The next Carson City Board of Supervisors meeting will take place Thursday, April 17, 2025, beginning at 8:30 a.m. in the Bob Crowell Board Room of the Community Center, 851 E. William St.
Special Presentations
The Board will award the Chief’s Medal of Commendation to Robert Berger and Lucas O’Brien, the Citizen’s Medal of Honor to Robert Russell, issue proclamations for Arbor Day and National Public Safety Telecommunications Week, name Guy Bovard as Employee of the Quarter, and recognize employee length‑of‑service milestones.
Human Resources
Staff is requesting approval of Fiscal Year 2026 employee and retiree insurance contracts: health coverage through Prominence Health with a 3.3% rate increase and monthly HSA contributions of $223.80–$462.50, dental coverage through Renaissance Dental with a 5.99% increase, and vision coverage through Kansas City Life with a 2.51% increase.
Public Works
Public Works is seeking to grant NV Energy an easement to install and maintain underground electric and communication facilities on City‑owned land at no cost.
The Plateau Phase 1 development is located to the south of the property and is accessed through Drako Way.
The existing primary power service, located along Drako Way, will not support the essential power supply, according to the staff report. Improved utility power is required to service the forthcoming development and installation prior to construction is necessary.
A proposed easement would allow NV Energy to install and maintain their underground facilities at no cost to the City.
Sheriff
Two grant applications are being requested for the Carson City Sheriff’s Office.
The Evidence Section’s incinerator—used to destroy drugs, paraphernalia and other contraband after cases are closed—has reached the end of its service life and can no longer be repaired according to the Sheriff’s Office.
The Sheriff’s Office is requesting authority to purchase a replacement unit for up to $43,650 and contract installation for up to $12,958, for a total project cost not to exceed $56,608. Forty percent would be paid with a state Fund for a Resilient Nevada opioid‑prevention grant; the remaining $33,965 would come from Carson City’s opioid‑settlement allocations.
In a separate item, the Sheriff’s Office is also seeking ratification of a $55,725 Project Safe Neighborhoods grant application submitted before the deadline. If awarded, the grant will fund a Videray PX Ultra handheld backscatter x‑ray imager that enables deputies to locate hidden drugs, firearms and other contraband in vehicles, buildings and the detention facility with minimal training and no local match.
Parks and Recreation
Supervisors will hear the annual update from the Carson City Cultural Commission.
The Cultural Commission’s 2024 Annual Report highlights nine meetings, eleven arts grants totaling $48,500, a slate of classes and camps, and seven new public artworks—including “Catch,” “For Stan,” and “Rocky the Squirrel”—alongside repairs to existing pieces and a community “Squirrel Day” celebration.

The 2025 Work Plan proposes additional tile‑art workshops, expanded Arts Enrichment Camps, ongoing Family Art Saturdays and Teen Art Fusion sessions, and the launch of an “Out of the Box” program to transform utility boxes into temporary art.
It also outlines plans to update the public‑art inventory, refine the Public Art Policy, manage the next grant cycle, and broaden outreach for volunteers, sponsors and instructors.
City Manager
The Board will discuss and may direct staff on Carson City’s positions regarding pending state legislation.
