Carson City weekend arrests: Man jailed for suspicion of third marijuana related DUI

A 22-year-old Dayton man was arrested early Saturday morning for suspicion of third DUI drugs, according to a Carson City Sheriff's Office booking report.

Steeven Montoya was arrested at 3:19 a.m. in the area of southbound I-580 at William Street. He also faces a misdemeanor charge of failure to maintain a lane.

According to the booking report, CCSO deputies were dispatched to the area for a report of a crash. An off-duty Douglas County deputy traveling north on I-580 observed a crashed vehicle in the median and called dispatch. Dispatch advised the off-duty deputy could see smoke and dust in the air from the crash, indicating it had just happened.

Upon arrival, officers observed tire marks approximately 150 to 200 yards that could be seen leaving the left side of the road, then veering back into the road, and then leaving marks before colliding with the wall on the west side of I-580. The vehicle bounced off the wall, turning sideways and coming to a stop in the median.

A CCSO deputy arrived on scene and made contact with the driver who identified himself as Montoya. The deputy observed a seatbelt mark on his shirt over his left shoulder going across his body. The airbags in the vehicle were deployed and Montoya said he was the driver of the vehicle. He said he was not injured. EMS arrived and checked him out. Montoya declined transport, the report states.

He told the deputy he had not used any alcohol or controlled substances. When asked to open his mouth, the arresting deputy observed green on the back of his tongue, consistent with smoking marijuana, the arrest report states. His speech was thick and slurred and his eyes were red and watery. He agreed to field sobriety tests and showed signs of impairment. He provided a .0 breath sample, the arrest report states.

Montoya advised he had two prior convictions for DUI from marijuana use, which the officer confirmed. The convictions were in 2016 and 2017. He was read the request for voluntary evidence and he declined to voluntarily provide a blood sample, the report states.

He was taken to jail, where the officer received a telephonic search warrant from a Carson City judge at 4:30 a.m. A series of three blood draws were granted in the search warrant. He was booked for suspicion of felony DUI drugs. Bail $20,000.
