Supervisors to discuss creation of a new city department, Andersen Ranch subdivision, and more
The next Carson City Board of Supervisor’s meeting will take place Thursday, June 1 beginning at 8:30 a.m. in the Robert ‘Bob’ Crowell Board Room in the Carson City Community Center, located at 851 E. William Street.
Items up for discussion include the Andersen Ranch proposed subdivision, the creation of a new Carson City department, and more.

— Supervisors will discuss a tentative map for the Andersen Ranch West project, which aims to create 61 single family residential lots on approximately 30 acres zoned single family one acre and single family 12,000 feet.
The parcel is located west of Ormsby Blvd and north of Kings Canyon Road.
The entire parcel is approximately 80 acres and includes a 50 acre remainder parcel which includes an existing residence.
The Planning Commission recommended denial of the tentative subdivision map at a previous meeting. This was the second time the Planning Commission denied their request.
— Supervisors will discuss the creation of a new Carson City Office of Public Defender Department due to the Nevada State Public Defender’s Office being unable to provide indigent defense services in Carson City.
Carson City’s existing Indigent Defense Services Plan requires the SPD to provide the primary layer of indigent defense representation in Carson City. However, SPD has indicated that due to critical short-staffing, they can no longer provide services to defendants in Carson City.
As a result, Carson City and the Nevada Department of Indigent Defense Services have agreed to work together to create a corrective action plan.
Under the plan, Carson City will establish and staff an Office of the Public Defender to provide the primary layer of indigent defense services in Carson City. A proposed budget of $2 million is necessary to establish the CPD beginning July 2023.
— The newly formed Carson City Deputy District Attorneys Association has been in negotiations with Carson City to establish the first collective bargaining agreement for the association.
Supervisors will discuss the proposed CBA which would go into effect July 2023 and expiring in 2026. The estimated fiscal impact would be $981,508 above the three-year projections previously approved by the Board.
— The Sheriff’s Office and Mission Critical Partners will host a presentation regarding a new system to replace the Tiburon Computer Aided Dispatch System, Records Management System and Jail Management System. Carson City has retained MCP to assist in the selection of a new vendor and to provide negotiations for the contract.
— NV Energy is requesting an easement for electric utility infrastructure on portions of the Carson City Airport. The infrastructure was actually installed around 12 years ago, but NV Energy recently discovered that an easement was never granted.
— Supervisors will discuss appointing the following as trustees of the OPEB Board for two year terms:
Andrew Rasor, Carson City Treasurer
Pamala Ganger, Carson City Deputy Chief Financial Officer
Lee Plemel, former employee and retiree
— Supervisors will discuss a proposed amendment to an interlocal agreement between the Carson City Courts and Rural Clinics to provide collaborative case coordination for Mental Health Court and no cost from July 2023 through July 2025.
Rural Clinics receives funding from the state for the Mental Health Court Program. Funding pays for one full-time psychiatric caseworker and for ancillary program needs.
— The Carson City Fire Department is requesting $125,000 to purchase PPE including turnouts utilizing a joinder contract between the League of Oregon Cities and L.N. Curtis and Son.
CCFD is also requesting $80,000 to purchase emergency medical equipment and supplies. Purchase supplies include IV supplies, medications, bandages, splints and other items used in the treatment of patients at the scene of medical calls and during transport.
— Supervisors will discuss an interlocal agreement contract with the state’s Department of Conservation and Natural Resources forestry division for wildlife management services not to exceed $18,820 for a term from July 2023 through June 2025.
— A contract renewal with T&T Lawns Plus LLC will be discussed regarding their services in the South Carson Neighborhood Improvement District for a not to exceed amount of $110,295 through 2024, for a new total amount of $330,885.
— The Airport Authority is requesting a potential match of funds from Carson City in the amount of $457,867 if $6.86 million in grant funding is secured. The funds will be utilized for phase three of the Approach Lighting Installation Project, construction of a new snow removal equipment building, and construction of a general aviation terminal building.
— A representative from the University’s School of Medicine will discuss the 2023 Nevada County Health Rankings and Roadmaps.
