A 30-year-old transient man was arrested in the 500 block of N. Carson Street Monday afternoon for possession of methamphetamine among other charges.
According to the police report, Norberto Gutierrez-Ceja was arrested after deputies conducted a registration check on a vehicle and found that the license plate was registered to another vehicle.
Deputies stopped the vehicle and made contact with the driver, who identified himself as Gutierrez-Ceja and said “it’s the plate, huh?”
Gutierrez-Ceja stated that the plate belonged to his other vehicle, and stated he did not have vehicle insurance or a moving permit to operate the vehicle.
Deputies asked Gutierrez-Ceja to step out of the vehicle. According to the report, they had to instruct Gutierrez-Ceja multiple times to keep his hands from his pockets, and told him to place his hand on the vehicle.
Deputies “took control of Gutierrez-Ceja’s left arm” and when doing so, they could feel his forearm was flexed and his hand was bent at the wrist.
Deputies asked if he had an injury, and Gutierrez-Ceja stated no, that he was holding onto a pipe.
Deputies took possession of what appeared to be a methamphetamine pipe.
Gutierrez-Ceja was placed in handcuffs and he admitted to using methamphetamine that morning.
Deputies located a small black zippered case behind the driver seat which contained multiple small clear plastic baggies with a trace amounts of what deputies believed to be methamphetamine.
Gutierrez-Ceja was taken into custody without issue and was booked on driving with a fictitious plate, driving without vehicle insurance, operating an unregistered vehicle without a permit, possession of a controlled substance and possession of drug paraphernalia.
