Man arrested after shots fired at landfill; group thought they were at shooting range

A 49-year-old Reno man was arrested Thursday afternoon on the charges of obstructing an officer after deputies responded to a report of shots being fired at the Carson City Landfill.

At around 3 p.m. on Thursday deputies arrived at the entrance to the Carson City Landfill on a report of shots fired.

Prior to arrival, dispatch informed them a witness stated three to four subjects in a white four-door sedan were shooting towards the landfill's location.

Upon arrival, the reporting party flagged the deputies down and pointed to a white car that was pulling out of a side street from the landfill and said it was the vehicle in question.

Deputies conducted a traffic stop, and the vehicle stopped immediately. According to the report, given the circumstances, deputies ordered all subjects out of the car one at a time and they were all placed in handcuffs and in patrol units while the investigation was conducted.

The witness stated as they were entering the landfill, they saw occupants in a white four-door sedan acting strange. The right rear passenger was video-taping around the entry of the landfill.

The witness proceeded up to the animal pit on the north side of the landfill and again observed the car along the north perimeter of the landfill traveling towards the NDOT pit.

The witness began to “dump his load of dead horses” when six or so shots were fired in his direction from the individual from outside of the car.

However, when the deputy asked the witness if he had seen a muzzle blast, any indication rounds were coming at him in his direction, or if he physically saw them pointing the gun at him, he stated no.

The four subjects in the car all had consistent statements. They said they had received bad directions to the Carson City Shooting Range and they thought the area where they were at was actually the range. All subjects were from Reno and were not familiar with the area.

They said they were not shooting in the direction of the dump, they were shooting into a hill where the road plateaus. The driver directed the deputies to the location of the gun, which was placed in the storage area of the driver side door in plain view. He said he was the owner of the gun.

One of the passengers stated he had been in the area for two months and he was staying with the other subjects in Reno. He said his ID was at his apartment, and his birthday was on July 1, but he wasn’t sure of the year of his birth. He said he was 41.

One of the other passengers told deputies the man was giving a false name, and when the man was confronted he admitted he was lying, apologized, and gave his real birthday.

However, his record was clear and he had no warrants or wants. The rest were released with a warning for firing a weapon within city limits, and the fourth man was taken into custody for obstructing an officer.

At the Carson City Detention Center, the man refused to give any other information other than his phone number, date of birth, and his name. He said it was the deputies’ job to find out who he is.

Bail: $412.

— A 57-year-old transient man was arrested at a local casino Thursday afternoon on the charges of obstructing/resisting, trespassing, and disorderly conduct.

Just after noon on Thursday deputies were dispatched to the area of the 700 block of N. Carson in reference to an intoxicated subject.

Upon arrival, the reporting party said an intoxicated male was stumbling towards the area of a downtown casino. The reporting party said they were worried he would be struck by a vehicle because he was so unsteady.

While checking the area, dispatch advised that the casino was calling reporting the same intoxicated subject who was inside.

When deputies arrived, the manager informed the deputies the man had been trespassed twice earlier in the day and has returned.

The man was unsteady on his feet and had slurred speech, according to the police report. He had a strong odor of alcohol and red watery eyes. He also had dried blood on his head and a small injury above his left eye.

They asked the man to walk outside so they could speak with him, and while he walked he was unsteady on his feet and tripped while walking. One deputy was holding onto him so he did not fall.

Once outside, the man said he had no place to stay and he was transient. He provided a preliminary breath test which resulted in a .263 percent. He then started yelling and using profanities, the report stated.

People were who were walking in and out of the casino were staring at the man, and many made comments to deputies about his behavior.

While speaking with the manager, the reporting deputy said he saw the man stand up and fall face first into the wall when he stood up. The deputy told him to sit down again. He then sat down, and immediately stood up again.

A deputy reached out to make sure he did not fall over, and the man ripped his arms away from the deputy and reached his arms up as if to hit him. This happened again, at which point both deputies attempted to sit him down, but he struggled and attempted to pull his arms to his body.

He was placed in handcuffs, and transported on charges of disorderly conduct, trespassing, and obstructing.

The jail needed a medical clearance before they could admit him, so he was taken to the hospital who advised deputies he had a blood alcohol level of .34 percent.

Once medically cleared, he was transported back to the jail without incident.

