CARSON CITY – A bill implementing “performance-based” budgeting, including requirements for agencies to set benchmarks and goals and be held accountable for their spending priorities using quantifiable measurements, has been signed into law by Gov. Brian Sandoval.
Assembly Bill 248, sponsored by Assemblywoman Debbie Smith, D-Sparks, and Assembly Speaker John Oceguera, D-Las Vegas, passed both houses of the Legislature in unanimous votes. It was signed into law on Sunday.

Assembly Bill 248, sponsored by Assemblywoman Debbie Smith, D-Sparks, and Assembly Speaker John Oceguera, D-Las Vegas, already passed the Assembly.

Boating safety officials, volunteers and members of the boating public will hold the second annual “Ready, Set, Inflate!” event at the Reno Cabela’s store Saturday at 10:30 a.m. as part of a nationwide effort to set a world record for the most life jackets inflated in one day.
Last year’s total was 1,154 participants.

CARSON CITY – While there has been a lot of criticism directed at the details of Gov. Brian Sandoval’s proposed spending plan, there is acclaim for his development of a new budgeting process designed to ensure state agencies get results with taxpayer dollars.

CARSON CITY – Nevada’s budget process is broken and needs fundamental change to bring about reasonable spending and improved performance in public education and the delivery of other government services, a free market think tank says in a new report.

Carl Kuhl, a state Parole and Probation employee of six years, has created a plan that he claims will eliminate Nevada's budget deficit within two years.

In a news release issued on Tuesday, Kuhl said his plan not only will reduce the budget deficit but also help repair Nevada's economy at the same time. It is a pretty big claim, he admits, coming from an Accounting Assistant I, an entry level position.

Republican Steve Martin, whose neck-and-neck race with incumbent state Treasurer Kate Marshall will be decided Tuesday, recently answered some questions about his candidacy in an e-interview with the Nevada News Bureau.

Bloomberg Businessweek has a story out naming Nevada as number 5 of the top 10 housing markets stages for a strong rebound by 2014.

Carson City was named the as the market within Nevada to have the largest projected increase in home prices.

CARSON CITY – State Budget Director Andrew Clinger yesterday painted a bleak picture of Nevada’s next two-year spending plan, saying under current tax and spending levels every single program and agency except for education would have to be eliminated to balance the budget.

CARSON CITY – It may be welcome news for those who have entry level jobs, but a more than 9 percent hike in the minimum wage to take effect Thursday in Nevada will have a chilling effect on hiring, particularly for teens, according to one national group.
A Nevada union official disagrees, saying the minimum wage hike isn’t to blame for the state’s record jobless rate or the high unemployment levels seen among teens in the workforce.

CARSON CITY – One proposal sought to increase mining taxes and another wanted to define life as beginning at conception. A third would have required secret ballots for employee votes on whether to join a union and yet another would have given Nevada residents the right to reject participation in government backed health care.

CARSON CITY – State budget Director Andrew Clinger today sent a memo to all agencies saying the process of building the new two-year Nevada budget will be substantially different from past practice.
Given the fiscal crisis faced by the state over the past three years, Nevada can no longer craft a budget by taking the previous year’s expenditures, adjust for one-time expenditures and add inflation and caseload growth, he said.

CARSON CITY – A proposal to simplify, broaden and stabilize Nevada’s tax base by expanding and reducing the sales tax to include services from haircuts to legal advice is generating some support and plenty of questions from lawmakers and interest groups.
