Carson City Supervisors to vote on Vintage at Kings Canyon Thursday
The Carson City Board of Supervisors (BOS) will meet Thursday, Dec. 1, in the Sierra Room of the Carson City Community Center, located at 851 E. William Street, beginning at 8:30 a.m. to consider a number of materials on its agenda for the first of the month, including a vote on the zoning changes to the proposed Vintage at Kings Canyon over 55 development.
Nicki Aaker will open the board meeting with a special presentation proclaiming Dec. 1 as World AIDS Day. The presentation is entitled "Look to the past to remember, and to the future for hope."
Up for consideration by the board Thursday will be the approval of a Capital Improvement Project expenditure adding four more patrol vehicles to the Carson City Sheriff’s Office (CCSO) fleet.
The vehicles would be purchased from Michael Hohl Motor Company as well as from TSA Custom Car and Truck through the State of Nevada’s competitive bid list, the BOS agenda states.
Total expenditure, funded through the city’s Vehicle Replacement Program, is proposed to not exceed the budgeted amount of $189,164.91 for fiscal year 2016-17, the agenda shows.
CCSO is requesting three sport utility vehicles and one sedan, all equipped with the police package, which includes spotlights, horn and siren system, as well as head and tail lamp flashers.
Also up for possible action at Thursday’s meeting is the adoption of a resolution to declare a moratorium on the acceptance and processing of a limited number of applications for the construction or operation of marijuana establishments, per the Tax of Marijuana Act passed Nov. 8 by Nevada voters.
According to the upcoming agenda, the BOS “will not have a complete picture to facilitate a decision regarding zoning or business license regulations for marijuana establishments beyond what is currently in place for medical marijuana establishments” until the final preparation of regulations by the Nevada Department of Taxation (NDT) is made.
The state of Nevada has until Dec. 31, 2017 to make those final regulations, per the Tax of Marijuana Act, the agenda report states.
A moratorium, according to the proposal before the BOS Thursday, would allow city staff and the BOS time to evaluate the implications of the regulations adopted by the NDT and consider other impacts related to the regulation of marijuana establishments.
The proposed moratorium would not apply to medical marijuana establishments possessing valid provisional certificates that wish to operate under the current medical marijuana establishment regulations in Carson City as of the date the moratorium is enacted.
Another item on the BOS agenda Thursday is a vote on the approval of gaming license transfer of the Horseshoe Club from Nevada Treasure Chest to Silver Bullet of Nevada, LLC, which owns Bodine’s Casino.
Finally, the BOS is scheduled to vote on a master plan amendment from Lumos and Associates (property owner Andersen Family Associates) to allow a change in the Master Plan Land Use Designation of a 5.6 acre area of the proposed Vintage at Kings Canyon.
The amendment would permit a change in zoning designation from medium density residential (MDR) to mixed use residential (MUR) on a portion of the property located on land between North Ormsby Boulevard, 1800 Kings Canyon, and 1450 Mountain Street.
The proposed zoning changes were approved by the Carson City Planning Commission at its Sept. 30 meeting.
Objective of the applicant, according to the BOS agenda, is to rezone the area in order to build a 96-unit congregate care facility as part of an over-55 planned unit development (PUD).
In addition, Lumos and Associates seeks board approval for a Tentative Planned Unit Development (TPUD) on 78.2 acres for the proposed Vintage at Kings Canyon development, which seeks to develop 212 single family residential lots ranging in size from 1,690 square feet to 17,000 square feet.
This development would include a community club house and pool facilities, a park and a trail system.
The developer also seeks approval of a zoning map amendment to rezone 5.6 acres of land from single family 6,000 (SF6) and single family 12,000 (SF12) to neighborhood business (NB) zoning.
Public comment is invited at each BOS meeting, which occurs on the first and third Thursday of every month.
