Emergency Management invites residents, businesses, community organizations, and stakeholders to review and provide feedback on the 2026 Carson City Hazard Mitigation Plan draft. Deadline to submit and provide feedback is Jan. 19, 2026.
This year, Carson City Emergency Management has updated the City’s Hazard Mitigation Plan. The Plan identifies and assesses the risks the City faces from nine (9) natural and three (3) human-cause/technological hazards, and outlines strategies City departments and agencies have identified to reduce the impact of these hazards.
Interested stakeholders and residents can review and provide feedback on the Plan before it is submitted to the Nevada Office of Emergency Management and Federal Emergency Management Agency (FEMA) for review. The Plan is accessible via the Carson City Hazard Mitigation Plan website carson.org/HMPlan, and comments must be submitted via the following online form here.
The Carson City Hazard Mitigation Plan forms the foundation of the City’s long-term strategy to reduce disaster losses and break the cycle of disaster damage, reconstruction, and repetitive damage.
As stated in 44 CFR § 201.1(b), the purpose of mitigation planning is for state, local, and tribal governments to identify the natural hazards that impact them, to identify actions and activities to reduce any losses from those hazards, and to establish a coordinated process to implement the Plan, taking advantage of a wide range of resources. Furthermore, the Plan must be updated and reviewed by the Nevada Office of Emergency Management and the FEMA every five (5) years.
The United States Federal government requires local and state governments to have a FEMA-approved Hazard Mitigation Plan in order to qualify for hazard mitigation assistance grant dollars. These programs are critical sources of Federal funding, especially for a community that wants to proactively initiate mitigation projects using mitigation grant dollars.
