Man jailed on suspicion of felony hit and run after bicycle crash involving Carson High student

A 69-year-old Carson City man was arrested Thursday on suspicion of felony hit and run causing injury after a collision with a Carson High student on a bicycle in the 1100 block of Saliman Road, a Carson City sheriff’s deputy said.

Arrested was Kulwant Singh Mand with a bail amount of $40,000. According to the arrest report, officers were notified of a hit and run that happened at the high school at 7:42 a.m., and a juvenile who was declining paramedics but was going to the nurses’s office because she was having trouble walking, her leg hurt and she was having back pain.

Several witnesses advised school staff they saw the accident and a black Mercedes drive away without stopping.

The juvenile explained to officers that she was crossing the street after being waved across on her bicycle when the black Mercedes hit the gas to turn and hit her instead, pinning her leg in between the car and her bicycle, the arrest report states.

The girl stated she fell over but got up and attempted to drag her bike out of the crosswalk to the side of the curb. The girl stated she stood there for a moment then fell to the ground because the pain was too much. She stated she got the license plate of the suspect vehicle.

Several witnesses wrote statements explaining they witnessed the suspect car hit the juvenile and and then drove off onto Highway 50, the arrest report states.

A deputy made contact with a family member connected with the vehicle and advised the driver, Kulwant Mand, return to Carson High School.

Mr. Mand told officers it was the juvenile that hit his car as he stopped at the stop sign. After the crash Mr. Mand stated: “I saw her get up so I knew she was fine,” the arrest report states. Mand said his car was fine and he saw her stand up again and put her arms up so he kept going, the arrest report states.

The juvenile was having trouble walking and family transported her to Carson Tahoe Regional Medical Center for X-Rays and evaluation.

In the report, the arresting officer notes Mand had a duty to stop at the scene of the accident that may have caused injury. The juvenile could not cross the crosswalk normally and fell to the ground and could not stand long.
Mr. Mand did not return to the scene and had to be found. He admitted several times to deputies that he thought the girl was fine and took his other grandchild to school and then went home, the arrest report states.

He was arrested for hit and run causing injury and taken to jail.

In other arrests:
— A 22-year-old Carson City man, Omar Sanchez, was arrested Thursday, 10:20 p.m. in the area of Spooner and Northridge on a felony warrant, unlawful possession of drugs, issued May 8, 2012 by Elko Township Court. He was also arrested on a Carson City warrant, violation of a suspended sentence, issued June 5, 2013 out of Carson City Justice Court, and a charge of possession of drug paraphernalia, both misdemeanors.

According to the arrest report, officers made a traffic stop after running a license plate number through dispatch that came back with felony and misdemeanor warrants on the plate holder.

The man told officers he was aware of the misdemeanor warrant from Carson City but said the Elko warrant was not his and there had been mistakes made in court documents, with his name, the arrest report states.

The man consented to a K9 search of the vehicle exterior which came back positive. A search of the vehicle returned with a metal box with marijuana residue, a marijuana grinder, and a marijuana pipe. Bail: $12,157.

— A 27-year-old Carson City woman, Shanna Danielle White, was jailed Friday, 1:19 a.m. at William and Humboldt streets on suspicion of possession of a controlled substance, DUI and failure to maintain a lane of traffic.

According to the arrest report, a Carson City sheriff deputy patrolling the area near William and State streets observed the woman’s vehicle failing to maintain the lane of traffic. A traffic stop was initiated and the officer met with the driver, who had an odor of alcohol coming from her breath.

She submitted to four field sobriety tests and failed all four. She was taken into custody and provided two breath samples. She was searched before entering jail. Deputies located pills in her possession: 7 Alprazolam, a schedule IV controlled substance, and three half pills of Alprazolam. The woman told officers the pills were gifted to her and that she does not have a prescription, the arrest report states. Bail: $3,709.

— A 30-year-old Carson City man was arrested Thursday, 5:22 p.m. in the 3800 block of Highway 50 East on a misdemeanor charge of domestic battery first offense. Bail: $3,137.

Those arrested and facing criminal charges are innocent unless proven guilty in a court of law.

A large fire has been reported and spotted on the wildland fire cameras in Lyon County as of Friday afternoon.
