update 05-03-24 at 1:15 p.m.
One student has reported an alleged weapon sighting. It has not been corroborated, but school officials and the sheriff’s office are investigating out an abundance of caution.

UPDATE 12:50 p.m.: The following update was provided by the district:

Carson High School was put on lockdown this afternoon around 12:15 p.m. No person was injured. There is an active situation being investigated in cooperation with the Carson City Sheriff’s Office. We will provide more information as it becomes known. The school is secure. Do not go to the school. No entrances will be permitted at time. The district will provide updates every 30 minutes. Expect the next update at 1:15 p.m.

Carson High School is currently on a lockdown as of 12:40 p.m. Friday, but there has been no incident reported according to Sheriff Ken Furlong.
