Carson City arrests: Man jailed for suspected third DUI

A 43-year-old Dayton man was arrested early Sunday for suspicion of a third DUI, a Carson City sheriff’s deputy said.

Phillip Saul Escobosa Jr., was taken into custody at 1:28 a.m. in the area of Arrowhead and U.S. Highway 50 following a traffic stop after an officer observed the pickup the man was driving had crossed over the center line multiple times.

According to the arrest report, a deputy made contact with the driver after the traffic stop and could smell an odor of alcoholic beverage coming from the vehicle. The man showed signs he had been drinking, including red, watery eyes and slurred speech.

The man was asked how much he had to drink. He advised 3 beers and consented to standardized field sobriety tests, the report states. He showed signs of impairment and provided a preliminary breath test of .092. He was arrested for suspicion of third DUI and crossing over the center line. Bail: $20,269.

In other arrests:
— A male transient was arrested Sunday, 12:37 a.m. in the area of Medical Parkway for misdemeanor suspicion of being an intoxicated pedestrian, a sheriff’s deputy said.
According to the arrest report a deputy was dispatched in the area for a report of an intoxicated man walking in the roadway without a shirt and waving down cars.

A deputy made contact with the man who matched the description. He had been walking in the travel lane of Medical Parkway. The man provided a preliminary breath test of .156 and stated he had been smoking marijuana throughout the evening. He told the deputy he had no way of getting a ride home and no money to pay for a cab. He was arrested for being an intoxicated pedestrian. Bail: $87.

— A 25-year-old Carson City man was arrested Sunday, 5;38 a.m. in the area of East 8th Street and South Fall Street for misdemeanor suspicion of DUI and failure to obey a traffic control device, a sheriff’s deputy said.

According to the arrest report, a deputy had stopped for a red light at the intersection of East Fifth Street and South Stewart facing eastbound. The light turned green and the deputy began to drive into the intersection when a dark blue Jeep Cherokee driving southbound on South Stewart Street failed to stop for the red light and drove through the intersection in front of the deputy.

The deputy activated his overhead emergency lights and initiated a traffic stop. The vehicle turned right onto 8th Street and pulled over east of the south Fall Street intersection.

The deputy made contact with the driver and asked him where he was going and if he had been drinking. The man said he left a bar after having three Jack and Coke drinks, which he drank throughout the night and was driving home.

He stated he thought he had more time to get through the intersection before the light turned red. While speaking with the man the officer could smell an odor of alcoholic beverage coming from the man, the arrest report states.

He was asked if he would submit to standardized field sobriety tests. The man showed clues of impairment and provided a preliminary breath sample of .121. He was arrested. At jail he provided a blood sample for evidentiary tests. Bail: $1,264.

— A 23-year-old Carson City woman was arrested Sunday, 7:06 a.m. in the 2700 block of South Carson Street for suspicion of misdemeanor DUI, a sheriff’s deputy said.

According to the arrest report, a deputy was dispatched to a motel for a welfare check on a female who was said to be slumped over the wheel of a silver Nissan sedan.

Carson City Fire Department and paramedics arrived on scene first and made contact with the woman. A deputy was advised the woman was found unconscious, breathing but behind the wheel and it took some time to make contact. The fire department crew stated there was a strong odor of alcoholic beverage coming from the woman in the vehicle.

A deputy made contact with the driver. The vehicle was running with the keys in the ignition and the heater running. The vehicle was parked in a handicapped parking spot and over the line on the passenger side. The woman was seated in the driver’s seat.

The deputy observed signs the woman had been drinking. She agreed to participate in field sobriety tests and showed signs of impairment. A preliminary breath tests showed a BAC of .053. She was taken into custody for suspicion of DUI and submitted to a blood sample. Bail: $1,137.

— A 38-year-old Dayton man was arrested Sunday, 10:13 p.m. for misdemeanor suspicion of DUI, a Carson City sheriff’s deputy said.

According to the arrest report, a deputy arrived in the area of Fairview and Walker streets for a report of a possible DUI. An off duty officer witnessed a driver hit curbs several times while northbound on Fairview. He witnessed the driver stop in the roadway on more than one occasion, exit the vehicle and stumbled upon exit. The off-duty officer also stated the vehicle had a rear passenger flat tire.

