A 33-year-old man was arrested Saturday for suspicion of felony child abuse after allegedly punching a 15-year-old, according to a Carson City Sheriff’s Office booking report.
Following an investigation, deputies arrested Charles Edward Lucas, listed with a Reno address. According to the booking report, Carson City Sheriff’s Office deputies were called July 26, 8:21 a.m. to an apartment complex at 20 College Parkway in response to a domestic dispute.
Deputies arrived and observed the 15-year-old victim crying with visible blood on his face and made contact with his mother. She said she was sleeping in her room when at around 8 a.m. Charles Lucas, her ex-husband, entered the home to remove belongings due to their ongoing divorce. She noticed a moving van outside that she assumed belonged to him. He became verbally antagonistic and confrontational while removing boxes, she said.
She advised the ex-husband got in her face and that the 15-year-old intervened by positioning himself between his mother and Lucas. Deputies were advised by the mother that Lucas then struck the 15-year-old in the face multiple times. She attempted to separate the two and stated that she was also struck during the altercation but ultimately succeeded in separating the two.
Following the altercation, she stated Lucas and his nephew left the scene, with Lucas driving the moving van and the nephew driving another vehicle. She told deputies she believed they were likely headed back to Reno, the report states.
The juvenile victim reported that Lucas was speaking disrespectfully to his mother and he intervened and stated that when he attempted to get between his mother and Lucas, Lucas punched him multiple times in the face with a closed fist, striking both sides of his face. The juvenile stated that he did not push or hit Lucas at any time.
He explained that his mother separated him and Lucas and he observed the man leave the scene in the moving van, the report states. A deputy took photos of the victim’s injuries, noting that an injury to the knee was from a previous incident unrelated to the case, the report states.
CCSO deputies were able to get information including a telephone number and license of Lucas’s vehicle. Deputies again spoke with the 15-year-old victim, who had visible red marks on his face and blood coming from his mouth and nose. He appeared visibly shaken and stated he was “pissed.” He was evaluated and cleared at the scene by the fire department, the report states.
At 9:53 a.m. a deputy made contact with Lucas via phone call. He was informed that he was on a recorded line. He stated he was willing to speak to CCSO deputies but only after he acquired an attorney. He then asked if he could provide his side of the story. Due to the conversation occurring over the phone and him being able to hang up at any time, he was not read his Miranda, the report states.
The man claimed the teen was being very rude to him and saying a lot of “b-words” and “f-words” and that the teen stood up and grabbed him. He claimed that he pushed the teen off of him, causing the teen to take a step back. He stated that the teen approached him, striking him in the face and knocking his glasses off, the report states.
He stated he struck the teen back, believing he hit him in the face, stating he noticed he had a bloody lip. He said he left the scene to avoid causing anymore problems, the report states. He stated the nephew with him saw the whole thing but he did not wish to identify who that was.
Lucas stated that he and the nephew left together and went back to Reno. The deputy explained the need for him to come to the Carson City Sheriff’s Office station so that they could take photographs of his injuries and get a statement. Lucas said he would return to Carson City at a later time once his affairs were in order, the report states.
Later, Lucas went to the Sheriff’s Office along with the nephew and the nephew’s mother. Deputies conducted the interview with Lucas, in an area away from the two others. Deputies explained that since he had made a statement about wanting a lawyer, they would not be asking him any questions but he was under his own free will to make any statements that he wished, the report states.
Lucas explained the same story he had over the phone. While speaking with Lucas the deputy did not observe any marks or injuries on his person. Deputies took overall photos of the man, uploading them for evidence.
Deputies then made contact with the 18-year-old nephew and asked if he wished to explain what happened that morning of July 26. He explained that he had gone over to the residence with Lucas to retrieve the items belonging to Lucas. He stated that the house was hostile and Lucas and the victim began to argue. He said that he was leaving the apartment when he heard something like an altercation and stated he did not witness the altercation and that he helped separate all parties and could see a red mark on the neck of Lucas, according to the report.
He then stated he and Lucas left the scene with Lucas driving the moving van and him driving his Dodge Journey. After speaking with the nephew, the deputy determined he had not witnessed the altercation as Lucas had originally stated. Due to the inconsistencies coming from Lucas, the injuries the victim had on his face and witness statements, Lucas was arrested for suspicion of felony child abuse. The case has been forwarded to the DA’s office. Bail: $40,000.
