Carson City man accused of terroristic threats, spits and coughs at officers, tells them he has coronavirus
A man was arrested late Wednesday for suspicion of making terrorist threats, among other alleged offenses, a Carson City sheriff's arrest report states.
Taken into custody was Jeremy Placencia, age not provided. He also faces misdemeanor charges of assault, resisting arrest and domestic battery.
According to the arrest report deputies were dispatched to a residence for a welfare check. Dispatch advised the man was drinking, being violent and the reporting party was pleading with the man to stop tying a cord around his neck.
Upon arrival a deputy went to the front door and could see a female on the phone crying and running around the residence. The female saw the officer approaching the front door. The female opened the door and stated "he slit his throat," according to the arrest report.
It was learned the man had been pressing a knife but had not caused serious injury. The suspect refused medical treatment.
The officer informed dispatch to call fire department medics. The deputy walked over to Placencia who was on the ground. The man stated "who the f*** is here?" He proceeded to stand up and began yelling obscenities. A deputy grabbed a hold of the man and attempted to detain him.
As deputies were trying to place the man's hands behind his back, the man balled his hands into fists and pulled both of his arms away from the deputy. The officer told the man multiple times to relax in an attempt to detain him. The man continued to try and pull his arms away from deputies, the report states.
In an attempt to gain control over the man, the officer told him to go to the ground. The man responded: "do you want coronavirus?" As the officer attempted to take the man to the ground the man said "I'll f*****g cough on you," the arrest report states. To avoid the man from coughing on the officers, a deputy used his right foot to sweep his feet from under him, which caused him to land on his stomach.
As the man was on his stomach he calmed down briefly and was able to be placed in handcuffs. The Fire Department arrived on scene to assess the suspect. Placencia refused needing medical treatment, the report states.
Deputies spoke with the female victim who stated the suspect returned to the home, was highly intoxicated and became angry and began throwing things in the home, the report states. It was learned he spit in the female's face as well as smacked the back of her head. The man then reportedly took a power cord that he wrapped around his neck and told her he was going to kill himself, the report states.
The victim and the children inside the home went to seek shelter in another room. It was learned the man then began to punch holes through the bedroom door where the kids were at. The suspect continued through the house, ripping items off the walls and throwing dishes, the arrest report states.
The man then entered the bedroom where the victim and children were in. The victim stated the man placed a knife to his throat and was pressing it agains his throat. The woman thought the man had cut his throat when she called the sheriff's office, the report states. The victim showed no signs of injury and denied medical attention.
Deputies escorted the man to the patrol vehicle and placed him in the rear passenger seat. The man had a small abrasion on his right knee that the deputies were going to take a picture.
A deputy asked the man to turn toward him so he could take a photo. The suspect repeatedly said "f*** you," the arrest report states.
The deputy attempted to place a seat belt on the man, where the man then inhaled hard to force nasal mucus to collect on the back of his throat, which then he spat toward the deputy as well as coughed multiple times toward deputies. He stated, "I hope you get corona," the arrest report states.
The man was taken to jail. During transport he stated multiple times he was going to cough on all the sheriff's office employees and that he hoped he had the coronavirus, the report states. Bail amount listed: $24,911.
In other arrests:
— A 29-year-old woman, Heather Cemper, was arrested Wednesday for suspicion of possession fo a controlled substance and possession of drug paraphernalia. Bail: $3,637.
— A 22-year-old Carson City man, Noah Ryan Poole, was booked into jail on a failure to appear warrant. No bail hold in lieu of a hearing.
— A 47-year-old Wellington woman was booked into jail on March 30 for a misdemeanor violation of suspended sentence warrant. Bail: $3,000 cash.
