Board of Supervisor's meeting to discuss several new Carson City subdivision plans

The upcoming Board of Supervisor’s meeting will be held on Thursday, Sept. 19 beginning at 8:30 a.m. in the Sierra Room of the Carson City Community Center located at 851 E. William Street.

On the table for discussion are grant funding for the Sheriff’s Office, a new public guardian, and several new subdivision discussions.

— The Board will also discuss the abandonment of four parcels of land totaling 6.706 acres located within the Plateau Tentative Subdivision Map project area. The areas include the portion of Morgan Mill Road approximately 377 feet east of Antler Drive, the portion of Drako Way extending south of Astro Drive, and all of Carabou Drive and Unicorn Drive.

All areas under consideration are currently vacant properties.

— A discussion and possible action regarding another Tentative Subdivision Map known as Silver Crest Condominiums will be held. The subdivision is planned for property located at 150 E. Roland Street, and would create 51 condominium units consisting of 17 three-plex buildings. According to the agenda, the proposed project will also include roadway improvements, landscaping, parking, recreation facilities, signage and utilities.

The Planning Commission reviewed the request at its Aug. 28 meeting and voted unanimously to approve the tentative map.

— A discussion and possible action regarding a Tentative Subdivision Map to create 29 single family lots within the Schulz Ranch Specific Plan Area on property zoned Single Family 6,000 will be held. The applicant is proposing to subdivide a 7.94 acre parcel into 29 single family residential lots with a minimum lot size of 6,600 square feet and an average lot size of 9,465 square feet.

— The Board will host a discussion and possible action regarding another Tentative Subdivision Map known as Little Lane Village on property located on the north side of Little Lane, west of South Saliman Road. The applicant is requesting to subdivide a 21.48 acre parcel into 149 single family residential lots with a minimum lot size of 3,072 square feet and an average lot size of 3,183 square feet. The property subdivision will also include 2.55 acres of common area and a roadway system. The applicant is seeking to subdivide the land as a Common Open Space Development. At its meeting of July 31, the Planning Commission reviewed the request and voted 5 to 2 to recommend approval.

— The Board will discuss the appointment of Heather Cabral as the Public Guardian for a four-year term beginning on Sept. 19, 2019 through Sept. 18, 2023. Starting compensation is $70,000 per year.

— The Board will discuss and take possible action regarding a proposed resolution declaring the City’s intent to sell City property located on Brown Street totaling approximately 2.78 acres, and will discuss whether or not the City should sell the property through public auction or for the purposes of redevelopment or economic development.

On January 17, the Board directed staff to initiate due diligence in preparation of a proposed resolution declaring the intent to sell the property. Staff is recommending the sale through a private sale for the purposes of redevelopment since there is an interested party who would like to develop the property for affordable housing.

— A discussion and possible action regarding a proposed resolution declaring it to be in the best interest of the City and its residents to offer the reconveyance of 449 West King Street to the persons that donated the property will be undertaken.

The Brewery Arts Center donated the 449 West King Street building to the City on June 30, 1977. The City assumed ownership of the property in order to pursue Federal Economic Development Administration Grant Funds for the remodeling and construction of an arts center. Since that time, the property has been leased back to the Brewery Arts Center and there is no municipal use needed for the property.

— In addition, the Board will decide whether or not to abandon South Minnesota Street between West Second Street and West King Street, in-between the Brewery Arts Center and the performance hall. Upon approval, the right-of-way would be abandoned and the land added equally to the adjacent parcels. The Planning Commission unanimously voted to recommend approval of the abandonment at their Aug. 28 meeting.

— The Sheriff’s Office will discuss a grant in the amount of $95,000 from the Department of Justice, 2019 Edward Byrne Memorial Justice Assistance Grant Program, to fund a Behavioral Health Peace Officer position.

The grant, if accepted, would provide funds for a Behavioral Health Peace Officer position as an effort to prevent and reduce crime and to improve the criminal justice system within Nevada and Carson City.

In addition, possible action will be taken regarding a grant in the amount of $120,000 from the Memorial Justice Assistance Grant Program for the TriNet Narcotics Task Force. If accepted, the efforts of the TriNet Narcotics Task Force will be continued, and will partially fund one deputy sheriff each in Carson City and Douglas County.

Lastly, the Board will hear a discussion and take possible action regarding grant funds in the amount of $55,000 from the Grant Program to fund a Sheriff’s Office Victim Witness Coordinator position. This would be a new full-time position and the employee would work alongside both front line officers as well as the District Attorney’s Office.
