Mr. President, Mr. Speaker, Distinguished Members of the Legislature, Honorable Justices of the Supreme Court, Constitutional Officers:

CARSON CITY, Nev. — A project to support air lift to Elko and another to create webisodes about Ely’s historical railway are among the 70 proposals approved for funding from the state’s Rural Grants Program, Lt. Gov. Brian Krolicki announced Wednesday. The Nevada Commission on Tourism has authorized $414,854 in grants for programs and activities designed to deliver more tourists to rural Nevada.

The improving economy is fueling an increase in sales tax revenues. That, combined with ongoing business expansions in Carson City, had allowed the Board of Supervisors to lower the property tax rate. We lowered the property tax rate by $.02/$100 of assessed value in 2014. Doesn’t sound like much, and some criticized it as a political ploy, but in reality we can only lower it in small increments or we jeopardize placing too large a deficit in the General Fund budget.

I recently received an overly large mailer from PK O'Neill, a candidate for Assembly District 40. What he says is disturbing. He pontificates without solutions. He seems more concerned with cliches than real issues.

The problem is that the Nevada Supreme Court is overwhelmed by appeals. But the proposed fix, detailed in Senate Bill 463 (2013), does not address the fact that the Court has no authority to decide which cases it will hear. Instead, Nevada must be just like everybody else, a “government of, by and for lawyers.”

Both problems have a simple, quintessentially conservative solution, proposed by Gary Schmidt, recently a candidate for State Senator from district 16 -- Tort Reform:

Two local programs, Nevada Indian Territory and Ventana Sierra, Inc., received grant money from the Nevada Commission on Tourism designed to increase travel to the Carson City area.

The money is part of $985,146 in grant funding for projects throughout rural Nevada designed to increase travel to those areas, Lt. Gov. Brian Krolicki announced Wednesday at the commission’s quarterly meeting.

Lyon County Manager Jeff Page presented a State of the County report to the Lyon County Board of Commissioners at its Thursday meeting. Public safety tops the list of where 2014 general fund money is being spent, making up 42 percent, followed by general government expenditures, Lyon County judicial courts, culture and recreation and public works.

After years of cuts and layoffs Lyon County has seen an increase in funding and balanced a budget with no cuts of employees. In the past several years the County has eliminated 120 positions, a 30 percent workforce reduction.

The Douglas County Board of Commissioners approved moving forward with approaching Larry Werner, retired Carson City Manager and resident of Douglas County, as a possible Interim County Manager. The Interim County Manager will serve over the next several months during the recruitment process for a new County Manager.

The Board discussed several options for interim management at its meeting at Lake Tahoe on Thursday, March 20, 2014, including appointment of qualified individuals from within and outside the organization.

Ron Knecht filed Thursday to run for Nevada State Controller as “one plain-speaking nerd” who will bring to the job new energy and wide experience in public service to voters and taxpayers.

A report by state Controller Kim Wallin shows Nevada's general fund revenues rose 4 percent in the last fiscal year. Money that goes to the state general fund totaled $6.5 billion, up from $6.2 billion in 2012.

A former Carson City Sheriff's Office accountant faces eight felony charges of embezzlement after allegedly stealing at least $100,000 of bail and search and seizure money over several years.

Laura Wissert, 44, is expected to turn herself into Carson City Jail today after an arrest warrant was issued by a judge. Her bail is set at $20,000. She has retained Noel Waters as her attorney, said Carson City Sheriff Ken Furlong.

LAS VEGAS — The Nevada Commission on Tourism has awarded more than $400,000 in grants to the state’s rural areas to support tourism efforts, Lt. Gov. Brian Krolicki, NCOT chairman, announced Tuesday. The longstanding Rural Grants Program ultimately generates room tax revenue for the state, as grant recipients must use the monies to maximize their marketing outreach, bringing more travelers to Nevada’s rural areas.

Statewide taxable sales in Nevada for March increased by 5 percent over March 2012 and a 5.4 percent increase for the fiscal year, the state's Department of Taxation reports Tuesday. In Carson City, taxable sales increased by 10.9 percent, largely due to the Nevada Legislative session.

The latest legislative funding proposals for Nevada’s rural community colleges will do serious harm to the economic development work now employed through a partnership between Northern Nevada Development Authority and Western Nevada College.

Saturday’s committee vote in the Nevada Legislature would result in a General Fund cut of 11.42 percent in the budget of Western Nevada College. This comes on top of more than 27 percent in reductions over the past five years, which led to a significant loss of academic programs, faculty, staff, and services.

On Friday, the Legislature’s two budget committees approved a public school spending plan that establishes $2.8 billion in general fund support for the next two years.
