A 40-year-old man was arrested Tuesday for suspicion of drug possession and multiple felony counts for having Social Security cards and identification belonging to other people, according to a Carson City Sheriff’s Office booking report.

Victor Salas Avila of Carson City was taken into custody at 4:21 p.m. following an investigation. He was also booked for misdemeanor possession of drug paraphernalia.

According to the booking report, a deputy observed a vehicle making abrupt lane changes and not using a turn signal. The deputy conducted a traffic stop in the 2200 block of East William and made contact with the driver, who was playing loud music during the stop. The deputy asked the man to turn it down and he complied.

The officer advised Salas of the reason for the traffic stop and asked for his license, registration and insurance. The man told the deputy that when he came to a stop he pulled in front of his insurance agent to renew his insurance because it had expired. The man provided his license but was unable to provide registration, the report states.

The officer asked the man what he was reaching for as he was walking up to the window. The man said he was putting out a cigarette, then pulled out an old cigarette off the floor, the report states.

The man then said he did not give consent to search the vehicle. The deputy told the man he was not asking to search the vehicle, the report states. The deputy asked the man to step out of the vehicle and walk to the front of the patrol car. The man complied. The officer asked if he could search his person for weapons or contraband. The man said the officer could.

During a records check the officer learned the man had a revoked license and a non-extraditable warrant out of Clark County. Dispatch advised the man’s license was revoked and suspended as of September 2019 with no end date.

The deputy placed the man into handcuffs. Due to the car not having valid insurance, a tow was requested. A K-9 did a free-air sniff of the vehicle and alerted positive. During inventory of the vehicle for tow the deputy located paraphernalia in the vehicle, three dirty meth pipes. Continuing the inventory, deputies located a small metal container with suspected methamphetamine.

On the driver’s side floor board deputies located a brown wallet containing two identification cards and three Social Security card that did not have the driver’s name or photograph on them, the report states. They were booked into evidence.

The man was taken to jail. He was read his Miranda warning where he said he understood and wished to speak. The deputy asked who the identification cards and Social Security cards belong to. The man said he didn’t know and that someone may have dropped the wallet in his vehicle because they were trying to get him in trouble, the report states.

The deputy asked the man if he knew the two subjects from the IDs. He said he did not and didn’t know how the IDs got into his vehicle but that he would leave his windows open and vehicle unlocked so it was possible anyone could put the wallet in his car, the report states.

The officer asked about the meth and paraphernalia. The man said he did not know who they belonged to or how they got into his vehicle.

The officer asked the man about the last time he used meth. The man said he was arrested approximately four months ago. The man then became quiet and said he wanted to leave Nevada and was done talking. Bail: $20,000.

— A 45-year-old Carson City woman, Cecilia Garcia, was arrested Tuesday for a felony warrant alleging grand larceny of a vehicle. The warrant was issued June 21, 2024 out of Carson City Justice Court. Bail: $10,000.

— A 43-year-old man was arrested Tuesday for suspicion of burglary of a business and for being an alleged habitual criminal, according to a Carson City Sheriff’s Office booking report.

Jacob Fern was taken into custody following an investigation. He was also booked for misdemeanor possession of paraphernalia.

According to the booking report, on Tuesday Carson City Sheriff’s Office deputies were dispatched to the 700 block of North Carson Street for suspicious circumstances. Dispatch advised the reporting party said a man in his 40s had kicked in a door and walked into the business and closed the door behind him.

Deputies arrived and gave verbal commands for the man to come out. A deputy observed a shoe print on the bottom corner of the door and located an employee who advised they worked in the building and had access to the building.

The employee unlocked the door where officers conducted a building search. The building was empty. Officers were unable to enter a sprinkler room from inside the building, which is believed where the man was hiding, the report states.

Deputies requested the Carson City Fire Department to respond to access a Knox box. The fire department arrived on scene and unlocked the door where the man, identified as Jacob Fern, was found. Officers gave verbal commands to open the door and come outside. The man opened the door but refused to come out of the room. The man eventually complied. The man’s shoes matched the shoe print on the door, the report states.

Officers searched the room and found a glass meth pipe stuffed inside the pipes in the room. Deputies observed a phone charger plugged into the outlet. The charger is a matching charger for the phone the man had on his person when he was found.

The owner of the business advised they wanted to press charges for burglary of a business. Bail for the burglary charge was set at $10,000. Bail for being an alleged habitual criminal: $75,000.

— A 51-year-old Carson City man was arrested for a misdemeanor contempt of court warrant issued June 20, 2024 out of Carson City Justice Court. Bail: $1,000.

— A 51-year-old South Lake Tahoe woman was arrested Tuesday for a misdemeanor violation of suspended sentence warrant issued August 12 out of Carson City Justice Court. Bail: $1,000 cash.

— A 53-year-old Carson City man was arrested Tuesday for suspicion of driving on a revoked license for DUI. Bail: $1,137.
