Carson City sheriff's traffic stop leads to drugs, stolen wallet

A 39-year-old man was arrested Nov. 27 following a traffic stop that led to a search of the vehicle and the discovery of drugs and a wallet that had been reported stolen, according to a Carson City Sheriff's Office booking report.
Michael Taylor-Bouchet was taken into custody at 11:54 a.m. for suspicion possession of a stolen property, felony possession of a controlled substance, a parole and probation priority 5 hold, and misdemeanor possession of drug paraphernalia. A female in the vehicle, Kelly Scanlon, was also arrested for suspicion of drug possession and paraphernalia.
According to the arrest report, a Carson City Sheriff's Office deputy conducted a traffic stop for an expired vehicle registration. The officer made contact with the driver, Taylor-Bouchet, and passenger, Kelly Scanlon, 35.
A records check Taylor-Bouchet had a priority 5 hold from the department of parole and probation. After the man exited the vehicle he told the officer there was an uncapped syringe in the vehicle. He gave the officer permission to search the vehicle, where the officer located a loaded syringe of suspected heroin on the driver's floorboard, the arrest report states.
The officer also located a floral print backpack behind the passenger seat where Scanlon was sitting that contained a metal spoon with scorch marks and a spoon with a black tarry substance of suspected heroin on the top, the report states.
Also located in the vehicle was a brown leather wallet in the middle console. There was a Nevada ID card in the wallet belonging to another person, the report states.
Dispatch was able to contact that person, and patched a call to the deputy, where the victim stated his wallet, identification and credit cards were stolen in Reno and that he filed an online report with Reno Police Department. The officer asked the victim if he knew the suspect and if he had permission to have his wallet and identification.
The victim said absolutely not and wanted the suspect arrested for possession his stolen identification, the report states. Taylor-Bouchet was arrested and booked, as was Scanlon, the passenger in the vehicle. She was booked for suspicion of felony possession of a controlled substance and misdemeanor suspicion of possession of drug paraphernalia. Her bail: $3,637. Bail for Taylor-Bouchet: $31,637.
In other arrests:
— A 23-year-old man was arrested Saturday for alleged multiple offenses including drug possession and providing false identification to an officer.
Edward Lee Moser was taken into custody in the 3100 block of North Carson Street at 1:23 p.m. He was arrested for suspicion of possession of methamphetamine, possession of heroin, parole and probation violation, providing false identification to avoid prosecution, all felonies, and misdemeanor possession of drug paraphernalia.
He's being held without bail for the parole and probation violation.
— A 47-year-old woman, Kimberley Christine Mitchell, was arrested Nov. 28, at 12:20 a.m. for suspicion of felony possession of a controlled substance, and two misdemeanor warrants, one for contempt of court issued out of Carson City in April 2019 and a failure to appear after bail warrant on April 27, 2020 out of Reno Township Court. Bail: $4,000.
— A 37-year-old man, James Howard Kepler, was arrested Nov. 26, in the area of 5th and Division for suspicion of felony possession of a controlled substance. Bail: $2,500.
— A 32-year-old man was arrested Nov. 25 for a misdemeanor contempt of court warrant issued out of Douglas County. Bail $5,000 bondable.
