Lyon County leaders, planning commissioners discuss land use and development code
The Lyon County Board of County Commissioners and the Planning Commission conducted a joint workshop August 12 in Yerington to discuss the draft Title 15 Land Use and Development Code. The respective Boards agreed on the following process:
The Planning Commission will continue to review and make recommendations on the portions of the LUDC that have yet been vetted by the Planning Commission.
Beginning August 21, 2014 the Board of Commissioners will begin discussion and action on portions of the LUDC that has been vetted by the Planning Commission and send the Board of Commissioners concerns, comments, approval or proposed revisions back to the Planning Commission for consideration.
The Planning Commission will review the Board action and make the necessary revisions or recommend alternatives to address the concerns of the Board.
This process will take several months to complete but provides multiple opportunities for public debate and discussion as was done with the 2010 master plan. Both Commissions will meet jointly throughout the process, as necessary, to address concerns and determine progress.
Community Development staff will develop a schedule to meet with stakeholders and communities to discuss the LUDC once both Commissions have made substantial progress on the LUDC.
Both Commissions agreed on the following GENERAL criteria for reviewing the various portions of the LUDC:
How does this affect personal property rights?
Is it a legal requirement (i.e. NRS)?
Is it necessary to implement the Master Plan?
How does this affect Economic Development and or economic growth in Lyon County?
What are the positive and/or negative implications?
Is it enforceable?
Will it require additional staff?
Are all referenced sections complete and reviewable?
The Community Development Department provided both Commissions with two spreadsheets. The first is a comparison of existing and draft zoning districts land use comparison and the second is existing and draft zoning districts-general provision comparison. Both of these documents will be posted on the County’s web site.
