Ballot Question CC1
Ballot Question number CC1, election of Carson City supervisors by ward in the primaries and at large in the general election.
As this question is written, it represents a meaningless change in the current at-large system. The provision for primary election by ward kicks in only if THREE or more candidate run from the SAME ward. This year we have a TOTAL of four candidates. With voter apathy as high as it has been lately, can you see any one ward, let alone all four, putting forth three candidates each? Even if approved by the voters, even if the present Board would petition the Legislature to make the appropriate change in the Carson City Charter, and even if the Legislature would comply, this ballot question will make no difference. Then why bother?
This ballot question would have made more sense if it had proposed that any ward that does not produce a candidate will have NO representation on the Board of Supervisors; that ward’s seat would be vacant. Maybe THEN voters would care enough to participate in the process and urge one or more among them to seek office.
