Man arrested for knife attack; woman arrested for attacking off-duty officer who wouldn't buy her Mexican food

— A 68-year-old Carson City man was arrested in the 1000 block of S. Carson Street for felony assault with a deadly weapon after attempting to stab a man at a local motel. Deputies were forced to hold him at gunpoint and tase him in order to take him into custody.

Deputies were dispatched to a local motel on report of a subject brandishing a weapon. Dispatch advised there was a man dressed in dark clothing, chasing another man with a knife.

Deputies entered the property and quickly observed a man dressed in dark clothing with a large knife in his right hand on the second story walk way, who was identified as Charles Morgan Ratcliff. He was walking to the south swinging the knife at a man. In his left hand, he had a cell phone.

The unidentified man was walking backwards from Ratcliff. The deputy drew their weapon and told Ratcliff to drop the knife. Ratcliff turned toward the deputy, and the deputy told the unidentified man to move away from Ratcliff.

Ratcliff refused to drop the knife, and the deputy held him at gunpoint while backup arrived.

According to the report, while still holding the knife, Ratcliff began saying a prayer out loud while deputies ordered him to drop the knife. Finally, after approximately ten times of telling him to drop it, Ratcliff dropped the knife and followed orders to move away from it.

Ratcliff was ordered to get on his knees, but he refused. He was yelling “Don’t shoot my wife,” and 
“said his name, date of birth and serial number over and over,” according to the report. He finally went to his knees but refused to lay on his stomach.

After fifteen minutes, deputies deployed a taser and were finally able to take him into custody. He was evaluated by the Carson City Fire Department Paramedics prior to being transported to the jail.

Bail: $20,000

— A 32-year-old Carson City woman was arrested in the parking lot of a local Mexican restaurant after allegedly drunkenly attacking a man and his classic truck in the parking lot after asking him to buy her food. The man turned out to be an off duty police officer and was able to detain her until deputies arrived.

She was arrested for disorderly conduct, resisting arrest, and a violation of a suspended sentence warrant.

At 8:15 p.m., deputies arrived and observed the woman on the ground in the parking lot being restrained by a citizen. A Carson City Sheriff’s Office sergeant was on scene, attempting to detain the woman in handcuffs but she screamed, kicked, and resisted violently. She “kicked wildly at anyone she could,” the report stated.

According to the deputy, they were able to get her into their patrol unit, and that the woman “reeked of alcohol and screamed ugly profanities at everyone in the area.”

They spoke with the citizen, who said the woman approached him in the parking lot and demanded he buy her food. When he declined, she began beating the hood of his classic struck, and screamed and cussed at him as he tried to calm her down so he could leave. He said she took at swing at him so he detained her on the ground. The citizen identified himself as an off duty police officer from the South Lake Tahoe Police Department.

A second witness confirmed the citizen’s story, and both filed written statements.

Dispatch also advised the woman had a confirmed warrant for violation of a suspended sentence.

Deputies attempted to calm the woman down, but she was “out of control and screamed vile profanities.” She provided a preliminary breath sample, which gave a result of .265 BAC.

At the jail, she had to be removed from the vehicle by multiple jail deputies and escorted inside.

Bail: $1,654; $1,000 cash only

— A 27-year-old Carson City woman was arrested for felony battery by a prisoner after allegedly spitting on a deputy.

Deputies were dispatched to the 2200 block of Columbia Way on a report of a neighbor dispute. The reporting party stated that the woman, identified as Jordan Lequerica, was on his property, appeared to be “high on meth” and was refusing to leave. While on the phone with dispatch, Lequerica was trying to forcer her way into the residence through the front door.

Deputies arrived and made contact with Lequerica who, the report states, was “clearly under the influence of methamphetamine.” She was unable to remain still, maintain a conversation, and was constantly twitching, according to the report.

The neighbors did not want her to be arrested, the report states, but while trying to place rubber gloves on Lequerica, she stood up and began to approach the deputy with a closed fist, preparing to punch them.

Deputies took Lequerica to the ground and placed her under arrest for assault on a peace officer. Because she was under the influence, she was transported to the hospital for medical clearance. While at the hospital, she turned her head towards the deputy and spit on their hand. She was placed into a spit hood for everyone’s safety.

She was then transported to the Carson City Jail and placed in a safety cell.

Bail: $20,000.

— A 22-year-old Carson City woman was arrested in the 2000 block of College Parkway for domestic battery after allegedly breaking into her ex-boyfriend’s house by breaking down the door and punching him in the head.

Deputies were dispatched to the location for a burglary in progress. On arrival, they spoke with the boyfriend who said his ex-girlfriend broke down the door when he would not let her in. She was sitting on the couch and appeared to be “grossly intoxicated,” according to the report.

Deputies noticed a large bump on the man’s head, and asked what had happened. He refused to say, and when they asked the woman, she would “answer a question with a question.”

