A 36-year-old man was arrested Saturday for suspicion of domestic battery by strangulation, according to a Carson City Sheriff’s Office booking report.
Following an investigation, Carson City Sheriff’s Office deputies arrested Mark David Stephens. According to the booking report, deputies were called at 3:13 a.m. to the 1900 block of North Carson Street for a report of domestic battery.
Deputies arrived and made contact with the reporting party and victim, who’s stated she and her boyfriend, later identified as Stephens, had a verbal argument that escalated into a physical altercation, the report states.
She told deputies that during the altercation, the suspect intentionally punched her in the left hip. She stated the man placed his hands around her neck and choked her. The deputy observed injuries on the woman, consistent with her statement and photographed the injuries for evidentiary purposes, the report states.
Deputies attempted to make contact with the suspect at the residence. The suspect refused to exit or speak with law enforcement. During the attempts to contact him, the suspect said words to the effect of “get a warrant” and continued refusing to cooperate, the report states.
Based on the victim’s statements, observation of deputies and the evidence gathered, a deputy developed probable cause to believe the suspect had committed domestic battery by strangulation. Deputies continued with the investigation and the suspect was eventually taken into custody. Bail: $5,000.

— A 32-year-old Carson City man was arrested Sunday for suspicion of misdemeanor domestic battery and possession of a controlled substance. According to the booking report, at 4:25 p.m. deputies were called to a Royal Drive address for domestic battery.
Deputies were advised the suspect had thrown a metal object at his mother. Deputies arrived and made contact with the victim who advised she and her son had been at their other trailer when the suspect began getting drunk, the report states.
She advised she no longer wanted to be around him so she went to her trailer. She advised she was in her back bedroom trying to sleep when her son came over to the trailer and began throwing things outside. She advised she confronted him at the front door asking him what he was doing. She advised she was going to call law enforcement, at which point she went to her room and grabbed her phone, the report states.
She stated she was in the southeast corner of her room when her son came into her room. She advised he threw a plastic laundry basket and a plastic trash can, which hit her. She advised she informed him she was calling law enforcement. She stated he then picked up a hand basket and threw it at her. She advised she was facing the south wall of her bedroom with her hands covering her head as protection. She advised the hand basket hit her in the right side of her head, the report states.
The deputy asked the victim if she had any injuries. She advised her head hurt. The deputy asked if they could check her head for injuries, at which point the deputy located a 1.5-inch by 1.5 inch “goose egg” on her head. The deputy asked if she needed medical attention and she advised no. The deputy asked the woman what her son threw at her and she showed the hand basket as well as a white porcelain serving tray that she placed inside the basket, the report states.
A deputy located the suspect at the other trailer. The suspect advised they had gotten into a verbal argument only and the argument never turned physical. He was subsequently arrested for suspicion of domestic battery and taken to jail. During the intake search, officers found a small clear baggy containing suspected fentanyl and a piece of foil with burn markets, which had fallen out of the man’s left sock in the intake room. Bail: $3,137.
— A 35-year-old Carson City woman, Cassie Elizabeth Lavelle, was booked Sunday for multiple warrants including felony disregard for safety of person or property resulting in death or substantial bodily harm, permit or allow child abuse or neglect (endangerment) and a misdemeanor warrant for two charges of failure to appear, the report states. No bail hold in lieu of hearing.
— A 52-year-old man was arrested Saturday for suspicion of felony battery by strangulation, according to a Carson City Sheriff’s Office booking report.
Following an investigation, CCS0 deputies arrested Jason Bailey. According to the report, deputies were called at 4:18 a.m. to the area of Fairview Drive and Fifth Street for a reported battery. Dispatch advised two men were fighting in the roadway next to a vehicle.
A deputy arrived and observed a street sign that had been struck by a vehicle on the traffic island within the intersection. The deputy observed fluids on the roadway consistent with automotive fluids. Another responding deputy followed the fluid trail to a SUV that was parked on the shoulder of the road.
