Carson City arrests: Woman jailed for child neglect now faces felony child abuse charges
A 36-year-old Carson City woman arrested Wednesday on suspicion of two counts child neglect is now facing felony child abuse charges after investigators learned her four-month-old infant had allegedly been dropped to the ground on two occasions, a Carson City sheriff’s deputy said.
Rebecca E. Jessmer was presented with additional charges on Thursday after Carson City sheriff’s investigators learned the woman had dropped her 4-month-old infant son on Wednesday and two weeks ago. She admitted to a Carson City detective after she was read her Miranda rights that she dropped the child on Wednesday. A Carson City sheriff’s deputy learned from a family member that a text message was sent Oct. 14 that indicated she dropped the baby. It is believed the woman was intoxicated both times, according to the arrest report.
On Wednesday, Carson City deputies were called to a motel in the 1700 block of North Carson Street where the woman was living with her two children for a dispute between tenants. As deputies interviewed her, they observed her intoxicated, and in an unsafe manner, holding the infant. A deputy observed a bump on the infant’s head and asked her about it. The suspect said she didn’t recall what happened.
She was arrested Wednesday on gross misdemeanor charges of child neglect, battery on a police officer and resisting arrest. The baby was found to have additional bruising after further investigation and was taken to the hospital to be checked out. The baby boy was healing from bruises on the right side of his back, (rib cage) and a red mark on his right buttocks. Jessmer faces the new felony charges of child abuse on top of the four charges from Wednesday. She's being held with a $87,912 bail amount. According to a Carson City deputy, the woman had spent time in prison before for three DUI convictions.
In other arrests:
— A 29-year-old Carson City man was arrested Friday, 12:01 a.m. in the 2500 block of North Carson Street on suspicion of grand larceny of an automobile, a Carson City sheriff’s deputy said.
Arrested was Joshua Beck Harrison. According to the arrest report, deputes made contact with the suspect after he was observed knocking on windows of a nearby business. A deputy was advised that Harrison was a suspect in a grand larceny of a motor vehicle that had been reported on Oct. 26.
The owner of the vehicle had reported Harrison took the vehicle without permission when. The owner filed a a written statement wanting to pursue charges against Harrison for taking her vehicle without permission. The vehicle was entered into NCIC as stolen, the arrest report states.
Harrison told deputies he returned the vehicle the following day. Records showed a deputy had taken a report of the vehicle being returned the following day and the vehicle was entered into NCIC. Harrison was taken into custody on the felony charge. Bail: $25,000.
— A 66-year-old transient was arrested Thursday, 11:10 p.m. at Carson and Long streets on suspicion of being an intoxicated pedestrian, and disorderly conduct. Bail: $314.
— A 27-year-old Carson City man was arrested Thursday, 9:24 p.m. on a misdemeanor warrant for contempt of court issued Sept. 6, 2016 out of Carson City Justice Court. Bail: $1,000.
— A 36-year-old Sparks man was arrested Thursday, 6:04 p.m. in the 3800 block of South Carson Street for misdemeanor suspicion of petit larceny. The man allegedly attempted to steal a $60 vest from Kohls and left without paying. According to the arrest report, the man gave the investigating deputy a fake name and denied stealing the vest, which was found in his van. He also told the arresting deputy he was an informant in Reno and thought that showing others the vest was “cool” since he was an informant. Bail: $352.
— A 29-year-old Carson City man was arrested Thursday, 3:31 p.m. in the 3800 block of Highway 50 East for a misdemeanor failure to appear warrant issued out of Dayton Township. Bail: $1,255.
— A 26-year-old Carson City man was arrested Thursday, 1:58 p.m. in the 3400 block of North Roop Street for three misdemeanor warrants for violation of pre-trial supervision. Bail: $9,000.
— A 33-year-old Carson City man was arrested Thursday, 10:52 a.m. in the 4000 block of Village Drive on misdemeanor warrant for violation of a suspended sentence and failure to appear in court. Bail: $3,250.
— A 41-year-old Carson City woman was arrested Thursday, 11:35 p.m. for a misdemeanor warrant, violation of a suspended sentence. Bail: $3,000.
— A 34-year-old Fallon woman turned herself into Carson City jail Thursday for a gross misdemeanor warrant alleging child neglect or endangerment. The warrant was issued Oct. 5, 2016 out of Carson City Justice Court.
