CARSON CITY — State legislative Democrats have released their proposals for state Senate and Assembly districts.
Democrats will debate the proposals together with Republicans during meetings of the Assembly and Senate tonight. Republicans released their proposals for new state Senate and Assembly districts, as well as Congressional districts, this morning.

Here is the fishing report for Western Nevada, Northern California and the Sierra for the week of April 27. Opening Day for fishing on California lakes and streams is April 30.

Environmental agencies have opened a new phase in their investigation into mercury contamination in the Carson River and Washoe Lake watersheds that has been associated with a historic Comstock Lode gold and silver mining.

More unsettled spring weather continues today with a strong Pacific jet stream expected to bring gusty winds to Carson City, Reno, Carson Valley and the Sierra.

Gusts of up to 70 mph are possible in some areas, prompting the National Weather Service to issue a wind advisory through 8 tonight.

CARSON CITY – Nevada’s rural Republican legislators are struggling to defend the governor’s budget that cuts their communities.
Democrats have been showcasing cuts to the rural counties in order to convince rural Republican legislators that a vote for tax increases is a vote to mitigate the harm to their districts.
Senate Majority Leader Steven Horsford, D-Las Vegas, said that rural counties are already “cut to the bone,” and in many cases could lose all that they have left.

CARSON CITY – As Gov. Brian Sandoval today said it is premature to speculate on who he will appoint to replace GOP U.S. Senator John Ensign, Democrats in the Nevada Legislature said they will seek a resolution urging a “fair, open, and transparent process for appointing a temporary replacement.”

CARSON CITY – The Assembly was awash with numbers tonight.
As part of the Democratic strategy to close the budget, the Assembly as a whole discussed for four and a half hours the education budget so that all legislators could learn about the cuts.
Legislative staff presented to the Assembly more than $1 billion proposed “major reductions” to school districts. These numbers come from a variety of sources:

CARSON CITY – Lawmakers took time some away from the budget and other pressing issues today to honor former Sen. Bill Raggio, a fourth-generation Nevadan and the longest-serving member of the state Senate who retired earlier this year.

CARSON CITY – Assemblyman Pat Hickey, R-Reno, wanted honesty about the Legislature’s budget “end game,” and he got it.
At a legislative town hall featuring 21 lobbyists, lawmakers and business leaders, the candid comments from panelists seemed to suggest a looming budget compromise is a fool’s hope.

CARSON CITY — Assemblyman Pat Hickey, R-Sparks, is asking other legislators to “lay your cards on the table.”
As the budget debate in Carson City roils to no discernible conclusion, Hickey is bringing 21 lawmakers, business leadersa and academics to the Legislature to talk taxes and government reform.
“This forum will help get out into the open things that have only been talked about behind closed doors,” Hickey said. “As moderator, I plan to press participants to speak openly about the ‘end game’ here this session.”

But the cost of several of his proposals drew opposition at a legislative hearing today.

The Bureau of Land Management (BLM), Carson City District-Sierra Front Field Office, has prepared the Spanish Springs Quarry Mineral Sales, Conveyor Belt and Access Road Right-of-Way, Environmental Assessment (EA) and draft Finding of No Significant Impact (FONSI).

The EA analyzes the potential effects to the human environment associated with the Plan, which would set management guidance for approximately 991 acres of BLM managed lands in Washoe County, Nevada.

Sandoval today vetoed a bill from Assemblywoman Debbie Smith, D-Sparks, that would have allowed school districts to use debt reserves for school renovation.
Sandoval is counting on that same pot of money to fund school district operating costs.

CARSON CITY – The budget is not the only thing legislators are cutting this session.
Far from the budget tug-o-war that snags newspaper headlines, legislators this session must kingmaker carve the boundaries of congressional, senate and assembly districts that will remain for the next ten years, or the next five budget cycles.
