Carson City Supervisors approve MPLUD amendment for Vintage at Kings Canyon
The Carson City Board of Supervisors voted 3-1 Thursday night to approve amending the city's Master Plan Land Use Designation (MPLUD) affecting the Vintage at King's Canyon Tentative Planned Unit Development (TPUD), but with conditions.
Supervisors decided that the proposal's language designating the development as an over-55 community needed to be struck, as well as requirements of only two persons per household.
The Board stated that these conditions can be included in the private community's own codes, covenants and restrictions (CC&Rs) rather than as part of the city's MPLUD amendment.
The Vintage at Kings Canyon agenda item was opened at 2 p.m. Thursday afternoon and was finally brought to a vote shortly before 8 p.m., the issue lasting six hours before the Board voted and adjourned its bi-monthly meeting.
Supervisor Jim Shirk was the dissenting vote on approving the MPLUD amendment application. Mayor Bob Crowell and Supervisors Lori Bagwell and Karen Abowd voted in favor of affirming the Carson City Planning Commission's approval of the MPLUD amendment.
Supervisor Brad Bonkowski abstained from voting on the Vintage agenda item due to a potential conflict of interest.
At issue Thursday were the proposed changes to the city's current MPLUD for the area, and specifically its conflict with 5.6 acres of the 78-acre over-55 development that would feature congregate care and assisted living facilities within the planned community.
Because these two projects--which would also include space for on-site ancillary services--are considered commercial, a change in the area's zoning would be required.
The Carson City Planning Commission approved the proposal, submitted by land developer Lumos and Associates, on Sept. 30 and recommended the issue move to the Board of Supervisors for a vote.
Presentations from the Planning Commission and project developers were met with questions from the supervisors, who sought specifics about the scope of the proposed community.
Public comment--predominantly opposed to the project--addressed a series of concerns ranging from the long-term sustainability and viability of the development to traffic congestion, environmental impacts, and greater impacts on the Carson City community.
Many resident comments, representing both sides of the issue, were impassioned and city supervisors were responsive to the concerns of public testimony.
Thursday's vote means the MPLUD may be amended to accommodate specifics of the Vintage proposal that currently do not comply with city land use policy for the ranch property located between Ormsby Boulevard and Mountain Street.
It also means that a major hurdle in the way of the project has been cleared, and the developer may proceed with plans once the MPLUD has been amended.
The property in question, pasture land owned by Andersen Family Ranch, abuts neighborhoods north and south between West Washington Drive and West Long Street, as well as houses along Ormsby Boulevard near Kings Canyon Road.
The Carson City Board of Supervisors meets twice a month, on the first and third Thursday, at 8:30 a.m. in the Sierra Room inside the Carson City Community Center, 850 E. William Street.
The public is invited to attend each Board meeting, where input is encouraged.
