Carson City supervisors to take up final roundabout sculpture design, new daycare facility and more

The next Carson City Board of Supervisors meeting will be held on Thursday, Jan. 18, 2024 beginning at 8:30 a.m. in the Bob Crowell Boardroom of the Community Center, located at 851 E. William Street.

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes per speaker.

— The final proposed design of the “Sense of Place” sculpture selected to be built on the South Carson Street roundabout will be presented and voted upon.

Supervisors selected Karen Yank’s design during the Dec. 21, 2023 meeting, and offered a few design suggestions such as changing the tree to a cottonwood, reducing the size of certain elements, and more.

— After receiving approval from the Planning Commission, a new proposed day care facility will come before the Board of Supervisors for approval.

The property, proposed to be located on Mountain Street in west Carson City, will be run by the Boys and Girls Club of Western Nevada. You can learn more about it here.

In order to create the facility, the Boys and Girls Club is seeking a special use permit to be able to operate within the Residential Office use district as a conditional use.

— A $5 million bond will be discussed to be used to finance improvements at the John D. Winters Centennial Park Complex.

Proposed improvements include the installation of artificial turf, a landscape buffer for wind mitigation, drainage enhancements, purchasing maintenance equipments, and more.

— Supervisors will discuss grant amendments to the Ron Wood Family Resource Center and Saint Vincent de Paul Society effective Feb. 1, 2023 through Dec. 31, 2024.

In January 2023, supervisors approved awards to Ron Wood in the amount of $16,127, and St. Vincent in the amount of $57,500 for two-year programs or projects that support unsheltered individuals and emergency housing in Carson City.

One year after the awards were received, Ron Wood and St. Vincent are requesting changes to the scope of there programs because they are experiencing fewer client referrals than anticipated, and are not able to spend the ARPA grant funds as they were originally intended.

— The Sheriff will provide the biannual report regarding deaths in the jail and jail conditions. There have been no prisoner deaths in the jail during the past six months.

— Two appointments will be made to the Carson City Parks and Recreation Commission, each for a four-year term ending Jan. 1, 2028. New applications have been submitted by Lee Heidenfeldt, Deborah Hayward, and Michael Plansky.

— An amendment to the final subdivision map known as Emerson Cottages will be discussed, which is to be located on the east side of Emerson Drive south of I-580. The final subdivision map was initially approved by the board on May 20, 2021.

Now, the applicant is seeking to amend the map by reducing the size of two common areas within the subdivision, which will result in an NV Energy parcel becoming later in size. The portion of the common area parcels to be discussed are currently maintained and landscaped by NV Energy via an easement.

— An interlocal Medicaid contract for $5.85 million will be discussed between Carson City and the State of Nevada.

The interlocal agreement authorizes the Department of Health and Human Services Division of Health Care Financing and Policy and the Division of Welfare and Supportive Services to provide the administrative services necessary to implement the Nevada Medicaid Program State Plan in Carson City, and requires the city to pay the non-federal share of Medicaid expenditures to DHCFP for individuals qualifying for Medicaid within the city. The city’s payment is supported by an ad valorem tax of $.08 on each $100 of assessed valuation of all taxable property in Carson City.

— A contract for engineering design services for the Landfill Tipping Station Design Project will be discussed for an amount not to exceed $479,900. SCS Engineers have been selected to provide engineering and architectural services for the project.

— Supervisors will present Michael Salogga, department business manager, with an award for Employee of the Quarter. The Employee of the Quarter program recognizes outstanding employees whose efforts have helped the city achieve the strategic goals adopted by the Board of Supervisors and who have demonstrated an effort to fulfill the city’s mission, vision and values.
