Carson City man arrested for falsely reporting daughter kidnapped, causing felony traffic stop of strangers
A 39-year-old Carson City man was arrested in the area of Highway 50 and Brown Street after filing a false police report, accusing another person of kidnapping.
According to the report, deputies were dispatched to the scene of a vehicle that had been reported in connection with a possible kidnapping in the area of Highway 50 and Brown.
Deputies conducted a felony traffic stop and called out verbal commands to the occupants, including a juvenile female, who were taken and placed into handcuffs.
After a search of the juvenile’s person, it was determined that the vehicle was not involved in the alleged kidnapping. The vehicle was occupied by the driver, her 14-year-old daughter and her 4-year-old son. All occupants were then removed from handcuffs and the reason for the stop was explained.
The woman was also driving on an expired license, and her boyfriend and the father of her children arrived on scene and took possession of the vehicle.
Deputies then located the reporting party at a nearby casino, and the man asked if they had stopped the vehicle that kidnapped his daughter. Deputies informed him they were still attempting to locate the vehicle.
Deputies learned the man lives with his mother, and attempted to make contact with her at their home, but were unable to do so.
While enroute back to the casino, another deputy advised that the man had been arrested in 2018 for a similar report regarding the alleged kidnapping of his daughter on July 12, 2018. Dispatch had also been contacted earlier in the day by the man who reported a kidnapping taking place near Hells Bells Road, which was also found to be unfounded.
Deputies took the man into custody without incident for filing a false police report.

— A 58-year-old transient man was arrested in the area of E. 5th Street and S. Stewart Street for possession of heroin, possession of drug paraphernalia, and a violation of a suspended sentence warrant issued Feb. 12, 2020.
According to the report, Troy Strand Sr. was arrested after deputies were traveling westbound on E. 5th Street when they performed a random registration check on an SUV.
The license plate returned attached to an active warrant for Troy Strand Sr. out of the Carson City Justice Court. Deputies initiated a traffic stop.
Deputies asked the man if he was Troy Strand Sr., to which he said he was. Deputies informed him of the reason for his arrest, the warrant, and asked him to step out of the vehicle, to which he complied.
A Deputy K-9 was dispatched to the scene, who performed an exterior sniff of the vehicle and gave a positive alert for the presence of drug odor.
Deputies searched the vehicle and located a tooter straw with the presence of heroin.
He was taken into custody without incident.
