Carson City Board of Supervisors to discuss acquiring Ash Canyon acreage, Fuji Park updates, robot purchases, and more

The next Carson City Board of Supervisors meeting will take place Thursday May 5, 2022 beginning at 8:30 a.m. in the Bob Crowell Board Room at the Community Center, located at 851 E. William Street.

Items on the agenda include acquiring Ash Canyon acreage, Fuji Park updates, robot purchases, and more.

Members of the public who wish to view the meeting may watch the livestream of the Board of Supervisors meeting at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes for each speaker.

– A discussion and possible action will be held regarding updates to the Fuji Park Master Plan, which include additional parking and park amenities to better support tourism, park users, community activities and events.

– A discussion and possible action will be held regarding the city’s intent to acquire 81.55 acres of privately owned property in Ash Canyon. The property is currently owned by Carson Lodge no. 1 and is listed on the open market for $750,999.

The property has been identified as a high priority by the city’s open space program based on important natural resource values such as wildlife habitat, watershed protection, water quality protection, and trail connectivity. The sellers have indicated they are willing to entertain an offer from Carson City, not to exceed the appraised value for the property.

Funding would come from the Quality of Life Open Space Budget. The current balance of this account is approximately $2,950,661. The long-term fiscal impacts associated with this acquisition are primarily related to land management. Except for single-track trails, no other improvements are currently planned. Carson City has an existing agreement with Muscle Powered to assist with trail maintenance. The Quality of Life – Open Space budget is already charged $10,750 annually to contribute towards a contract with the Nevada Division of Forestry for wildfire related services to manage the forested lands on the Property.

– A discussion and possible action will be held regarding the adoption of a proposed resolution authorizing expenditures of $399,864 from community support services grant and the Quality of Life Initiative to non-profit organizations.

The Board initially authorized funding on April 21, 2022. The decision to allocate CSSG competitive funding to Carson City non-profit organizations is recommended by the partnership Carson City Executive Board and the Application Review Work Group. The community-based ARWG reviewed and scored adult program applications on March 22 for recommendation to the Board.

– A discussion and possible action will be held regarding a determination that Sierra Nevada Construction, Inc. is the lowest responsive and responsible bidder for the Asphalt Pathways Maintenance Project for a total not to exceed $126,507.71.

This project consists of crack sealing, slurry seal and striping of more than 18,000 linear feet of multi-use pathways across Carson City and the Pony Express Airpark’s entire surface.

– A discussion and possible action will be held regarding approval to submit an application for grant funding from the United We Stand Grant in the amount of $32,000. No match is required. The CCSO SWAT team is applying for a mobile camera platform or “robot” model Vantage Tactical, according to the agenda.

– A discussion and possible action will be held regarding authorization for the Mayor to sign a letter acknowledging and supporting an application from Northern Nevada Community Housing to the state for the use of HOME Investment Partnership Funds as part of the financing for the affordable housing project located at the northeast and southeast corners of the intersection of North Roop Street and Northridge Drive, and further acknowledging that the HOME funds participation will trigger a property tax exemption.

The HOME Funds program is a grant program for building, buying and/or rehabilitating affordable housing for rent or home ownership, or providing direct rental assistance to low-income people. The proposed project would include construction of a 126-unit, multi- family, affordable housing project on a 4.73 acre property. A requirement of the HOME Funds application is that the applicant must provide evidence that the local government is aware of the project's affordable status and that the project may be awarded HOME funds and be eligible for a property tax exemption.

– Discussion and possible action regarding proposed health, dental
and life insurance contracts for Carson City to provide benefits coverage to City employees and
retirees with the following providers: (1) health insurance benefits through Anthem as a one-year contract renewal with a 10.23 percent rate increase for the PPO plan and a 9.10 percent rate increase for the high deductible plan, with monthly contributions to health savings accounts for employees in the amounts of $195.29 (employee only), $297.85 (employee plus spouse), $285.00 (employee plus children) and $403.62 (employee plus family); (2) dental insurance benefits through Renaissance as a two-year contract with no rate increase over the rates presently charged by Cigna as the City’s current provider; and (3) life insurance benefits through Kansas City Life as a two-year contract renewal with no rate increase.

– A discussion and presentation will be held regarding Nevada League of Cities’ Strategic Plan and the implementation of the “One Nevada Plan.”

– A discussion and possible action will be held regarding an application to remove $8,249.55 in uncollectible accounts receivable from the records of the Carson City Landfill, General Fund. According to landfill staff, certain accounts receivable on their records are uncollectible and the Carson City Auditor is asking the board for permission to remove the accounts from the records of the city.

Proclamations

– A presentation of a proclamation to recognize May 2022 as National Drug Court Month will be given.

– A presentation of a proclamation to recognize the month of May as Historic Preservation and Archaeological Awareness Month will be held along with the presentation of the 2022 Historic Preservation Award.

Each year, the city recognizes significant preservation accomplishments to celebrate the community’s history and heritage as part of Historic Preservation and Archaeological Awareness Month during the month of May. All across the state, activities are held to serve as reminders of the important historic resources that give meaning and a sense of place to communities, and to focus attention on how critical it is to make sure those resources are preserved.

Mayor Bagwell and Mike Drews, Historic Resources Commission chairman, will present the 2022 Historic Preservation Award to the Nevada Builders Alliance for their preservation of the Bank Saloon.

Works Week will be held.

– A presentation of a proclamation recognizing May-October 2022 as the Nevada Wildfire
Awareness Campaign will be held.

On May 15th, 2024, shortly after midnight, deputies with the Lyon County Sheriff’s Office responded to a residence located on the 600 block of Angela Street in Fernley, Nev., reference a caller who reported that he had murdered his mother. The caller additionally provided that he barricaded himself inside the house, was armed with a rifle, and had planted pipe bombs at the residence.

On a sunny Saturday morning, 100 volunteer participants fanned out across Lake Tahoe’s South Shore to take water quality samples from 34 streams, creeks, ponds, and lakes to monitor the health of the Truckee River watershed and Lake Tahoe as part of the 24th annual Snapshot Day. They were joined by teams doing the same tests simultaneously in other regions of the watershed.

Just before noon on Tuesday a crash with injuries was reported on the I-580 on ramp from N. Carson Street.

According to dispatch there are two vehicles involved, one of which was towing a trailer.

Injuries have been reported and the number two lane is blocked.

Traffic cameras show vehicles are moving slowly but are able to get through to Washoe Valley.

Motorists must use caution in the area.