Bail: $1,121.

— A 43-year-old Dayton man was arrested in the area of N. Carson and E. Adam Streets early Friday morning on the charges of driving with a revoked/suspended license, DUI 2nd offense, open container, and a felony parole and probation hold.

Raymond Michael Leyva was arrested after Carson City dispatch received a call from Lyon County dispatch for a report of a possible intoxicated driver.

Lyon County dispatch advised Leyva was involved in a verbal domestic disturbance in Lyon County, and that he had left the location in Lyon County in a vehicle prior to deputies’ arrival.

It was reported Leyva was possibly under the influence of alcohol and/or drugs and in route towards Carson City.

Carson City deputies located the vehicle at the intersection of N. Carson Street and Robinson Street.

Deputies conducted a registration check on the vehicle and found it to be suspended and registered to Leyva, and a traffic stop was conducted.

According to the police report, Leyva was the only occupant in the vehicle, and he had a moderate odor of alcohol coming form his breath as he spoke.

The deputy then saw an opened 24 ounce Steel Reserve beer in plain view in the cup holder of the vehicle. The deputy asked if he had been drinking, and Leyva said he had.

He agreed to perform a field sobriety test, and showed multiple signs of impairment. He agreed to provide a preliminary breath test which resulted in a .114 percent blood alcohol content.

Dispatch then reported to deputies that Leyva was on Parole and Probation with a no alcohol clause. He also had a previous conviction for driving under the influence in 2013.

He was transported to the jail without incident.

— An 18-year-old Reno man was arrested in the area of Monument Peak on Lahontan Drive Thursday morning on the charges of driving without a valid driver’s license, failing to relied to a pedestrian in a cross walk, and failure to yield to a school bus.

Deputies were dispatched to Monument Peak regarding the report of a driver who had failed to yield to a school bus with the flashing red lights on and stop sign displayed, and failure to yield to a pedestrian in a cross walk.

Upon arrival, deputies spoke to a witness who said their nine-year-old daughter had been crossing the road. The witness stated a black sedan came from the east traveling west and that the male driver drove to the right and passed the bus, and failed to yield to her daughter that was in the cross walk.

The witness stated they observed the driver turn onto Lahontan and that after the witness had ensured their child was safely on the bus, they went to the area where the vehicle had gone, and located the driver near a house that was under construction.

The witness stated they had spoken with the driver, who said he had seen the school bus.

Deputies located the man at the house that was under construction, who identified himself with a Nevada identification card. He did not have a driver’s license. He told the deputies that he had seen the school bus lights and seemed confused about what he was supposed to do when driving with a school bus that had its lights flashing, according to the report.

The deputy did not understand whether or not the man had seen the child crossing the street. He said that he was the only person in the vehicle, and that the car belonged to his father, who was at work in Reno.

He was arrested on the charges and transported to the jail without incident.

Bail: $657.

— A 49-year-old Carson City woman was arrested in the area of Silver Sage and Pooch Streets early Friday morning on the charges of driving with suspended registration, driving without insurance, driving without a valid driver’s license, and a failure to appear warrant for similar charges.

Just before 4 a.m., deputies were traveling on Silver Sage at Pioche Street and saw a vehicle driving Southbound up ahead. The registration returned suspended by the DMV and a traffic stop was conducted.

The woman in the vehicle told deputies she didn’t have a driver’s license, and the vehicle didn’t have insurance. She said the vehicle belongs to her mother, and she’s “had this problem before,” according to the report.

She said she had been cited in the past for driving without insurance and suspended registration, but she had to drive to get her son to work.

Dispatch advised she had a warrant from Nevada Highway Patrol for failing to appear on a previous ticket. According to the report, because she’d already failed to appear for a court summons on similar charges, deputies took her into custody for the traffic violations and the confirmed warrant.

The woman called the registered owner who allowed for a roommate to drive the vehicle home instead of it being towed, as the house was nearby, and he also took custody of the woman’s dog who was also in the vehicle.

Bail: $1,881.

UPDATE THURSDAY: The Washoe County Regional Medical Examiner’s Office has identified the two people who died Wednesday morning following the two vehicle crash on I-580 in Carson City. They are Alejandra Hernandez Valtierra, 36, and Viola Santoyo Huizar, 48, both of Carson City.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.