A deputy approached the vehicle and observed two individuals wrestling on the grass shoulder to the right of the vehicle. The deputy exited their patrol vehicle and observed Bailey get off the male victim and began to walk toward the deputy. Another deputy had his taser pointed at the suspect while verbal commands were given for him to get on his knees. The suspect was slow to comply but eventually followed commands, the report states.
A deputy approached the suspect from behind and placed him in cuffs and instructed him to stand where he was and then was escorted to the front of the patrol vehicle.
The deputy asked for consent to search his person. The suspect consented. He was advised of his Miranda rights. After being advised of his rights he stated he and the man had been returning from Reno after seeing a movie. He stated he had been the passenger because he had been drinking and that the other man had been driving. The suspect said he noticed the man strike something with the vehicle. The suspect said they pulled over to inspect the damage and while doing so an argument began, which escalated into a physical altercation.
A reporting party witnessed the altercation and called 911. The RP completed a witness statement in which they stated they observed the suspect on top of the man, holding the man by his neck and pushing his head into the ground during the fight, the report states.
Based on the witness statement, the totality of injuries observed and the deputy’s own observation of getting the suspect off of the other man as officers arrived at the scene, the deputy saw probable cause to arrest the suspect for suspicion of battery by strangulation.
The suspect consented to a preliminary breath test with a result of .173. He was taken to jail. Bail: $7,637.
— A 35-year-old Dayton man was booked into jail Sunday for a misdemeanor outside agency warrant issued out of Lake County, Calif. Bail: $1,000.
— A 42-year-old Carson City man was arrested Sunday for suspicion of DUI. According to the booking report, at 8:49 p.m. a deputy was traveling southbound on Carson Street and observed a vehicle traveling south in the number 1 lane that began to veer right toward the marked white lane line. The vehicle continued right, crossing over the clearly marked line by a tire’s width and quickly corrected back into the number 1 lane, the report states.
The deputy looked ahead of the vehicle and did not observe any debris, potholes or hazards that would reasonably justify the driving behavior. The deputy continued following for the unexplained lane deviations, which are commonly associated with driving distracted or impairment.
The deputy continued to follow the vehicle for a couple city blocks to obtain a driving pattern. The vehicle continually swerved within the lane. As they approached Carson Street and Bath Street, the driver again crossed over the clearly marked line by a tire’s width and quickly corrected back into the lane, the report states.
The deputy initiated a traffic stop at Long and Fall Street. The deputy approached the driver window and could immediately smell an odor of alcohol. The deputy informed the man he was pulled over for failure to maintain a lane. The man stated he was tired as he works graveyard hours. When the man spoke his voice was quiet. He avoided making eye contact, turning his head, the report states.
The deputy asked him for his license and registration. The man was slow to grab his wallet and obtain his license. As he was attempting to remove his license from his wallet, it took him a few attempts to remove the license, the report states. He appeared to have a hard time removing his license from his wallet and he was missing the card completely. This is common with impairment due to a lack of dexterity, the report states.
The deputy asked him where he was coming from. The man said Reno. The deputy asked what he was doing in Reno. The man said he took his friend to the airport. The man then said he had worked a 16-hour shift and was trying to get home as he was tired. The officer asked if he had anything to drink. He said no.
The deputy went back his his patrol vehicle and ran the man through dispatch. The deputy approached the vehicle again and asked if he would submit to a standardized field sobriety tests as the deputy could smell alcohol from within the vehicle. The man was quick to answer and said the person in the passenger seat (who he took to the airport) had been drinking but not him. The deputy explained that they wanted to ensure he was good to continue driving.
The man agreed to the tests and showed clues of impairment on the tests. He was asked if he would submit to a preliminary breath test. The man agreed and provided a result of .087. The man was arrested for suspicion of DUI. He agreed to provide an evidentiary blood sample.
— A 31-year-old Carson City man was booked into jail Sunday for misdemeanor warrants alleging contempt of court, possession of drug paraphernalia and theft. Bail: $2,500 bond and $1,000 cash.
