Several arrested at Carson City home allegedly used for meth sales

Four adults and one juvenile were arrested this weekend on felony drug charges following an investigation through the Carson City Sheriff’s Office Special Enforcement Team that led to a home on Bryan Circle where methamphetamine and other narcotics were allegedly sold, a Carson City sheriff’s deputy said.

Arrested were Ezekial O’Kelly, 21, Christian Kai Minter, 19, Megan Kassandra Cleveland, 36, and James Stogner.

According to the arrest report, officers stopped a vehicle for speeding Saturday, Oct. 18, at around 8 p.m. near Long and Rand streets. The driver, who was on Alternative Sentencing, was asked if they had anything illegal in the vehicle. The driver said they did and allowed for a search of the vehicle. In the rear trunk officers located a black box with several packaging baggies, a grinder with a trace amount of marijuana, a pipe with marijuana, and a hypodermic needle with heroin residue.

After speaking with officers he told them he acquires his narcotics from Ezekial O’Kelly and Christian Minter at a Bryan Circle home. The person then agreed to become an informant, the arrest report states. At around 10 p.m. an arrangement was made between the informant and O’Kelly who said he would meet him at 11:30 p.m. in a parking lot across from Bryan Circle. O’Kelly instead used a juvenile to make the drug handoff of 1.4 grams of meth in exchange of $100 the informant was given for the transaction, according to the arrest report.

The juvenile was arrested and taken to juvenile hall and booked on felony drug charges. Around 11 p.m. officers attempted to make contact with the occupants of the Bryan Circle home.

Officers could hear whispering and toilets flushing from the inside. A few minutes later O’Kelly, Stogner, Minter and Cleveland opened the door and were detained. When attempting to get O’Kelly and Stogner’s information, they gave officers fake names and dates of birth. Their real identities were discovered and dispatch advised O’Kelly had a no bail warrant from Drug Court and Parole and Probation.

At 12:06 a.m. Oct. 19, officers obtained a telephonic search warrant of the residence. In the bedroom and property belonging to O’Kelly, Minter and the female juvenile, officers located 2.2 grams of meth, 7.7 grams of marijuana, 34 unknown prescription pills, multiple bongs, meth pipes with residue, digital scales and plastic baggies. Inside a bathroom officers located a clear bag with white reside and a meth pipe in the toilet. All were arrested on drug charges.

O’Kelly, 21, was arrested on charges of possession of a controlled substance with intent to sell, arranging to sell a controlled substance, furnishing drugs to a minor, possession of drugs without a prescription and maintaining a drug house. Because he had two outstanding felony warrants, he was held without bail.

Stogner faces two felony charges: conspiracy to violate the Controlled Substance Act and maintaining a drug house; gross misdemeanor destruction of evidence, and misdemeanor possession of drug paraphernalia. Bail: $20,500.

Minter, 19, of Carson City faces four felony charges: felony conspiracy to violate the Controlled Substances Act, possession of methamphetamine with intent to sell, maintaining a drug house and possession of dangerous drugs and misdemeanor possession of marijuana. A bail amount was not provided.

Cleveland, who owns the home, faces a felony charge of maintaining a drug house. Bail: $20,000.

In other arrests:
— A 26-year-old transient, Joseph Gregory Scurti, was arrested Monday, 8:12 p.m. in the 4000 block of South Carson Street on suspicion on possession of a controlled substance, a felony, a felony warrant for possession of controlled substance, possession of drug paraphernalia, a misdemeanor and a misdemeanor warrant, contempt of court.

According to the arrest report, officers responded to a fast food restaurant for a warrant service. Officers were advised Scurti would be at the location. Officers observed the man ordering food at the front counter.

Dispatch confirmed he had two active warrants, one issued by Carson City District Court and the other by Reno Township Court. He was taken into custody.
The man had driven to the restaurant on a scooter that had a blue bag strapped to the back. He had a backpack on him as well. Inside officers found a black scale with methamphetamine residue on it. Bail: $19,726.

— A 64-year-old Carson City woman was arrested Monday 12:32 p.m. on suspicion of DUI, driving on a suspended license and violation of bail conditions, a Carson City sheriff’s deputy said.

According to the arrest report the woman arrived at the front counter of the Carson City Sheriff’s Office at 911 Musser Street. The woman was reportedly stumbling, had a hard time standing and had an odor of alcohol coming from her.

A deputy asked the woman how she had gotten to the sheriff’s office. She said she drove her car and showed it to the officer. A records check of the woman showed she didn’t have any active warrants but had a revoked license that was DUI-related, the arrest report states.
The woman was asked to participate in field sobriety tests and she agreed. The only test she was able to perform was the Horizontal Gaze test, which showed signs of impairment. Due to medical reasons and her safety, she did not perform the walk and turn or one leg stand, the arrest report states.

The woman submitted to a preliminary breath test with a result above .08, breath alcohol content. She was taken to jail and chose to complete a blood test. She faces the following charges: DUI (first) driving on a revoked license, and violation of bail conditions. Bail: $5,274.

— A 37-year-old Gardnerville woman was booked Monday, 3:45 p.m. into Carson City Jail on a misdemeanor contempt of court warrant. Bail: $500.

— A 49-year-old Carson City man was arrested Monday, 4:48 p.m. in the 3100 block of Florentine Drive on suspicion of violating conditions of a restraining order. Bail: $1,137.

— A 30-year-old Carson City man was arrest Monday, 6:03 p.m. in the area of Hunter and Gregg streets on a misdemeanor warrant, violation of pre-trial conditions, issued Oct. 7, 2014 out of Carson City Justice Court, and possession of drug paraphernalia, a misdemeanor. Bail: $4,137.

— A 22-year-old Carson City man was arrested Monday, 11:04 p.m. in the 3300 block of Market Street on suspicion of misdemeanor possession of drug paraphernalia. Bail: $1,137.

— A 21-year-old Carson City man was arrested Tuesday, 5:20 a.m. in the 1600 block of Wendy Lane on a misdemeanor warrant. Bail: $1,000.

Those arrested and facing criminal charges are innocent unless proven guilty in a court of law.
