Luis Santana, 21, of Carson City, was shot in the leg area twice and is at Renown Medical Center in Reno. He faces charges of suspicion of felony assault with a deadly weapon, third and fourth degree arson, and misdemeanor obstructing.

Horton worked in the city’s public works department for more than 35 years, starting as a water crewman. He moved up through the ranks to the department’s Deputy Director before retiring in 2020.
