Carson City deputies make arrests for DUIs, misuse of 911 and provoking an assault

A 30-year-old Carson City woman was arrested Sunday for suspicion of provoking an assault after a witness showed deputies a video of her challenging a neighbor to a fight, according to a Carson City Sheriff's Office booking report.

CCSO deputies were called to a long-term stay motel on North Carson Street at 11:28 a.m. for a report of a neighbor dispute between residents.

A deputy arrived and spoke with a resident who stated she was having issues with a neighbor in a nearby room. She said she heard a knock on her door and it was the resident, who had previously lived with her. She stated she did not want to speak with the woman and did not want any contact, the report states.

A deputy then spoke with a neighbor who witnessed the dispute. The neighbor stated they recorded the incident on their phone and showed the deputy footage. The officer could clearly see the woman yelling and screaming at someone on the second floor of the motel and that she could be be seen "flipping off" the subject and challenging them to a physical altercation by repeatedly saying "bring it on," according to the report.

The person in the video was the woman questioned earlier, who was the one seen provoking the fight. Based on the witness statement and video, the woman who officers spoke with was arrested for suspicion of provoking an assault. Bail: $637.

In other arrests:
— A 33-year-old woman was arrested Sunday for suspicion of DUI and gross misdemeanor unlawful taking of a vehicle, according to a Carson City Sheriff's Office booking report.

At around 2:28 a.m. a deputy was driving north on Stewart Street near East 9th and saw a black truck that had gone off the road and hit a sign in an empty lot.

The deputy walked up to the truck and saw a woman slumped over in the driver's seat, according to the arrest report. The officer knocked on the window and shined his flashlight into the cab for several seconds. The driver was a female adult and sole occupant of the truck.

The officer announced "sheriff's office." The woman looked to be incoherent and was not responding or trying to open the door. The officer attempted to open the door but it was locked. The officer knocked again and the woman began to scream. A sergeant arrived on scene and was able to talk her through unlocking the door, which she was unable to do, the report states.

The female identified herself. Officers could smell a strong odor of alcohol coming from her person. She had red, watery eyes and was having a hard time completing sentences, the report states. The officer asked where she was coming from but she was unable to tell him. She did tell him where she lives.

There wasn't airbag deployment. She took her seat belt off to get out of the vehicle but was uneasy on her feet and slightly swaying, the report states. Carson City Fire Department responded to the scene. The officer observed her right pupil was smaller than her left. Due to the woman hitting her head and having unequal pupils the officer did not complete standardized field sobriety tests.

She was asked if she would be willing to submit to a preliminary breath test. She said she would not. She was asked if she would be willing to submit to a blood test as she was being taken by the fire department to get checked out at the hospital. She agreed, according to the report.

The officer asked the woman whose truck she was driving as she was not the registered owner. The officer asked if she had permission to take the truck. She said she did. The registered owner was contacted and was informed that their vehicle was involved in an accident and the woman was going to be arrested for suspicion of DUI. The registered owner was asked if the woman had permission to take the truck. They said they knew the woman but she was not supposed to be driving their vehicle and wanted to press charges.

The driver was taken to the hospital and two vials of blood were administered and then booked into evidence. She was medically cleared and released fro the hospital.

She was read her Miranda rights where she understood and agreed to speak. She said had been at a bar with a brother-in-law and that she had permission to take the truck. She said he gave her the keys to leave.

The officer asked if she would sign a consent to search her phone. She agreed. On her cell phone was a message thread shortly after midnight asking where his truck was. There were several messages following asking about his truck. He then stated that he was going to report it stolen. The woman again stated she had permission to take the truck. She was booked for suspicion of unlawful taking of a vehicle and DUI.

In other arrests:
— A 61-year-old man was arrested Jan. 12 for misdemeanor being an ex-felon failure to register. Bail: $150.

— A 60-year-old Carson City man was arrested Monday for suspicion of DUI. According to the booking report, a CCSO deputy was driving their marked patrol car on Proctor Street near the intersection of Plaza Street. At 11:42 p.m. The deputy observed a sedan driving parallel on Telegraph Street, and continued eastbound on Telegraph and completed a full stop at the stop sign on Fall Street.

The driver remained at the stop for a prolonged period of time. The officer also observed the driver did not have an active license plate light on the vehicle. For the equipment violation the officer made a traffic stop near the intersection of Telegraph and Roop streets, the report states.

The officer made contact with the driver and could smell an odor of alcohol coming from his person. The man was slow to provide documentation. He was asked if he was drinking earlier to which he affirmed, stating he had "a few drinks." He later specified beer.

He was asked if he would submit to standardized field sobriety tests. The man initially consented but asked for further explanation of the testing process and legal implications, the report states. The officer advised that he would not force or otherwise require him to submit to field sobriety tests. During this conversation, he stated "my license is my life," the report states.

The officer informed the man that if he would not submit to field sobriety tests, they would communicate with an on-call district attorney to apply for a warrant. The man stated he was "pretty sure it will come up over the limit." At that point the officer asked the man to exit the vehicle to prevent him from remaining in actual physical control of the vehicle. The man was unsteady as he exited. The officer again asked if he would submit to field sobriety tests. The man ultimately declined, the report states.

After conferring with the on-call district attorney the officer determined there was probable cause that the man was operating a motor vehicle while under the influence. He was arrested and was read the request for voluntary evidence and given further explanation. The man ultimately consented to an evidentiary blood sample. Bail: $1,137.

— A 65-year-old Carson City woman was arrested Monday, 8:48 p.m., for suspicion of DUI and driving left of center. According to the booking report, a deputy was dispatched to East Winnie Lane and Lone Mountain Drive to assist with a crash involving two vehicles and a possible impaired driver.

The deputy arrived on scene and found two vehicles pulled over to the right side shoulder on Lone Mountain. The driver admitted to a deputy to drinking alcoholic beverages. The officer could smell a strong odor of alcohol coming from the woman's person. She agreed to field sobriety tests and showed signs of impairment on the tests. She provided a preliminary breath test of .130 and was arrested for suspicion of DUI. At jail she provided evidentiary tests of .144 and .144. Bail: $1,137.

— A 40-year-old man, Jesse Lee Coffman, was arrested Monday, 6:50 p.m. for suspicion of felony possession of a controlled substance and three misdemeanors: possession of drug paraphernalia, a Department of Alternative Sentencing violation of a suspended sentence and DAS primal contempt. Bail: $3,637 for the drug violations and $1,500 cash for the DAS violations.

— A 59-year-old woman, Johanna Marie Thomas, was arrested Friday for suspicion of possession of a controlled substance, a felony, and possession of drug paraphernalia, a misdemeanor offense. Bail: $3,637.

— A 30-year-old Carson City man was arrested Sunday for suspicion of misuse of 911, a gross misdemeanor offense. According to the booking report, the man had been arguing with family members, was intoxicated and called 911 at least three times. Deputies spoke with family members, who said the man suffered from depression, had been drinking and called different people to have conversations to stay up.

The man told deputies he did not want to be home and would consider going to jail in order to get away. He acknowledged he was intoxicated and said he would go to bed for the night. Deputies left. Then the man called 911 again, disconnecting. Officers returned and spoke with the man who admitted to calling and disconnecting. He was arrested for misuse of calling 911. Bail: $2,500.

UPDATE THURSDAY: The Washoe County Regional Medical Examiner’s Office has identified the two people who died Wednesday morning following the two vehicle crash on I-580 in Carson City. They are Alejandra Hernandez Valtierra, 36, and Viola Santoyo Huizar, 48, both of Carson City.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.
