A 40-year-old Sparks man was arrested Sunday for suspicion of assault with a deadly weapon on a first responder, according to a Carson City Sheriff’s Office booking report.

Phillip Hubbard was taken into custody at 1:22 a.m. following an investigation.

According to the booking report, a deputy was dispatched to the 300 block of North Carson Street for a fight near the valet area of a casino. Deputies arrived and were directed by an employee that the male subject involved in the fight had just got into the driver seat of a pickup.

As the deputy walked toward the truck, the engine started and the deputy watched as the driver drove backward, nearly hitting a vehicle in the next parking row, the report states.

The deputy shined a flashlight on Hubbard, the driver and sole occupant of the vehicle, in an attempt to get him to stop and talk to the deputy. The deputy made a motion with his hand to Hubbard for him to roll down the window, the report states.

The deputy was near the passenger side of the vehicle giving verbal and hand commands for the suspect to stop the vehicle. Hubbard accelerated quickly in the direction in what the deputy believes was an attempt to hit him with the vehicle, the report states.

The deputy jumped to their left to avoid getting hit by the vehicle. “I believe that if I had not moved out of the way (Hubbard) would have hit me with his vehicle,” the deputy wrote in the report. “I did twist my left knee when moving out of the way due to the movement to my left.”

The suspect drove out of the parking lot at a high rate of speed, turning east on Robinson then north on Stewart Street. A sergeant was traveling north on Stewart and initiated a traffic stop. The suspect stopped the vehicle at Stewart and Washington Street, according to the report.

The deputy then caught up to the sergeant’s stop and Hubbard was ordered out of the vehicle using verbal commands. He was placed in handcuffs and read his Miranda rights. He stated he would like to speak with an attorney. He was arrested for suspicion of assault with a deadly weapon on a first responder. Bail: $20,000.

In other arrests:
— A 30-year-old Carson City woman was booked Saturday for two gross misdemeanor warrants alleging two counts battery on a protected person and committing an unlawful act as a prisoner. Bail: $2,500 each.

— A 59-year-old Carson City man, Michael Kash Jr., was arrested early Monday for suspicion of a controlled substance and misdemeanor possession of drug paraphernalia. Bail: $2,500.

— A 44-year-old Carson City woman, Teresa Kathleen Orlando, was arrested Saturday for suspicion of possession of a controlled substance and misdemeanor possession of drug paraphernalia. Bail: $2,500.

— A 51-year-old Carson City man was arrested Saturday for a misdemeanor contempt of court warrant issued Nov. 5, 2024 and possession of drug paraphernalia. Bail: $2,000 cash.

— An 18-year-old Carson City man was arrested Dec. 6 for a misdemeanor battery warrant issued Nov. 6, 2024. Bail: $3,000.

— A 49-year-old man was arrested Dec. 6 for a misdemeanor contempt of court warrant issued De. 21, 2023 from trial court of Washoe Tribe. No bail hold for extradition.

— A 26-year-old Carson City woman was arrested Dec. 6 for suspicion of DUI, hit and run (NHP charge) and two counts probation violation.

According to the booking report, deputies were dispatched to assist Nevada Highway Patrol with a hit and run that happened at Fairview and I-580 overpass, with the victim vehicle following the suspect vehicle to the area of North Lompa and Menlo Drive, but stopped and stayed at a gas station parking lot.

Deputies met with the reporting party who advised that while stopped at the red light on the I-580 ramp at Fairview, a vehicle rear-ended him. The vehicle left the scene and the victim vehicle driver followed, identifying the suspect vehicle, the license plate and contacting law enforcement.

The suspect exited her vehicle, approached his vehicle and opened the driver’s side door as if she was going to fight him, the report states. The victim driver closed the door and drove away to the gas station where he waited for law enforcement.
The victim driver said he believed the female suspect driver was intoxicated as she could not maintain balance and walk in a straight line.

Deputies searched the area and located the suspect vehicle parked at a 45-degree angle, taking up two parking spaces at a covered carport on Green Court. The vehicle had extensive front-ended damage, consistent with the victim’s statement.

The suspect exited the vehicle from the passenger side. The officer observed she was unable to maintain balance and a smell of alcoholic beverage was coming from her person. The deputy asked the woman if she had been driving. She said she had been. The deputy asked if she had been drinking. She said “alot” and then put her arms out in front of her as if she wanted to be arrested, the report states.

While speaking with the woman, she lost her balance twice and was unstable on her feet. Due to her losing balance, the deputy determined it was unsafe to perform standardized field sobriety tests and helped her to the front of their patrol car where she could lean on the front bumper so the deputy could then check for nystagmus in her eyes, the report states.

As the deputy got to the front of their patrol vehicle the woman tried to run away, attempting to escape. She broke the hold the deputy had on her to prevent her from falling as she ran away, but was able to grab onto her arm again quickly after she had begun to flee, the report states.

The deputy took control of the woman and placed her in handcuffs and was told she was under arrest. She yelled and made random attempts to break away to run. She was placed in the rear seat of the patrol vehicle. She was asked if she would provide a preliminary breath test sample. She provided a partial test of .087, the report states.

She was taken to jail, where she was verbally aggressive and kicking the rear cage of the patrol vehicle. She was read the request for voluntary evidence. She agreed to provide a blood sample.

As the phlebotomist was performing the blood draw, the suspect shouted and tried to pull away, and attempted to kick detention deputies. She then vomited several times. She was asked if she had taken any other substances. She stated she had taken ketamine, cocaine, molly, acid and drank alcohol. The blood draw was completed, according to the report.

Due to her statements of drug and alcohol use, she was taken to the hospital for medical clearance, where she continued to be verbally aggressive by cursing and making inappropriate comments. On arrival at the hospital she was uncooperative and continued to attempt to stand up and walk away. After she was medically cleared she was booked for suspicion of DUI, hit and run (by NHP) and two counts probation violation. Bail: $6,000 cash.
