Carson City man with holstered gun arrested for alleged intimidating children on a school bus

A Carson City man was arrested Thursday for suspicion of false imprisonment, threatening to cause bodily harm to a pupil, and unlawful contact with a child, according to the Carson City Sheriff's Office.
Carson City School administrators were informed that an unauthorized person boarded a student occupied school bus. The incident happened Wednesday, Sept. 14, 2022, at Bordewich Bray Elementary School.
Carson City School Resource Officers and detectives were notified on Sept. 15, 2022 and quickly identified 54-year-old Carson City resident Michael Baxter as the person reported to have boarded the school bus with a holstered handgun.
The school district is cooperating with the investigation.
Baxter was arrested and later booked at the Carson City Detention Center on the following charges: False imprisonment, threatening to cause bodily harm to a pupil and unlawful contact with a child. Bail is $7,500.
Another male was arrested on an unrelated charge while Carson City deputies were taking Michael Baxter into custody.
The investigation is ongoing, according to the sheriff's office.
All families who had children on the school bus at the time of the incident will be contacted by the Carson City Sheriff’s Office.
The Carson City Sheriff's Office is investigating the matter, including as to why the bus driver allowed the man to get on the bus, said Carson City Sheriff Ken Furlong.
The suspect, Baxter, is not an employee of the district.
The bus driver is on administrative leave, according to the Carson City School District, which issued the following statement.
"Employee disciplinary matters are confidential. However, district officials diligently follow-up on any allegation involving an employee of the district, with student safety as a paramount priority. The district is committed taking all necessary steps to fully investigate allegations and to impose all appropriate employee discipline attendant to such allegations, if found to be true," according to the Carson City School District in a statement.
"The driver is on administrative leave pending our investigation," said Dan Davis, spokesman for the school district.
