A 27-year-old man was arrested Thursday for multiple alleged felony crimes including sexual assault, battery with intent to commit sexual assault, domestic battery with strangulation and other offenses, according to a Carson City Sheriff’s Office booking report.

Victor Alfaro Moreno, 27, was taken into custody following an investigation. He was also booked for felony residential burglary, false imprisonment and destruction of property.

According to the booking report, deputies and detectives were dispatched for a report of sexual assault. Deputies met with the victim who said on Sept. 4 Moreno arrived at her house and woke her up by knocking on the window.

The victim said her window was cracked and had a screen on it, the report states. She said Moreno arrived at the house with roses in his hands. She told him to leave the house multiple times because she did not want him there. The suspect told the victim he would not leave until she took the roses he got her. The victim said the window is right next to the front door of the residence, the report states.

The victim said the man pulled the screen off the window, opened it and jumped through it into her room. She said the man climbed on top of her and would not let her go. The victim said she fought back, pulling his hair, biting him and grabbing his arms to attempt to remove him but it didn’t work. The man kept her pinned down, not letting her go and did this to her several times throughout the night, the report states.

After one of the assaults, the victim said Moreno saw her cell phone and grabbed it, beginning to look through it. He looked at her messages and saw another man had texted. She said Moreno became angry and threw the cell phone to the ground and broke it.

After he threw the phone on the ground, she said he used two hands and placed them around her neck. She said the man choked her to where she could not breath for around 10 seconds, the report states. She said he let her go and she began crying.

The victim said after that, he continued to hold her in her bed the rest of the night and would not let her go. She said she begged the man to leave throughout the night and he would not leave, the report states. She said she was afraid to yell for help. She said that around 6:20 a.m. Moreno climbed out of the window and left the residence. She stated during their relationship, prior to breaking up, they had multiple domestic batteries but none were reported, the report states.

The victim had several dark bruises on the right side of her neck. She had a long bruise underneath and to the left side of her neck where she was choked. She had several small marks and bruises on her arms. Detectives took photos of the injuries.

Moreno was located and contacted at his place of employment. Detectives took Moreno into custody and brought him to the sheriff’s office. He was read his Miranda warning and said a co-worker gave him flowers at work so he could give them to the victim, the report states.

Moreno said a friend gave him a ride to the victim’s house at 10:30 p.m. He said he went to the victim’s window, pulled the screen off and knocked on the window. He told detectives she opened the window and they began talking to each other, the report states. He said he jumped through the window and went into the victim’s bedroom. He said he gave her two hickies but she told him to stop and so he did, the report states.

He said he found her phone and went through the messages. He said he got upset about the messages he saw. He said she jumped on him to get her phone back and so he put his right hand out, put it around her neck and pushed her away. He said he threw the phone down and broke it. He said he told the victim he forgave her and that he loved her, the suspect told detectives.

He said earlier he was on top of her and she told him to stop, saying she told him to stop because it hurt her and so he did. He requested a lawyer and the interview was terminated, the report states.

Moreno was arrested for suspicion of battery with the intent to commit sexual assault, sexual assault, residential burglary, domestic battery with strangulation, false imprisonment and destruction of property. Bail: $500,000.

Carson City man booked on felony warrant for alleged sexual assault and lewdness against a child

— A 63-year-old local man was arrested Sept. 5 for felony warrants alleging sexual assault against a child under 14 and lewdness by a person over 18 with child under 14, according to a Carson City Sheriff’s Office booking report.

In custody is Jose Ofilio Rivera-Lopez, who has been charged with the alleged crimes. He is currently in custody at the Carson City Detention Center. Bail: $500,000. No other information into the case was provided.

Warrants and other arrests

— A 33-year-old Dayton man turned himself in Sept. 5 for a misdemeanor warrant. The warrant was issued August 19 out of Carson City Justice Court. the warrant was book and release.

— A 26-year-old Reno man was arrested Sept. 5 for suspicion of possession of a controlled substance, possession of drug paraphernalia and open container. Bail: $2,500.

— A 27-year-old Sparks man was arrested Sept. 5 for suspicion of possession a controlled substance and possession/use of drug paraphernalia. Bail: $2,500.

