Carson City sheriff's SET makes arrests for alleged marijuana concentrate sales

Three people were arrested Saturday by the Carson City Sheriff's Office Special Enforcement Team, with two of the suspects alleged to be connected to a suspected marijuana concentrate sales operation.

Among those booked was a Carson City man, Humberto Segura, who allegedly sold marijuana concentrate cartridges to minors. Segura was booked for suspicion of violation of the Uniform Controlled Substance Act, child abuse and neglect, child present during a controlled substance violation, possession of a controlled substance, possession for sale and misdemeanor possession of drug paraphernalia and contributing to the delinquency of a minor.

SET officers also arrested Dario Lara-Rodriguez, 19, for suspicion of possession of a controlled substance for sale, violation of the Uniform Controlled Substance Act, possession of a controlled substance and misdemeanor possession of drug paraphernalia. A third person, Elizabeth Villanueva-Mendoza, 18, was arrested for felony possession of a controlled substance, and misdemeanor possession of drug paraphernalia.

According to the arrest report, SET officers were conducting followup on an investigation, learning that a person was selling concentrated marijuana cartridges at a Lone Mountain residence.

Deputies conducted a knock and talk and Dario Lara-Rodriguez allowed them inside and spoke with the officers. Officers observed marijuana in plain view, as well as a bong and grinder. The report notes both of the residents in the home were under the age of 21.

Lara-Rodriguez told SET deputies he gets the marijuana cartridges from a California source and sells them for $40 each on social media, the report states.

The followup investigation led to a search warrant of the residence and of the 19-year-old's phone. Officers located multiple marijuana pipes, paraphernalia, marijuana concentrate cartridges and marijuana bud weighing 52 grams, and $7,715 in cash, the report states.

Further investigation led to an arrest of Humberto Segura for allegedly selling marijuana concentrate cartridges to minors after messages on his phone were found that stated he is selling marijuana products to minors, according to the arrest report.

Bail amount for Segura: $40,000. Bail amount for Lara-Rodriguez: $20,000. Bail amount of Villaneuva-Mendoza, $3,637.

In other arrests:
— A 60-year-old Carson City man was arrested Sunday for suspicion of misdemeanor DUI, disobedience to a traffic control device, no valid insurance, not having vehicle registration and speeding.

According to the arrest report, a deputy observed a driver going at a high rate of speed, estimated going 40 mph in a 25 mph zone. While pacing the vehicle, the driver failed to stop at a red light at the intersection of North Carson and East Long Street.

The deputy activated his emergency lights and siren for a traffic stop and made contact with the driver, who was agitated due to the stop saying he was almost (expletive) home, according to the arrest report.

The driver agreed to field sobriety tests, but noted during the medical questionnaire that he had sustained a head injury a month prior and said he would try to complete the tests. He provided a preliminary breath test with a result of .183 and was arrested for suspicion of DUI and the other offenses. Bail amount listed: $2,145.

— A 31-year-old Carson City man was arrested Sunday for misdemeanor DUI. According to the arrest report, deputies were dispatch to the 2700 block of Highway 50 East in reference to an intoxicated driver.

Dispatch advised the driver had been reported to be in and out of traffic lanes and then had parked in the parking lot of a business. The driver was observed by a reporting party as having laid down in the vehicle.

The deputy approached the vehicle and could see the driver sleeping and approximately four small bottles of alcohol in the vicinity of the vehicle. The officer knocked on the door and instructed the man to open the door. When the door opened the officer could smell an overwhelming odor of alcohol emanating from the cab of the vehicle. The officer asked the man how much he had to drink. The man replied "too much to drive."

The man agreed to field sobriety tests and showed signs of impairment on the tests. He provided a preliminary breath test with a result of .30 and was arrested. He was taken to Carson Tahoe Hospital where he advised he would consent to a blood test. Bail: $1,137.

— A 37-year-old Carson City man was arrested Saturday for misdemeanor suspicion of DUI, driving without a valid driver's license, open container, obstructed view and no proof of insurance.

According to the arrest report, a deputy made a traffic stop on a vehicle with an expired registration and broken windshield. The officer could smell an odor of alcohol on the man's breath. He had two open bottles of beer in the vehicle. The man said he had two beers. He agreed to standardized field sobriety tests and showed signs of impairment on the tests. He provided a preliminary breath test of .115. At jail he provided breath samples, 62 minutes after initial contact, with results of .077 and .074, the report states. Bail: $2,285.

— A 29-year-old Carson City man, Cesar Rodriguez, was arrested Saturday for a felony bench warrant alleging sale of a controlled substance. He's being held without bail in lieu of a hearing.

— A 55-year-old Carson City man was arrested Saturday in the 2700 block of North Carson Street for misdemeanor suspicion of being a drunken pedestrian in the roadway and a department of alternative sentencing violation. Bail: $1,072.

UPDATE 6 p.m.: Courtesy of the Lyon County Sheriff’s Office: On May 3, 2024 at approximately 1430 hours, Lyon County Sheriff’s Deputies responded along with Central Lyon County, Carson City and Storey County Fire personnel to the area of 34 Newman Ln. for a report of motorhome on fire. Upon arrival, it was discovered that the fire had spread and multiple other abandoned vehicles caught fire as well. No one was hurt or injured during the incident. The incident is currently under investigation, which is being conducted by the Nevada State Fire Marshall’s Division.

UPDATE 2:38 p.m.: Firefighters from Storey are also now responding.

UPDATE 2:33 p.m.: Multiple vehicles on the property are engulfed in flame.

Around 2:15 p.m. a fire was reported at 34 Newman Lane in Mound House.

Firefighters from Carson City and Lyon County are enroute to the scene.

UPDATE 1:20 p.m.: According to Sheriff Ken Furlong, a student reported they saw a weapon. The incident was investigated and there was no weapon found. The lockdown has now been lifted and students are leaving the school.

UPDATE 1:15 p.m.: Update 05-03-24 at 1:15 p.m.
One student has reported an alleged weapon sighting. It has not been corroborated, but school officials and the sheriff’s office are investigating out an abundance of caution.

UPDATE 12:50 p.m.: The following update was provided by the district:

Carson High School was put on lockdown this afternoon around 12:15 p.m. No person was injured. There is an active situation being investigated in cooperation with the Carson City Sheriff’s Office. We will provide more information as it becomes known. The school is secure. Do not go to the school. No entrances will be permitted at time. The district will provide updates every 30 minutes. Expect the next update at 1:15 p.m.

Carson High School is currently on a lockdown as of 12:40 p.m. Friday, but there has been no incident reported according to Sheriff Ken Furlong.

Carson City’s former Board of Supervisor and business owner Stan Jones was posthumously awarded Thursday the Historic Preservation Award for his long time work for downtown Carson City.

Each year, a Historic Preservation Award is awarded by the Historic Resources Commission to Carson City residents or organizations who have gone above and beyond in their dedication to historic preservation.

The Nevada Law Enforcement Officers Memorial is today, Thursday, May 2 at the Nevada State Capitol in Carson City. The memorial brings hundreds to the capitol grounds. The ceremony begins at 1 p.m.

Douglas County Sheriff's Office arrested three for their alleged involvement in business thefts last month on Topsy Lane south of Carson City.

More than 48 Carson High School Future Business Leaders of America students attended the state conference in Sparks, Nev. this past week. In total, 38 of those students earned 74 “Top-10” placements in 30 separate events. Additionally, three CHS FBLA students took state with first-place finishes and 15 of them qualified for the National Business Leadership Conference in Orlando, Fla. this coming June.
