Carson City Supervisors to discuss building appeals, courthouse expansion and more Thursday

The Carson City Board of Supervisors will discuss health grants, possible expansion of the courthouse, build appeals, Ross Gold Park and more at their upcoming meeting.

The next Carson City Board of Supervisors meeting will be held on Thursday, Sept. 1 beginning at 8:30 a.m. in the Bob Crowell Boardroom of the Community Center, located at 851 E. William Street.

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes per speaker.

On the agenda:

— An appeal from a Planning Commission decision will be heard regarding a Special Use Permit (SUP) for a guest building on a residential lot. Within Single Family Residential 6,000 Square Feet zoning, any guest buildings must be subject to a SUP.

In June, the Planning Commission heard and approved a request for a SUP for a guest building which were subject to conditions of approval. Specifically, a condition stating that a deed restriction be recorded indicating that the guest building will be occupied by family members of the primary residence and will not be rented.

The applicant is appealing this decision, which Supervisors may affirm, modify or reverse.

— An update will be heard regarding the city’s Space Needs Assessment, as well as discuss direction and addressing future space needs at the Carson City Justice and Municipal Court building and various other space needs of the city.

During this item, staff will provide a brief update on the progress of the assessment for the courthouse and other space needs. TSK Architects will discuss other options for adding a new courtroom; relocation of the office of the Clerk-Recorder; reallocation of office space for the Court Clerk, the District Attorney, and the Department of Alternative Sentencing, as well as possible expansion of the courthouse.

— Supervisors will discuss the acceptance of a Nevada Immunization and Vaccine for Children grant from the State of Nevada in the amount of $147,692, effective through June 30, 2023.

The purpose of the grant is to eliminate cases of vaccine-preventable diseases in Carson City, Douglas and Lyon counties by raising immunization rates and through case management under the provisions of Perinatal Hepatitis B Prevention.

Carson City has received the sub-award since 2013.

— Submission of grant documents by Carson City Health and Human Services (CCHHS) will also be discussed for the CDC Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems grant in the amount of $921,281.25 effective November 2022 to October 2027.

The grant has two components, the first of which addresses workforce funding with the goal to support, sustain and train a public health workforce in Carson City and Douglas, Lyon and Storey counties to meet critical infrastructure needs identified throughout the U.S. due to the COVID-19 pandemic.

— A discussion will be held regarding a request to reallocate $150,000 from the General Fund Capital Improvement Program to the Ross Gold Park Tennis Court Rehabilitation Project.

In July, Supervisors reallocated funds to the tennis court project from the General Fund instead of from residential construction tax (RCT) funds.

A reallocation of funding was needed for the project because costs for the project had significantly increased.

— A discussion will be held regarding the 2022 Strategic Plan Annual Report, which was prepared to set priorities, focus energy and resources, strengthen operations and ensure that employees and other stakeholders are working toward a common goal, according to staff.

A plan review was implemented to monitor the progress of the tactics and performance measures.

— A discussion will be held on ways to improve the city’s Emergency Medical Services (EMS) systems. A contract for AP Triton LLC has been promised to provide professional services through an EMS evaluation and optimization study for a not to exceed amount of $54,913.

The study will provide a detailed analysis and recommendations to improve the city’s EMS system, and identify opportunities for increasing efficiency, cost-effectiveness, operational and patient-care quality improvement and long-term sustainability.

The service was approved as part of the 2023 Capital Improvement Plan for the Ambulance Fund.

— New Cingular Wireless has requested a Master License Agreement with the city for the placement and operation of small cell wireless equipment on city-owned property.

In October 2020, the board approved an MLA template to be used with Cingular, who has now requested modifications to the Insurance Requirements of the previously approved template.

— An amendment to the lease agreement between Mentors Unlimited, Inc. and the Carson City Airport Authority will be discussed. The lease was originally executed between the city and Mentors in 1987, and has been amended five times.

Currently, the lease will expire on Dec. 8, 2024. Mentors pays $0.12 per square foot annually in rent. The amendment would extend the lease by another 10 years, through 2034, and would increase the rental rate to $0.28 per square foot annually.

Camp GOTR (Girls on the Run) is coming to Carson City for the second year in a row! Camp GOTR will be a week-long, half-day summer camp from 8 AM- 12 PM at the Carson City Community Center the week of August 5th- August 9th.

Girls on the Run Sierras is a character-building program for girls in 3rd through 8th grade operating in the Reno-Tahoe area.
