Carson City Supervisors to discuss juvenile detention facility, children's museum and more Thursday
The next Carson City Board of Supervisor’s meeting will take place Thursday, Feb. 4 beginning at 8:30 a.m. in the Robert ‘Bob’ Crowell Board Room in the Carson City Community Center, located at 851 E. William Street.
Among agenda items for discussion include a new or improved Juvenile Detention Center, a lease for the Children’s Museum of Northern Nevada, whether or not to sell delinquent properties and more.
The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the Governor’s Declaration of Emergency Directive, public meetings of Carson City will not have a physical location open to the public until such time this Directive is removed.
Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3 p.m. the day before the meeting.
— A new or improved Carson City Juvenile Detention Center could be on the horizon. The city issued a formal request for qualifications on Sept. 3, 2020 requesting qualified firms to submit statements to provide planning, architectural and engineering services for the Carson City Juvenile Detention Center Needs Assessment. The project includes performing a facility needs assessment and developing a comprehensive plan for renovating/expanding the existing facility or building a new facility to satisfy industry standards, and meet the current and future operational needs of Carson City Juvenile Services.
A discussion and possible action will be held regarding the needs assessment contract for an amount not to exceed $79,000 through Dec. 30 2021.
— A discussion and possible action will be held on whether or not the city should sell four properties, for a total amount not less the the cost of taxes, penalties and interest legally chargeable against the properties.
According to the agenda, taxes have been delinquent on each of the properties and the owners of the properties had two years to pay all delinquent taxes, costs, penalties, and interest legally chargeable against the properties. The period of redemption has expired, and all four remain delinquent in the total amount of $22,672.81.
This item was postponed from April 30, 2020 due to COVID-19.
The Board will vote to either postpone the sale again or authorize the sale of these four properties, although some may be protected from sale under U.S. bankruptcy laws.
— Discussion and possible action will be held regarding the appointment of a representative member to the Nevada Local Justice Reinvestment Coordinating Council for a two-year term.
The NLJRCC was created by the Nevada Legislature in the 2019 session. District Attorney Jason Woodbury has recommended Deputy District Attorney Garrit Pruyt for appointment.
— A discussion and presentation will be held on the UNR Extension, Carson City Needs Assessment Results, given by Lisa Taylor, Carson City Extension Educator.
The UNR Cooperative Extension is dedicated to providing family-friendly 4-H, STEM and youth development programs, along with adult issues that address important issues, including water quality, sustainable food availability, health and wellness and vocationally relevant training.
— A discussion and possible action regarding a proposed lease of 813 N. Carson Street to the Children’s Museum of Northern Nevada to be used for a charitable or civic purpose at the rate of $1 per year for a term of 3 years and 5 months.
The city leased the premises to the Children’s Museum on Jan. 1, 2001 for an initial 10-year term at $1.00 per year. The Children’s Museum exercised an option to renew the lease for an additional 10 years that expired on Dec. 31, 2020. Staff is recommending to continue to lease in shorter time frames.
— Carson City Health and Human Services is requesting approval of an agreement to provide public health and clinical nursing experience to WNC students, which is part of the required curriculum for nurses. By providing this educational opportunity, the city is supporting the future nursing workforce. The agreement would last through June 30, 2026, for no monetary compensation.
