Carson City arrests: Woman accused of pepper spraying Walmart greeter, manager and patrons

A 43-year-old Carson City woman was arrested Saturday for allegedly stealing items from Walmart and then using pepper spray on a store greeter, the store manager and two customers, a Carson City sheriff’s deputy said.

Alida Lynn Rios, faces felony charges of robbery and probation violation, two counts battery, possession of drug paraphernalia and possession of stolen property.

According to the arrest report, deputies were called to 3200 block of Market Street at 3:43 p.m. for a report of a battery in progress. Dispatch advised a female was using pepper spray on Walmart employees and others.

Officers arrived and detained the woman and learned from loss prevention the woman pepper sprayed a Walmart greeter who attempted to obtain a receipt from her as she passed all points of payment.

Loss prevention also said the store manager was sprayed with pepper spray as he attempted to make contact with the woman in the parking lot with the stolen property, the arrest report states.

The suspect was seen throwing several bags into her car windows. When the store manager and loss prevention began to pursue her, the woman turned around and chased the two with pepper spray. Two patrons were also sprayed directly in the face, the report states.

The suspect then fled the parking lot where a sergeant and a deputy were waiting. She was detained. The pepper spray was found in the parking lot and positively identified by the victims as the device used to hurt them, according to the arrest report.

Paramedics were called to the scene and attempted to render aid on those directly sprayed. Several more citizens also said they were adversely affected by the pepper spray, the report states.

The woman’s vehicle was located and inside included the merchandise the woman allegedly stole. Loss prevention advised Rios could be seen on security footage going to a closed register, bagging the items in her cart, then attempting to leave out the main doors where she was contacted by the Walmart associates.

She faces a charge of robbery after allegedly entering the store, taking items and then using pepper spray on two separate Walmart associates, the arrest report states. She also faces two counts of battery after two private citizens were sprayed directly by Rios with pepper spray as well as possession of stolen property and possession of drug paraphernalia. Bail: $29,000. There’s a “no bail” hold in lieu of a hearing for probation violation.

In other arrests:
— A 37-year-old transient, Don Hamby, was arrested Saturday, July 29, for suspicion of felony grand larceny and misdemeanor domestic battery.

According to the arrest report Hamby was in a physical confrontation with his girlfriend at Mills Park. A witness attempted to stop the confrontation in which he saw the suspect standing over the victim, hitting her.

The witness said he pushed the suspect away from the woman. The suspect then took the road bike that belonged to the witness and sped away toward William Street. Attached to the bike, valued at $3,000, was an iPhone also belonging to the witness.

Later, the witness retrieved an iPad which has a “find your phone” app. The app showed his phone to be on Burton Street. The phone was located in the grass near the Carson Pines apartments.

During the investigation it was learned the suspect was seen around some apartments on Lone Mountain Drive and in the area was Ford Explorer in which the bike was in the rear area of the vehicle.

The investigating deputy requested and was granted a search warrant to retrieve the bicycle. A locksmith was called and the bike was recovered. The deputy then returned to the sheriff’s office to make a copy of the search warrant to place in the vehicle. When he returned, the vehicle was gone.

The suspect was located in the 1900 block of North Carson Street and was arrested for domestic battery and then, later for grand larceny. Bail: $28,000.

— A 32-year-old South Lake Tahoe man was arrested Saturday, 12:09 p.m. in the 2700 block of South Carson Street for a bench warrant issued out of Reno. Bail: $915.

— A 37-year-old Carson City man was booked into jail Saturday, 10 a.m. for three misdemeanor warrants: two for contempt of court and one for failure to appear. Bail: $2,290.

— A Carson City man was arrested Saturday, 9:22 a.m. in the area of Telegraph and Curry streets for misdemeanor obstructing, suspended registration and driving without a valid license. Bail: $941.

— A 50-year-old Carson City man was arrested Saturday, 7:12 a.m. in the 3600 block of Sherman Lane for misdemeanor suspicion of a second domestic battery. According to the arrest report, deputies investigated a domestic battery and determined the man was the primary physical aggressor. A criminal history showed the man had a prior domestic battery conviction on June 28, 2017. Bail: $5,137.

— A 32-year-old Carson City man was arrested Sunday, 5:33 a.m. in the area of Highway 50 and South Carson Street for misdemeanor suspicion of DUI, failure to maintain a lane and no insurance.

According to the arrest report, the man passed a deputy at a high rate of speed on Highway 50. The deputy caught up to the vehicle and paced him going 60 in a 50 mph zone. The deputy also observed the vehicle failing to maintain its travel lane multiple times.

The officer made a traffic stop and saw the driver showed signs of impairment. He admitted to drinking a couple beers at a Stateline casino. He agreed to a preliminary breath test with a result of .233 and was arrested. Bail: $1,961.

— A 44-year-old Carson City man was arrested Sunday, 6:03 p.m. in the 2000 block of North Carson Street for suspicion of child endangerment, a gross misdemeanor, DUI, and open container.
According to the arrest report, a deputy performed a traffic stop on a pickup after a reporting party advised the driver was possibly intoxicated. A seven-year-old was a passenger in the back seat of the pickup.

The officer observed a beer in the front console cup holder. When the officer asked the man about the beer, the man threw it on the front passenger floor board, the arrest report states. The man showed signs of intoxication and stumbled as he walked. He told the officer he had three beers. He was asked if he was willing to submit to field sobriety tests. The man said he wouldn’t pass the tests since he was “drunk,” but volunteered to attempt the tests, the arrest report states.

He provided a preliminary breath test of .178 and was arrested. At jail he provided evidentiary samples of .170 and .163, the arrest report states.

The application deadline for Mile High Band Association’s 2024 Jazz & Beyond Festival art contest is Friday, May 31. Northern Nevada artists, including teachers and students are invited to apply, and participation is free.