— A 28-year-old Reno man was booked Sept. 6 for a misdemeanor outside agency warrant issued out of Reno Justice Court. No bail hold in lieu of hearing.

— A 26-year-old Fernley woman was arrested Sept. 6 for misdemeanor breach of peace. Bail: $500.

— A 61-year-old Carson City woman was arrested Sept. 6 for suspicion of DUI and simple battery, according to a Carson City Sheriff’s Office booking report.

At 3:22 p.m. deputies were dispatched to the area of East William Street to investigate a report of a hit and run. The reporting party said a vehicle hit their vehicle and then left the scene. The reporting party followed the suspect vehicle and blocked them into a dead-end driveway, the report states.

Deputes arrived on scene and a female was detained in handcuffs. The woman was identified by multiple people as the driver of the vehicle and was the same vehicle that left the scene of the accident. The female was intoxicated and had an odor of alcohol coming from her person, the report states.

Deputies spoke with a witness, who advised they went to a nearby liquor store and while in the parking the lot, the vehicle the woman was driving struck the victim vehicle and drove off, the report states. They said the victim vehicle driver followed her until she drove into a dead-end driveway and then blocked the woman’s vehicle with their vehicle. The witness said the woman exited her vehicle, walked over to the passenger side, opened the door, grabbed a sealed beer off the passenger seat and threw it at them.

A deputy spoke with the suspect and asked if she would submit to standardized field sobriety tests. She refused. She was read a request for voluntary evidence. She refused to provide a voluntary sample. Another deputy read her a request for voluntary evidence and she consented to blood, the report states. She refused to provide a preliminary breath test. She was taken to the hospital where she was medically cleared and two vials of blood were taken from her arm. She was booked for suspicion of DUI and battery. Bail: $1,137.

— A 46-year-old Carson City woman was arrested Sept. 7 for a misdemeanor warrant issued May 2, 2025 out of Carson City Justice Court. She was also booked for two counts Department of Alternative Sentencing violation hold. Bail: $7,000.

— A 31-year-old Carson City man, Gerardo Torres Jr., was arrested Sept. 7 for suspicion of felony concealed firearm without a permit, possession of a controlled substance, suspended driver’s license and no insurance. Bail: $5,000.

— A 38-year-old Carson City man was arrested Sunday for suspicion of misdemeanor DUI. Bail: $1,137.

— A 34-year-old Orangevale, Calif., woman was arrested Sept. 6 for suspicion of possession of Fentanyl, methamphetamine and drug paraphernalia.

According to the booking report, deputies were dispatched at 6:25 a.m. for a report of a woman sleeping behind the wheel of a red SUV.

Deputies arrived and observed the woman in the driver’s seat. The woman was breathing but not awake. Deputies observed a tooter straw near the woman and a piece of tin foil on her left leg with burnt residue.

The deputy tapped on the passenger window and the woman became coherent. The woman turned off the vehicle and starting making furtive movements within the vehicle, the report states. A deputy opened the driver side door and instructed her to exit, which she complied. The female was identified and stated she was using fentanyl.

She was arrested and searched with no further contraband or weapons on her person. Deputies searched the woman’s vehicle and located the tooter straw with a burnt end on the driver’s seat, a yellow flower container with a smiley face containing a white rock-like substance, a red square container with a clear crystalline like substance, a clear egg-stepped container with white powder residue inside, three pieces of tin foil with burnt residue and white powdery substance in the front driver’s area. Two pieces of the tin foil were located on the outside of the vehicle but without residue. No other contraband or weapons were located in the vehicle. The clear crystalline substance was tested and returned presumptive positive for methamphetamine. The white powder substance tested presumptive positive for Fentanyl.
Bail: $2,500.

— A 48-year-old Sparks woman was arrested early Monday for suspicion of possession of a controlled substance and possession of drug paraphernalia. Bail: $2,500.

— A 40-year-old Winnemucca woman was arrested early Monday for a misdemeanor contempt of court warrant issued July 2, 2025 out of Carson City Justice Court. Bail: $500.