Deputies made contact with the driver and asked him if he had been drinking. The man replied he had. The officer could smell a strong odor of alcohol coming from his person. He stated he started drinking at 5:30 a.m. and consumed 12 Bud Light beers and stopped drinking when he was pulled over. He said he was drinking the beer in the center console. The officer observed an open container of beer in the center console of the vehicle. The man had slurred speech, watery eyes and had soiled himself, the arrest report states. He also stated he smoked marijuana earlier.

The deputy asked the man if he would participate in standardized field sobriety tests. The man agreed and said he was going to be honest and declared that he was drunk, the arrest report states. The man showed signs of impairment on the tests. He was asked if he would submit to a preliminary breath test. The man refused, already admitting he was drunk and did not need a test to prove that he was. He was taken into custody. At jail he consented to an evidentiary blood draw. Bail: $1,137.

— A 41-year-old South Lake Tahoe woman was arrested Sunday, 3:05 p.m. in the area of Old Clear Creek Road and South Carson Street for a misdemeanor contempt of court warrant issued April 25, 2018 out of Carson City Justice Court. Bail: $500.

— A 25-year-old Carson City man was arrested Saturday, 7:17 a.m. in the 400 block of West Winnie Lane for misdemeanor warrants alleging domestic battery and contempt of court. The warrants were issued out of Carson City Justice Court. Bail: $8,000.

— A 24-year-old man listed as a transient, Dasani Chance Evans, was arrested Saturday by the Carson City Sheriff’s Office Special Enforcement Team, at 4:17 p.m. in the 700 block of North Carson Street for suspicion of possession of a controlled substance, a felony, and misdemeanor possession of drug paraphernalia.

According to the arrest report, a SET deputy located a methamphetamine pipe with a trace amount of methamphetamine inside. Bail: $3,637.

— A Carson City woman was arrested Saturday, 4;49 p.m. in the area of Rand and William streets for a misdemeanor warrant issued May 3, 2018 out of Sparks Municipal Court. Bail: $665.

— A 54-year-old Carson City man, Todd Vernon Rusler, was arrested Saturday, 2:07 p.m. in the 3800 block of Highway 50 East for felony suspicion of possession of a controlled substance, misdemeanor possession of drug paraphernalia, a stop sign violation and having a cracked windshield. Bail: $3,821.

— A 33-year-old Carson City woman was arrested Saturday, 5:20 p.m. in the area of Plaza and Robinson streets for suspicion of gross misdemeanor possession of prescription drugs without a prescription (4 Gabapentin tablets) and being a convicted person failing to register. Bail: $2,737.

UPDATE 6 p.m.: Courtesy of the Lyon County Sheriff’s Office: On May 3, 2024 at approximately 1430 hours, Lyon County Sheriff’s Deputies responded along with Central Lyon County, Carson City and Storey County Fire personnel to the area of 34 Newman Ln. for a report of motorhome on fire. Upon arrival, it was discovered that the fire had spread and multiple other abandoned vehicles caught fire as well. No one was hurt or injured during the incident. The incident is currently under investigation, which is being conducted by the Nevada State Fire Marshall’s Division.

UPDATE 2:38 p.m.: Firefighters from Storey are also now responding.

UPDATE 2:33 p.m.: Multiple vehicles on the property are engulfed in flame.

Around 2:15 p.m. a fire was reported at 34 Newman Lane in Mound House.

Firefighters from Carson City and Lyon County are enroute to the scene.

UPDATE 1:20 p.m.: According to Sheriff Ken Furlong, a student reported they saw a weapon. The incident was investigated and there was no weapon found. The lockdown has now been lifted and students are leaving the school.

UPDATE 1:15 p.m.: Update 05-03-24 at 1:15 p.m.
One student has reported an alleged weapon sighting. It has not been corroborated, but school officials and the sheriff’s office are investigating out an abundance of caution.

UPDATE 12:50 p.m.: The following update was provided by the district:

Carson High School was put on lockdown this afternoon around 12:15 p.m. No person was injured. There is an active situation being investigated in cooperation with the Carson City Sheriff’s Office. We will provide more information as it becomes known. The school is secure. Do not go to the school. No entrances will be permitted at time. The district will provide updates every 30 minutes. Expect the next update at 1:15 p.m.

Carson High School is currently on a lockdown as of 12:40 p.m. Friday, but there has been no incident reported according to Sheriff Ken Furlong.