Because no one would tell deputies what had happened, the woman was taken out of handcuffs and agreed to leave the area.

As deputies were walking her out, a hypodermic device fell from her purse onto the ground. When asked if she uses drugs, she said she uses meth, according to the report. She said she had used meth two days prior. Deputies searched her purse, but no drugs or contraband could be located.

At the bottom of the stairs, the woman sat down and refused to call someone to pick her up, and refused to walk to a friend’s house.

Deputies went back up to the residence and informed the man that she was not going to leave, and that they could not make her leave. They asked again how he got the bump on his head. He admitted she had punched him with her right fist.

Deputies looked at her hand and noticed a large ring with blood on it on her right hand.

She was taken into custody without incident. Bail: $3,137.

— A 54-year-old Sparks man was arrested in the area of College Parkway and Highway 50 Tuesday morning for felony possession of a controlled substance, possession of drug paraphernalia, driving with suspended registration and driving without a valid license.

Albert Martin Waldron was arrested after deputies were on patrol and conducted a records check on a vehicle which showed the plates had been suspended.

Deputies made contact with Waldron, who said he lived in Reno but worked in Carson. According to the report, he wouldn’t make eye contact with the deputy and was “reluctant to take his hands off the steering wheel.”

He could not produce his registration and insurance, and admitted to not having insurance and knowing the vehicle’s registration was suspended.

A K-9 deputy was dispatched and performed an exterior sniff of the vehicle, which resulted din a positive alert.

In the passenger side of the vehicle, a baggy containing a white crystal substance was found, which was suspected to be methamphetamine. They also located six tooter straws with white powder residue on them throughout the vehicle, and a second baggy with drug powder residue.

He was taken into custody without incident.

Bail: $4,486

— A 32-year-old Carson City man and a 32-year-old Carson City woman were arrested in the 2500 block of N. Carson Street Tuesday for DUI first, and parole and probation violation.

The pair were arrested after a traffic stop, in which the woman was driving and appeared to be under the influence of alcohol. The passenger, identified as Billy Hyatt, admitted to consuming alcohol despite being on supervision with the department of parole and probation. He voluntarily submitted to a breath test, which resulted in a .227 BAC.

Hyatt was taken into custody without incident.

Upon interacting with the woman, deputies noted she had a mild odor of alcohol coming from her person, her eyes were red and watery, and she slurred her words while speaking to deputies. She said she had taken one shot about an hour before.

She failed a field sobriety test, and took a preliminary breath test which resulted in a .127 BAC.

Bail for the woman: $1,137

No bail for Hyatt.

— A 35-year-old transient man was arrested in the area of Curry and Adeline Streets on the charge of being a drunken pedestrian.

Deputies responded to the area on reports of an intoxicated man standing in the middle of the road yelling at vehicles. On arrival, deputies saw a man standing in the middle of the road with his head down near the intersection of Curry and Adaline.

Deputies turned on their overhead lights, and the man started to run toward them. They ordered the man the stop, and to remove his right hand from his jacket pocket.

Deputies asked why he was in the middle of the road, and he said he wasn’t, he was just crossing the street.

He submitted to a preliminary breath test which resulted in a .270 BAC. He appeared heavily intoxicated, and said he was waiting for a bus to take him to Reno.

He was taken into custody without incident.

Bail: $73

Warrants:

— A Moundhouse man was arrested in the area of Highway 50 E and Deer Run Road Tuesday morning for a failure to appear on a traffic citation warrant out of Carson City Justice Court, making an unsafe lane change, driving with a suspended driver’s license, and failure to use a turn signal.

The warrant was issued on Jan. 8.

Bail: $1,031; $175 cash only

— A 33-year-old Carson City woman was arrested at a local motel on a warrant out of Sparks Municipal court for contempt of court, for failing to appear for a trial regarding a charge of defrauding a proprietor to obtain food, merchandise, credit, or other.

The warrant was issued March 7.

Bail: $100

— A 39-year-old Carson City woman was arrested for a failure to appear warrant on a traffic citation. The warrant was issued Dec. 6, 2018.

Bail: $215 cash only

— A 37-year-old Carson City man was arrested in the 3400 block of Woodside Drive on a warrant out of Carson City Justice Court for domestic battery.

The warrant was issued on April 20. Bail: $5,000.

The Douglas County Sheriff's Office is asking for the public's help in identifying a man and woman associated to a vehicle stolen out of Reno last month.

Green Our Planet will host the second annual Northern Nevada Giant Student Farmers Market on Wednesday, May 15 from 10 a.m. to 12 p.m. at Fuji Park on The Park Grass in Carson City. The Northern Nevada Giant Student Farmers Market will feature approximately 10 schools throughout the northern part of the Silver State.

Miller Counseling and Wellness Center began partnering with Douglas Center for Hope and Healing to offer grief support groups for adults in Carson City in 2024. There has been an amazing turnout, and the group appears to be filling a much-needed void in services to our community.
