Carson City Supervisors to discuss new library mural, wildfire protection and honor city's centenarians
The next Carson City Board of Supervisor’s meeting will take place Thursday, Sept. 21, 2023 beginning at 8:30 a.m. in the Robert ‘Bob’ Crowell Board Room in the Carson City Community Center, located at 851 E. William Street.
Items up for discussion include a new mural at the library, honoring Carson City centenarians, wildfire plans and more.

— Carson City Supervisors will recognize Sept. 22, 2023 as National Centenarian’s Day, and will recognize Carson City residents who have reached the 100-year milestone.
— A proposed mural will be discussed on the exterior wall of the Carson City Library as part of the Carson City Murals and Music Festival. If approved, the Mayor Lori Bagwell will be authorized to execute a muralist agreement between the city, the Brewery Arts Center, and artist Hayley Meadows, for a three-year no cost agreement ensuring the city will maintain the mural for three years.
The festival will create an estimated 21 murals on walls throughout Carson City over the course of the weekend of Sept. 28-30, most of which will be painted on private property with the exception of the library mural.
— An application submittal will be discussed regarding a grant for $75,484 from the Homeland Security Grant Program with no local match requirement to purchase supplies and provide travel funding and part-time staffing for the Community Emergency Response Team. The CERT program is a volunteer team that would benefit from funds for supplies, travel reimbursement and part-time staffing support, according to the agenda.
— Similarly, the Carson City Fire Department’s Emergency Management Team is seeking approval of a grant application submittal for $191,039 for a local cybersecurity grant to purchase proximity access and video surveillance equipment for the new fire station. This would come with a 20% grant match from the city not to exceed $38,207.
— An interlocal agreement will be discussed between WNC and the city so WNC can utilize the city-owned properties such as the community center, Bob Boldrick theater, the pavilion, and more with fees to be paid on a per reservation basis.
— A discussion and possible action will be held regarding the disposal and sale of Carson City-owned property located between W. Fifth Street and W. Fourth Street of a parcel approximately 3-feet wide by 88.25 feet in length. If approved, the parcel will be sold for not less than $1,606.25 plus any required fees to the adjacent property owners.
— An update to the Community Wildfire Protection Plan will be discussed, which was created in 2009. The updated CWPP provides a detailed analysis of wildfire risks and hazards in and around Carson City’s Wildland Urban Interface, according to the report.
— A proposed ordinance will be voted upon regarding a proposed zoning change from Public Regional to Single Family 6,000 on a 0.7 acre property located on Fleischmann Way west of the N. Divison Street intersection.
— In addition, supervisors will vote on ordinance changes within the Lompa Ranch North Specific Plan, which would changing zoning to allow for two parks within the plan.
— A discussion will be held to appoint Sandra Doughty as the Public Guardian for a four-year term beginning in November with a compensation of $90,000 in the first year. State law requires the board to appoint a public guardian.
