Funding in upgrades at rifle and pistol range to be heard by Carson City supervisors

The Carson City Board of Supervisors will meet Thursday, Jan. 2 beginning at 8:30 a.m. in the Sierra Room of the Carson City Community Center located at 851 E. William Street. On the agenda is a discussion about funding allocations and a contract to upgrade the Rifle Range, plus board member commission appointments and more.

— A discussion and possible action will be held to prioritize the appropriation of excess, undesignated General Fund ending fund balance from fiscal year 2019 in the amount of $2,523,236.

At the Dec. 5 Board of Supervisors meeting, the Board requested that staff bring back an item for Board discussion and possible action on how to prioritize the $2.4 million in General Fund savings from 2019. The following are staff recommendations:

  • Rifle and Pistol Range Safety Improvements: $432,039
  • Subscriber Radio Replacement 2021 and 2022: $1,091,690
  • Capital Needs 2021: $999,507

— The Board will discuss a bid for improvements to the Rifle Range. According to the agenda, Four Point Engineering is the lowest responsive and responsible bidder to bid for the contract, which pertains to the Carson City Rifle and Pistol Range Improvement Project.

The project consists of re-grading the long range and shooting bays, installing target frame holders and completing site drainage improvements. An additive alternate is included for similar improvements to the short range.

The construction contract is for the base bid of $628,162 and bid alternate $107,6665 for a total bid of $735,827, plus a 10 percent contingency amount of $73,583. This is to be funded from multiple funding sources, including a Nevada Department of Wildlife grant, Quality of Life Fund, Capital Projects Fund, and General Fund.

The engineer’s estimate for construction was $933,960.

— A discussion and possible action regarding allowing tandem parking in single-family residential units is on the docket.

The Carson City Municipal Code (CCMC) currently does not allow tandem parking spaces to count towards required minimum number of parking spaces in single-family residential developments, and this ordinance seeks to change that.

According to the agenda, the CCMC prohibits driveways or other areas required to move cars in and out of parking spaces (tandem parking) from being counted towards the minimum number of required off-street spaces, except in mobile home parks, RV parks, and planned unit developments.

Currently, only one parking space is routed towards meeting the required number of parking spaces when tandem parking is used in single-family residential units.

Title 18 of the Development Standards also allows for tandem parking in the Downtown Mixed-Use zoning district for residential developments if at least one space is within an enclosed garage or parking structure. The proposed ordinance will allow tandem parking in single-family residential developments.

— A discussion and possible action will be held regarding the appointment of a member to the Carson City Board of Equalization to fill a term set to expire Jan. 5, 2023.

The Board of Equalization consists of 5 members. Supervisor Lori Bagwell’s previous recommended member has since moved out of Carson City. Therefore, Supervisor Bagwell is recommending the mayor nominate Margaret E. Green-Wilson for approval by the Board of Supervisors to serve the remainder of the term.

— Discussion and possible action regarding the appointment of two members to the Carson City Parks and Recreation Commission will be held, each to fill a term set to expire Jan. 1, 2024.

The Parks and Recreation Commission consists of no more than nine members appointed by the Board of Supervisors. There are currently two positions available, and a reappointment request was received from Lee-And Keever and a new application as received from Janice Caldwell.

— An election of the chair and vice chair of the Redevelopment Authority for one-year terms ending Dec. 31, 2020 will be held.

In addition, the appointment of members of the Board of Supervisors to various positions on boards, committees and commissioned as required or authorized by law with be discussed. These include:

  • The position of Mayor Pro Tempore on the Board of Supervisors
  • The Carson City Parks and Recreation Commission
  • The Carson City Regional Transportation Commission
  • The Carson City Audit Committee
  • The Nevada Association of Counties
  • The Western Nevada Legislative Coalition

UPDATE THURSDAY: The Washoe County Regional Medical Examiner’s Office has identified the two people who died Wednesday morning following the two vehicle crash on I-580 in Carson City. They are Alejandra Hernandez Valtierra, 36, and Viola Santoyo Huizar, 48, both of Carson City.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.

Dayton Elementary School in Lyon County was honored Wednesday along 13 other schools including Carson High in Carson City as a Nevada Purple Star School.

Schools receiving the designation have committed to supporting the educational and social-emotional needs of military-connected children and their families.
