Sandoval Signs More Bills into Law Including Some Supplemental Appropriation Measures

Nevada Gov. Brian Sandoval signed several bills into law Tuesday and vetoed four. Additionally on Monday, he approved four veteran and military related measures at a Memorial Day ceremony in Boulder City.

Assembly Bill 125 was sponsored by Assemblywoman Olivia Diaz and creates a certification and registration process for court interpreters to assist with persons of limited English proficiency who are involved in a court case. This measure will improve our system of jurisprudence by administering justice fairly, accurately, and efficiently.

Senate Bill 46 codifies important protections for Nevada’s children. The bill expands and updates the list of child offenses the State must identify as part of a background check for child care facility owners and employees. This updated list of offenses includes any crime against a child, including child endangerment, child neglect, and crimes involving child pornography, as well as arson, kidnapping, battery, and any drug-related offense in the past five years.

Senate Bill 118 was sponsored by Senator Aaron Ford and Assemblywoman Bustamante Adams and establishes the Nevada Task Force on Financial Security. The Task Force will consist of 9 members who will examine the financial security of Nevadans including opportunities to build assets and reduce debt. The recommendations of the Task Force are due to the LCB on or before September 1, 2018.

Senate Bill 159 was sponsored by Senator Patricia Farley and prohibits the sale of dextromethorphan to individuals under the age of 18. Dextromethorphan is a common ingredient in Robitussin, Zycam, Nyquil and Delsym, among others. Retail stores must take certain steps, like checking identification, to prevent the sale of dextromethorphan to minors.

Senate Bill 279 was sponsored by Senator James Settelmeyer and authorizes Mayors to perform marriages. Currently members of the Supreme Court, Court of Appeals, District Judges and Justices of the Peace, in addition to other specific other office holders are authorized to perform these duties.

Assembly Bill 495 is a supplemental appropriations measure that provides more than $70,000 to the Division of Emergency Management to pay for additional resources which were required as a result of this year’s epic flood events in northern Nevada.

Senate Bill 33 sponsored by the Office of the Governor, prohibits the foreclosure of property owned by military members or their dependents. SB 33 prohibits the foreclosure of a military servicemember’s residential mortgage loan, including the foreclosure of a lien against a unit in a common-interest community, while the servicemember is on active duty, and for one year immediately following active duty, without a court order, so long as the loan was entered into before the servicemember was called to active duty or deployed. The one-year post-active military service allows servicemembers and military families sufficient time to get on their feet, and to avoid the stress of potentially losing their home as the servicemember transitions from active duty and deployment.

Assembly Bill 337 was sponsored by Assemblyman Elliot Anderson and expands employment protections extended to Nevada National Guard members to include those National Guard members of another state, but who are employed in the State of Nevada. This bill will ensure that all Nevada residents, who are also members of the National Guard, will be protected against any unlawful termination when called in defense of the Nation, this State, or in an emergency of another state.
