Carson City Supervisors to discuss zoning changes, opioid settlements, new facilities and more
The next Carson City Board of Supervisors meeting will be held on Thursday, June 16 beginning at 8:30 a.m. in the Bob Crowell Boardroom of the Community Center, located at 851 E. William Street.
Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes per speaker.
Among the agenda items:
— A discussion and possible action will be held regarding Amendment No. 2 to the One Nevada Agreement on Allocation of Opioid Recoveries to provide authorization from Carson City to the state to receive funds through the negotiated resolution of claims in any opioid-related law suits.
The funds will be used to remit payment of attorneys’ fees, lead litigator costs, required Medicaid reimbursements and, if any, Carson City’s allocation of settlement funds to Carson City.
— A final recommendation will be held for the Community Development Block Grant appropriations from the Governor’s Office for Economic Development. Carson City’s allocation for Fiscal Year 2023 is $482,788. Staff is recommending the allocation of $35,000 to Public Service Programs (7.24 percent); $330,000 to Public Improvement Projects (68.5 percent); and $48,278 for grant administration (10 percent). The remaining $69,510 would be allocated in the next grant cycle. A maximum of 15 percent is allowed for public services, a minimum of 65 percent must be spent on public facilities and improvements, and a maximum of 10 percent is allowed for administration.
— Discussions will be held on 11 agenda items all relating to changes in zoning, including changes from single family residential to public neighborhood, low/medium density residential to parks and recreation, and more.
In addition, the zoning for Empire Cemetery, located at 5480 Morgan Mill Road, will be changed from General Industrial to Conservation Reserve to create consistency in Master Plan designations.
— A discussion and possible action will be held regarding a contract between Carson City and Core West, Inc. to construct a new facility for a combined emergency operations center, fire station, and backup emergency dispatch center to meet the needs of an increasing population, and to improve emergency management and preparedness capabilities for Carson City.
— A discussion and possible action will be held regarding a Forensic Support Services Agreement between Washoe County and Carson City for a fee not to exceed $127,079 for forensic services provided by the Washoe County Sheriff’s Office, not including toxicology services.
— A second reading will be held of a proposed ordinance regarding establishing various provisions relating to land use and zoning administrative appeals. If enacted, the ordinance will establish various provisions governing administrative appeals.
— The Carson City Sherif’s Office is requesting authorization regarding food purchase agreements for Carson City Jail inmates in the amount of $250,000 to be dispersed between four main vendors: BakeMark, National Food Group, Nicholas and Company and Franco American Baking Company.
— The Carson City Fire Department is requesting authorization to purchase personal protective equipment for Fiscal year 2023 in the not-to-exceed-amount of $125,000, and emergency medical services equipment in the not-to-exceed-amount of $160,000.
— A discussion and possible action will be held regarding the purchase of two Chevrolet Silverado 2500 HDs in lieu of two Ford F-350s for a not-to-exceed-amount of $103,286.94 utilizing a contract between the State of Nevada and Michael Hohl Motor Company.
On Dec. 2, 2021, the Board approved the purchase of 26 City replacement vehicles, including two Fire Department vehicles with the Carson City Streets Division which were to be replaced with Ford F-350 trucks; however, the trucks have been unavailable for purchase. The two purchases were planned and are funded as part of the approved FY 2022 Capital Improvement Vehicle Replacement Program.
— A discussion and possible action will be held regarding a proposed amendment to an extension of lease by and between a Delaware limited liability company and Carson City on behalf of the Carson City Department of Health and Human Services at the rate of $25,116 per year for one year to terminate on June 30, 2023.
Sierra Medical Complex and the city entered into a lease agreement in July 2020 in the capital Plaza Business Center on E. William Street for $24,300 per year. Staff recommends renewing the lease.
— The Carson City Department of Health and Human Services is requesting approval to apply for a housing grant for Emergency Solutions for approximately $65,000. CCHHS applies each year for the grant, and the grant period is two years. The grant includes additional funding for the street outreach project which is eligible in this grant.
— A discussion and possible action will be held regarding the creation of a full-time, grant-funded Public Health Program Specialist position in the Carson City Department of Health and Human Services which will provide services to the CCHHS Public Health Preparedness Division. This will replace a temporary position that was contracted through an outside agency.
— A discussion and possible action will be held regarding a proposed grant of non-exclusive easement from Carson City to Sierra Pacific Power to construct a transformer and meter in order to provide electricity to the Carson city Rifle and Pistol Range.
— A discussion and possible action will be held regarding a proposed administrative order on consent between the city and the U.S. Environmental Protection Agency (EPA). Carson City voluntarily agrees to undertake specified measures to remedy alleged violations and prevent future violations within the Wastewater Pretreatment Program.
In September 2020, the EPA conducted an audit of the program, which did not identify any environmental harm caused by the city. However, the audit did identify improvements the city should make to improve its ability to document, monitor and enforce program compliance.
— A discussion and possible action will be held regarding the Annual Technology Fund report, which is a separate account in the general fund, money from which must be used to acquire or improve technology in the office of the assessor. There is currently a balance of $173,569.03, which will be used for future computer automated mass appraisal system expenditures.
— A discussion and possible action will be held regarding an extension to the contract between the city and Ion Wave Technologies, Inc. for Carson City’s continued access to the Nevada Government Electronic Marketplace procurement software through Fiscal Year 2027, for an amount not to exceed $86,250.
— A discussion and possible action will be held regarding the Carson City Airport Authority’s applications to the FAA for $5.4 million in grant funding, with an additional 6.25 percent match from CCAA in the amount of $360,915.62 to fund automated weather observing system relocation, approach light system installation, and the design and construction of a new terminal building.
