Carson City man jailed after allegedly hitting juvenile with vehicle, leaving the scene

A 58-year-old Carson City man was arrested for suspicion of misdemeanor hit and run and having no current proof of insurance after an incident Tuesday morning in which a juvenile was hit by a vehicle and left the scene.

According to the arrest report, deputies were dispatched to west Nye Lane at around 7 a.m. for a report that a juvenile had been struck by a vehicle. The juvenile was transported to Carson Tahoe Hospital for non-life threatening injuries.

Witnesses said they had observed an older tan colored Toyota pickup with a white camper shell stopped on the right curb and stopped on the sidewalk and that the victim was partially underneath the pickup, the arrest report states.

The witnesses said the suspect did not exit his vehicle and drove east on west Nye and then turned right and travelled south on Northgate. The witnesses said that it happened quickly and they were unable to get a license plate number.

The investigating deputy met with the victim at the hospital and asked him if he could identify the driver. He said that he may be able to, that the driver looked to be a white male but he was not sure of anything else, the arrest report states.

Later at 8:10 a.m. a deputy responded to the area of West Nye and spoke with staff regarding video surveillance. Staff advised they had exterior cameras on the building. The deputy reviewed video and observed the suspect’s vehicle traveling south on Imperial toward west Nye Lane.

On video the deputy observed the suspect vehicle turn left to travel east on west Nye toward where the victim was seated on the south curb awaiting a school bus. The deputy checked the apartment parking lots on Imperial and located the suspect vehicle. The officer photographed the vehicle and noted a scuff mark on the right front tire that would be consistent with the tire striking a curb.

The officer made contact with the driver, who identified himself with a Nevada driver’s license. The deputy asked the man if the pickup was his and the man stated it was. The officer asked if he had driven the pickup that morning. The man replied he had, at around 8:30 a.m.

The officer asked if he was sure of the time and the man said he was not. The deputy asked him where he had gone in his truck. He said he went to a grocery store on William Street. The officer asked him which way he had driven, and the man replied south on Imperial to west Nye. He said that he turned left onto west Nye and then turned right onto Northgate.

The officer asked him what happened after he had turned onto west Nye before he reached Northgate. The man said he had hit a garbage can on the side of the road. The man said the sun was very bright and he had difficulty seeing the roadway, the arrest report states.

The deputy asked the man if he had stopped and got out of his car to see what he had hit. The man said yes, and there was no damage to his vehicle.

The officer told the man he had hit a juvenile who was waiting to catch a bus to school. The man said that he did not know that he had struck a person and again said he thought that he had struck a trash can. The deputy asked for the man’s vehicle insurance, in which the man handed the officer a copy that had expired Sept. 24, 2018. He said he had mailed his insurance renewal on the day it expired.

Based on the information, the man was placed under arrest for suspicion of hit and run and no current proof of insurance. The man was asked if he had consumed an alcoholic beverage that day. The man said he had after he had returned from the grocery store. The man consented to a series of voluntary evidentiary blood draws and submitted to a preliminary breath test with a result of .230 at 9:37 a.m. He was taken to jail where he consented to three blood draws. The deputy is awaiting the findings from the crime lab to determine if the man was under the influence of alcohol at the time of the crash. Bail: $1,374.

In other arrests:
— An 18-year-old Carson City man was arrested Tuesday, 1:14 p.m. in the 2800 block of South Carson Street for misdemeanor suspicion of driving under the influence. Also arrested at the same location was an 18-year-old man for a contempt of court warrant for his arrest.

According to the arrest report, a deputy was dispatched to a motel regarding two unwanted subjects at the motel who were refusing to leave one of the rooms. Dispatch further advised the men were highly intoxicated.

A deputy arrived and found the two men in a car in the motel parking lot. The car was running and the driver was moving items near the center console. The driver identified himself and the officer asked him to turn the car off so he could hear him. The man turned off the engine, and stumbled out of the car. There was a strong odor of marijuana coming from inside the car as he got out, the arrest report states.

The man told the deputy he was giving his friend a ride to court and then he was driving to Walmart to take a bus to work. While speaking with the driver, the officer observed he had slow speech and trouble keeping his balance. He was asked if he had been drinking of using drugs.

The 18-year-old driver said he did not drink but had smoked marijuana earlier. The subject agreed to standardized field sobriety tests and showed impairment consistent with marijuana use. He provided a breath sample of 0.0. He was arrested for suspicion of DUI and voluntarily provided an evidentiary blood sample. Bail: $1,137. Bail for the 18-year-old passenger with the misdemeanor contempt of court warrant: $5,000.

— A 24-year-old Sun Valley, Nev., woman was taken into custody Tuesday in Reno for a misdemeanor failure to appear warrant issued June 20, 2018 out of Carson City Justice Court. Bail: $5,000.

— A 54-year-old Carson City man was arrested early Wednesday, 1:48 a.m. in the area of I-580 and Fairview Drive for misdemeanor driving without a valid driver’s license and a misdemeanor contempt of court warrant. Bail: $507.

— A 57-year-old Carson City man as arrested Tuesday, 11:59 p.m. in the area of East Winnie Lane and Lone Mountain Street for misdemeanor suspicion of DUI, a sheriff’s deputy said.

According to the arrest report, a Carson City sheriff’s deputy was dispatched to the area for a possible intoxicated driver parked on the sidewalk at the intersection of East Winnie and Lone Mountain. The reporting party, a cab driver, advised they could see the male driver “passed out” behind the steering wheel of the vehicle.

A deputy arrived at the location and found the Jeep partially parked on the curb of the southwest corner of East Winnie Lane and Lone Mountain. The front passenger side tire was parked on the side at the intersection. The rear half of the Jeep was in the middle of the roadway blocking southbound traffic on Lone Mountain.

The deputy spoke to the cab driver who reported the intoxicated driver and said he found the Jeep as it was parked at the location at the time the deputy arrived. The cab driver said the man appeared to have been slumped over and passed out behind the steering wheel of the Jeep. The cab driver said the Jeep’s engine was still running.

The deputy made contact with the male driver who was seated in the driver’s seat of the Jeep. He identified himself with a Nevada license. The deputy observed a pint of vodka that was sitting on the man’s lap. The pint was half empty. The man’s had very slow, slurred speech and showed signs of drinking. He admitted he had been consuming alcohol but stated it wasn’t a problem because he was parked and not driving. The deputy could smell alcohol on the man’s breath when he spoke.

The man refused to perform standardized field sobriety tests after being offered multiple opportunities. The man provided a preliminary breath test with a result of .123 on a partial blow. He was arrested for suspicion of DUI. At jail he provided evidential blood samples. Bail: $1,137.

UPDATE THURSDAY: The Washoe County Regional Medical Examiner’s Office has identified the two people who died Wednesday morning following the two vehicle crash on I-580 in Carson City. They are Alejandra Hernandez Valtierra, 36, and Viola Santoyo Huizar, 48, both of Carson City.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.

A 37-year-old man was arrested for suspicion of obstruction, trespassing and felony sex offender failing to register, according to a Carson City Sheriff's Office booking report.
