Carson City deputies arrest woman for drug possession after she parked in a stranger's driveway

A 54-year-old Reno woman was arrested in the area of Catalpa Dr. for possession of methamphetamine and possession of a dangerous drug without a prescription after parking in a stranger’s driveway for over 20 minutes.

According to the report, Elizabeth Denise Culpepper was arrested after deputies were dispatched to a residence on report of a suspicious vehicle. The vehicle had been parked in a homeowner’s driveway for over twenty minutes.

Upon arrival, deputies made contact with the driver, later identified as Culpepper, who stated she was waiting for someone to help her move. Deputies noted that her story was not clear and “seemed suspicious.”

Deputies noted that she was exhibiting symptoms of someone high on a stimulant. She was speaking quickly, was jittery, and had a difficult time sitting still.

A Deputy K-9 was dispatched, and when they arrived, Culpepper looked at the K-9 and told deputies she had prescription only pills in her vehicle. She said she had a prescription for them, but did not have the prescription bottles with her.

She further informed deputies she had Methamphetamine in her vehicle, and told deputies where to find them.

Deputies took Culpepper into custody without issue.

Bail: $5,000

— A 42-year-old transient woman was arrested in the 700 block of S. Stewart St. for possession of a controlled substance, possession of a dangerous drug without a prescription, possession of drug paraphernalia, and deriving with suspended registration.

According to the report, Nichole Dawn Holland was arrested Wednesday by SET deputies after they spotted her vehicle driving with a Jan. 2020 registration sticker on a Calif. license plate. Dispatch advised it was suspended.

Deputies stopped the vehicle and saw the woman, later identified as Holland, look towards the center console. Deputies made contact and noted she was “really nervous.”

Holland denied having any drugs in the vehicle, but her hands continued to shake throughout their conversation.

K-9 deputy Tico was dispatched to the scene, who conducted a free air sniff around the vehicle. Tico attempted to enter the driver’s window as he walked around the vehicle. Holland asked what Tico was doing, and deputies said he was giving a positive alert for drugs inside her vehicle.

Holland said she did have marijuana inside the vehicle and would provide the location inside the vehicle. Deputies continued to search the vehicle and located a fanny pack in the center console where Holland had been looking, which contained a methamphetamine pipe.

Deputies also located a clear plastic baggie with a powdery substance inside the black fanny pack, which tested positive for methamphetamine.

Deputies also located an ibuprofen bottle which contained ibuprofen and eight large white tablets, which came back as prescription only 800 mg ibuprofen tablets.

Holland was taken into custody and animal control responded to take custody of her three small dogs.

— A 25-year-old Carson City man was arrested in the area of Highway 50 E. and Nye Lane for speeding, driving with fictitious registration, driving without a valid driver’s license, and a felony bench warrant.

According to the report, Charles David Rosencrantz was arrested after deputies saw a vehicle driving with no license plates on the rear of the vehicle.

The vehicle in question was traveling at 67 mph in a 45 mph zone. Deputies stopped the vehicle and noticed it had a Nevada Temporary Tag which had been “pulled up with the wind.” The VIN came back to a suspended registration.

Deputies made contact with Rosencrantz, who immediately told deputies he had a warrant out of his arrest and that he did not have a Nevada Driver’s License.

He was taken into custody without issue.

— A transient man was arrested in the 1400 block of E. William St. on a failure to appear warrant issued out of Carson City Justice Court on Nov. 9, 2020.

Bail: $637

— A 25-year-old Carson City woman was arrested after deputies were dispatched to the front counter of the Sheriff’s Office to serve her a Temporary Protective Order. While enroute, dispatch advised the woman had a warrant out of Douglas County. Deputies served her the TPO and then took her into custody on the warrant.

Bail: $328 cash only

— A 34-year-old South Lake Tahoe, Calif. an was arrested for a violation of a suspended sentence warrant issued out of Carson City on Sept. 18, 2017.

Bail: $3,000 cash only

— A 29-year-old transient man was arrested at the Carson City Jail for an unlawful taking of a motor vehicle warrant, issued to of Carson City on Sept. 2, 2020.

Bail: $1,500

— A 28-year-old Reno man was arrested at the Carson City Jail on a contempt of court warrant issued out of carson City on Aug. 11, 2020.

Bail: $500 cash only

— A 24-year-old Washoe Valley man was arrested at the Carson City Jail on a criminal contempt warrant, issued out of Carson City on Jan. 14, 2020.

Bail: $500 cash only

UPDATE 6 p.m.: Courtesy of the Lyon County Sheriff’s Office: On May 3, 2024 at approximately 1430 hours, Lyon County Sheriff’s Deputies responded along with Central Lyon County, Carson City and Storey County Fire personnel to the area of 34 Newman Ln. for a report of motorhome on fire. Upon arrival, it was discovered that the fire had spread and multiple other abandoned vehicles caught fire as well. No one was hurt or injured during the incident. The incident is currently under investigation, which is being conducted by the Nevada State Fire Marshall’s Division.

UPDATE 2:38 p.m.: Firefighters from Storey are also now responding.

UPDATE 2:33 p.m.: Multiple vehicles on the property are engulfed in flame.

Around 2:15 p.m. a fire was reported at 34 Newman Lane in Mound House.

Firefighters from Carson City and Lyon County are enroute to the scene.

UPDATE 1:20 p.m.: According to Sheriff Ken Furlong, a student reported they saw a weapon. The incident was investigated and there was no weapon found. The lockdown has now been lifted and students are leaving the school.

UPDATE 1:15 p.m.: Update 05-03-24 at 1:15 p.m.
One student has reported an alleged weapon sighting. It has not been corroborated, but school officials and the sheriff’s office are investigating out an abundance of caution.

UPDATE 12:50 p.m.: The following update was provided by the district:

Carson High School was put on lockdown this afternoon around 12:15 p.m. No person was injured. There is an active situation being investigated in cooperation with the Carson City Sheriff’s Office. We will provide more information as it becomes known. The school is secure. Do not go to the school. No entrances will be permitted at time. The district will provide updates every 30 minutes. Expect the next update at 1:15 p.m.

Carson High School is currently on a lockdown as of 12:40 p.m. Friday, but there has been no incident reported according to Sheriff Ken Furlong.
